Our culture has caused most Americans to assume not only that our language is universal but that the gestures we use are understood by everyone. We do not realize that waving good-bye is the way to summon a person from the Philippines to one' s side, or that in Italy and some Latin-American countries, curling the finger to oneself is a sign of farewell.

Those private citizens who sent packages to our troops occupying Germany after World War II and marked them GIFT to escape duty payments did not bother to find out that "Gift" means poison in German. Latins and Middle Easterners like to come closer and touch, which makes Americans uncomfortable.

Even here in the United States, we make few concessions to the needs of foreign visitors. There are no information signs in four languages on our public buildings or monuments; we do not have multilingual guided tours. Very few restaurant menus have translations, and multilingual waiters, bank clerks and policemen are rare. Our transportation systems have maps in English only and often we ourselves have difficulty understanding them.

When we go abroad, we tend to cluster in hotels and restaurants where English is spoken. Then attitudes and information we pick up are conditioned by those natives -- usually the richer-- who speak English. Our business dealings, as well as the nation' s diplomacy, are conducted through interpreters.

For many years, American dollars no longer buy all good things, and we are slowly beginning to realize that our proper role in the world is changing. A 1979 Harris poll reported that 55 percent of Americans want this country to play a more significant role in world affairs; we want to have a hand in the important decisions of the next century, even though it may not always be the upper hand.

Every profession or trade, every art and every science has its technical vocabulary, the function of which is partly to designate things or processes which have no names in ordinary English, and partly to secure greater exactness in nomenclature. Such special dialects, or jargons, are necessary in technical discussion of any kind. Being universally understood by the devotees of the particular science or art, they have the precision of a mathematical formula. Besides, they save time, for it is much more economical to name a process than to describe it. Thousands of these technical terms are very properly included in every large dictionary, yet, as a whole, they are rather on the outskirts of the English language than actually within its borders.

Different occupations, however, differ widely in the character of heir special vocabularies. In trades and handicrafts, and other vocations, like farming and fishery, that have occupied great numbers of men from remote times, the technical vocabulary, is very old, It consists largely of native words, or of borrowed words that have worked themselves into the very fiber of our language. Hence, though highly technical in many particulars, these vocabularies are more familiar in sounds; and more generally understood, than most other technicalities. The special dialects of law, medicine, divinity, and philosophy have also, in their older strata, become pretty familiar to cultivated persons, and have contributed much to the popular vocabulary. Yet every vocation still possesses a large body of technical terms that remain essentially foreign, even to educated speech. And the proportion has been much increased in the last fifty years, particularly in the various departments of natural and political science and in the mechanic arts. Here new terms are coined with the greatest freedom and abandoned with indifference when they have served their turn. Most of the new coinages are confined to special discussions, and seldom get into general literature or conversation. Yet no profession is nowadays, as ail professions once were, a close guild. The lawyer, the physician, the man of science, the divine, associates freely with his fellow-creatures, and does not meet them in a merely professional way. Furthermore, what is called" popular science" makes everybody acquainted with modern views and recent discoveries. Any important experiment, though made in a remote or provincial laboratory is at once reported in the newspapers, and everybody is soon talking about it - as in the case of the Roentgen rays and wireless telegraphy. The car industry suffered another setback yesterday when Lucas Electrical Company announced that many of its 12,000 workers at 15 factories in the West Midlands would be going on short time. It was expected that they would work a four-day week starting early next month.

"There will be a requirement for some short-time working in selected product areas and the final details will be organized on a site-by-site basis," a Lucas spokesman said in Birmingham.

The factories cover an area from Telford, Shropshire, to Solihull in the West Midlands. Many of those involved are women and the products include alternators, batteries and headlamps. For many families the wife has been the sole earner in recent months.

The Lucas announcement is expected to have an aggravated effect on the region' s rapidly declining economy.

The company spokesman said that not all the 12,000 would be affected; about 20 percent of the staff would not be affected at all.

The announcement comes after BL' s production cuts in the Austin-Rover division with a two-week extended holiday for 8,000 workers because of the sluggish market. Dunlop in Birmingham has made a similar decision.

Lucas said that it was also because of reductions in the schedules of other customers in the car industry. It as emphasized that it was temporary and its duration would depend on how many cars were sold in the coming months.

Like other forms of life on this planet, human beings face a basic task: to deal satisfactorily with theft conflicts and thereby secure the advantages of community and cooperation. Unlike other forms of life, human beings are born with a capacity to reflect on this task and to search for better solutions by conscious thought and careful choices. Nursing at Beth Israel Hospital produces the best patient care possible. If we are to solve the nursing shortage, hospital administration and doctors everywhere would do well to follow Beth Israel's example.

At Beth Israel each patient is assigned to a primary nurse who visits at length with the patient and constructs s full- scale health account that covers everything from his medical history to his emotional state. Then she writes a care plan centered on the patient's illness but which also includes everything else that is necessary.

The primary nurse stays with the patient through his hospitalization, keeping track with his progress and seeking further advice from his doctor. If a patient at Beth Israel is not responding to treatment, it is not uncommon for his nurse to propose another approach to his doctor. What the doctor at Beth Israel has in the primary nurse is a true colleague.

Nursing at Beth Israel also involves a decentralized nursing administration; every floor, every unit is a self-contained organization. There are nurse-managers instead of head nurses; in addition to their medical duties they do all their own hiring and dismissing, employee advising, and they make salary recommendations. Each unit' s nurses decide among themselves who will work what shifts and when.

The symptoms of Alzheimer's disease were long dismissed as normal consequences of human aging, but in the 1980's the disease came to be recognized as the most common cause of intellectual deterioration in the elderly and middle- aged. It is characterized by the death of nerve cells in the cerebral cortex-the part of the brain in involved in complex functions. The major debilitating symptoms of Alzheimer's disease include serous forgetfulness-particularly about recent events-and confusion. At first, the individual experiences only minor and almost imperceptible symptoms that are often attributed to emotional upsets or other physical illnesses. Gradually, however, the person becomes more forgetful, and this may be reported by anxious relatives.

The person may neglect to turn off the oven, may misplace things, many recheck to see if a task was done, may take longer to complete a chore that was previously routine, or may repeat already-answered questions. As the disease progresses, memory loss and such changes in personality, mood, and behavior, such as confusion, irritability, restlessness and agitation, are likely to appear. Judgment, concentration, orientation, writing, reading, speech, motor behavior and naming of objects may also be affected. Even when a loving and caring family is available to give support, the victim of Alzheimer's disease is more likely to spend his or her last days in a nursing home or long-term care institution. At this time, there is no cure.

Some people say if you have money then you will lose some happiness. I can' t agree. I can hardly imagine a man who has no money to eat, drink, study and work can be happy. If one day they have, maybe no one can respect Minister of Treasure more than themselves. Many people think that money is the root of evil. I don' t think so. l think money should be the root of kindness. It is a tool to do good things. So it can make many people happy.
