The total area of Sichuan Province, which is called ―the land of abundance‖, is 485,000 square kilometers with a population of 89 million, located in the upstream of Changjiang River and it is the hinterland in Southwestern China and is bordered by seven provinces and cities. It is a very important junction of the southwest, the north-west, and the central region and is also a very important intersection and corridor which links South China and Central China, bridges south-west and north-west and serves as a very important channel to Central Asia and South-east Asia. Sichuan is great collection and distribution center of various items and commodities in the West，especially in the South-west area.
The GDP of Sichuan makes up a quarter of the total GDP of the western region of China. Sichuan province is the biggest consumption market, commercial and trading center and a place where various talented people gather. Sichuan province is striving for building a highland of economic development in western China, which radiates to the whole west, aims to serve the whole country, and becomes integrated into the global economy; trying to construct comprehensive transportation junction which runs from the north to the south, links the east and the west and provides convenient waterway and land transportation. Sichuan province is also dedicated to construction of a logistics Center in West area, commercial and trading center, financial center, and development base of important strategic resource, modern manufacturing base, scientific and technical innovation industrialization base, and primary products deep processing base.

- Outstanding Strategic Position. Sichuan is a very important junction of the south-west, the north-west and the central region and serves as a very important channel to the countries of ASEAN (Association of Southeast Asian Nations) and Europe. And it is well known as a vital communication hub at home and abroad. Sichuan is a place of high strategic position in investment and trade, so Sichuan province is striving for building a comprehensive transportation junction which runs from the north to the south, links the east and the west and provides convenient waterway and land transportation, links South China and Central China, bridges the south-west and the north-west and serves as a very important channel to the Central Asia and South-east Asia.
- Abundant Natural Resources。Sichuan province is abundant in water energy, minerals, biological resources and tourism resources. The exploitable capacity of the Hydropower resources of Sichuan is 120 million kilowatts, which ranks first in the country. Sichuan will become the biggest hydropower industry base in the country by 2020. The reserves of eleven minerals such as vanadium, titanium etc, takes the first place in China. Sichuan is rich in natural biological resources, primary products, Chinese traditional medical crops, and cultural tourism resources. Jiuzhai valley,
Huang Long County, Qingcheng Mountain -- Dujiang Dam, Emei Mountain--Leshan Grand Buddha, and the giant panda habitat are listed in the "World Cultural Heritage List".
- Solid Industrial Foundation. Sichuan has strong industrial foundation, manufacturing capability and supporting service ability. Industries such as IT industry, equipment manufacturing industry, power and energy industry, the sources of electrical power , oil and petrochemical industry , vanadium, titanium and steel industry, food and beverage industry, and modern Chinese medicine occupy an important position in the whole nation.
- Enormous Scientific and Educational Strength. There are ninety two regular institutions of higher learning with 6,816,000 talented people of all kinds among whom there are 2,210,000 professional and technical personnel. There are eleven national level key laboratories, fifty-one provincial and ministerial level key laboratories, thirteen national level engineering centers, twenty-seven national level enterprise technological development centers, eighty provincial level engineering centers, and sixty academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering in Sichuan province. There are a large number of research academies and institutes and high-tech talents that are making efforts to establish a research and development base of integrated circuits, optoelectronic display products, computers, communication equipment etc.
- Sufficient Supply of Production Factors. The total quantity of the production factors such as energy, technical workers, land, water resources, science and technology etc, is very big, for which the supply capability is strong. The excellent support from various factors enables to meet the needs of the development of all kinds of manufacturing industries. The cost of labor force, water, electricity, gas etc. is low, combined cost of products is 70% to 75% of that in coastal areas.
- Improvements in Transport and Logistics.There are eighteen railway lines under construction with a general mileage of 3358 kilometers. There are twenty-four highways under construction with a mileage of 3020 kilometers. Chengdu Shuangliu Airport opened thirty-three international air routes; the annual number of passengers has been over twenty million. Lu Zhou port already has become one of main Chinese inland river ports. By 2020, the mileage of railway lines will reach eight thousand kilometers; the mileage of highways will reach eight thousand and two hundred kilometers; the number of civil airports will reach seventeen. The comprehensive transportation junction is basically formed and it consists of eighteen railways, twenty-one highways, and two entrance or departures channels of waterways, of which the function as junctions and radiation capability has completely improved.
- Rapid Economic Growth. The economic indicators of Sichuan such as The GDP, industrial added value, investment in fixed assets, gross retail sales, total export-import volume and foreign capital utilized etc, continue to maintain rapid growth in recent years, Sichuan is one of the fastest growing provinces in western China. The total investment in fixed assets for the whole society is 120.27 Billion yuan, growing by 58.1% in 2009; the gross retail sales of consumer goods is 575.87 Billion yuan growing by 20.0%; the total export-import volume is 24.23 Billion U. S. dollars taking the 11th place in China’s mainland, the first place in western China, Sichuan is the only province of the country that maintains positive growth in export and import. The foreign capital utilized is 4.13 Billion U. S. dollars, growing by 23.5%. Sichuan province brought in nine global top 500 enterprises; there are 151 global top 500 enterprises that have come to Sichuan to invest and set up
administrative offices.
Chapter II Cooperation Opportunities in Trade and Investment
■ Go-West Policy

The Chinese central government already has ascertained new one turn of Western Development support policy and published a whole set of support policies from the following perspectives: finance, tax, investment, banking, industry, land, price, ecology, human resource and assistances. By 2015, the characteristic superior industry system of Western region will be primarily formed, and the economic outputs will be doubled; By 2020, the Infrastructural facilities will be further improved and modern industrial system will be basically formed, then Sichuan will be constructed as an important national energy base, resource deep processing base, equipment manufacturing base, and strategic emerging industry base.
-Financial Policies.The central budget will increase the transfer payments to the western China by raising funds, supporting infrastructure constructions, social undertakings, ecological conservations etc. The central budget will increase efforts in the interest subsidy of the project loans for the infrastructure construction of the national level economic and technological development zone, high and new technology industrial development zone, and border economic cooperation zones.
- Tax Policies. The enterprise income tax of the promoted enterprise that is set up in western China will be cut by a rate of 15%. - Industrial Policies. To implement differential industrial polices and make a directory of the domestic-funded industries to promote the development of the specialty industries and superior industries in the western areas. Any energy and resource exploitation projects which are capable of processing and conversion are encouraged and approved preferentially. To Support private capital to enter oil and gas fields such as exploration and development, store and transportation in ways of share and cooperation. To expand product range of the foreign funded superior industries.
- Land Policies. To further improve the examination and approval system for the use of land for construction and simplify procedures to ensure the use of land for the priority engineering construction in Western Development. To implement preferential land policies and increase the constructive land index for the unused lands such as barren mountains , sands , the Gobi Desert etc, and gives preference to the western area to a appropriate degree when making annual plan for land use. The standard for land remise fund of the industrial lands can be implemented as 10% to 50% of that prescribed in the Floor Price Standard for Industrial Lands according to actual situations and appropriately reduce the benchmark land price of the constructive lands for the economic development zone(region).
- Price Policies. The price of the newly built railways and the special price of some branch railways can be decided according to actual situations. - Ecological Compensation Policies.The ecological compensation system should be gradually formed in the forests, grasslands, wetlands, drainage areas and mineral resource exploitation fields etc, on the principle that the developing party should protect and the beneficial party should compensate. To strengthen the interiorization of environmental resource costs and to encourage the establishment of an ecological compensation system between ecological protection of up and down-streams and ecologically beneficial areas in the same drainage areas; To establish a sound development reserve system for resource-based enterprises which can withdraw the funds used in environmental protection and ecological restorations according to relevant regulations and allowed to be deducted before being taxed.
- Human Resource Policies. To improve the wages policy of the personnel in government organizations and institutions and gradually improve the wage level and provide more preferential policies to the remote and inhospitable areas and implement allowance dynamic transfer system. The scale of optical communication equipments ranks the fourth domestically. Microsoft, IBM, Flextronics, SNDA, Tencent etc has set up research and development centers in Chengdu. HUAWEI (Chengdu) research and development center plans to employ over 10 thousand people.

「Equipment Manufacturing Industry」
There are three large technical equipment manufacturing bases. The annual outputs of the orient electric power generation equipments ranks the first in the world for 5 years in succession, China National Erzhong Group is the biggest domestic metallurgy complete equipment manufacturing base, Sichuan Huahong Group is the second biggest manufacturer of land oil rig, the biggest export enterprise of exporting oil rig complete equipment and its Production Technology of making the big capacity boiler and high parameter environment protection complete equipment if of world advanced level.

「Energy and Power Industry」
There is abundant hydropower resource with a exploitable volume of 120 million kilowatts which ranks the first domestically; there is one biggest hydropower industry in China. Sichuan grid connects Chongqing grid through the northern and southern channel and three 500kV circuits and also links with four provinces in Central China and Eastern China and established a channel for delivering the power out of Sichuan. 「Oil and gas and Chemical Industry」
- Natural Gas Chemical Industry: The productivity of Synthetic ammonia, urea, melamine ranks first in China, the technology of dimethyl ether and ganic fluorine and the quality of fluorine rubber products is of internationally advanced level. The technology and application of Vanadium & Titanium industry has made great breakthrough, the trend of industry agglomeration is obvious with Sichuan Panzhihua Vanadium & Titanium Industrial Zone as its core zone, the western Panzhihua is the biggest vanadium industry base and titanium raw material base and so the Panzhihua city is called ―town of Vanadium & Titanium in China‖. 「Beverage and Food Industry」
The beverage and food industry scale has ranked the fifth across the country, meanwhile in the field of white spirits, meat products, grain and oil, cigarettes, feed, soft drinks and tea an aggregative and leading industrial chain is formed. 「Modern Chinese Medicine Industry」
Sichuan is one of the three major centers of biodiversity in China, Chinese herbal medicine reserves reaches more than 1 million tons. And Herbal species take up 75% of that of China, in which about 50 types are well-known and major producing medicinal herbs. Also here is one of the largest places of origin of the Chinese herbs in that artificial planted Chinese herbal medicines are more than 200 kinds with a cultivated area of more than 100 million mu. 「Aerospace Industry」

There are 329 auto industry enterprises here, 26 of which are complete vehicle and modified cars enterprises. An industrial system, represented by the products of medium –sized truck, minibus, SUV, mini cars, CNG or LNG, modified cars and special purpose motor vehicle etc., accessorized with the key components, has established. And FAW-V olkswagen, FAW Toyota, Geely, Mianyang Huachen, Ziyang Nanjun, Chengdu Wangpai, as well as Chengdu bus, Chengdu New Earth, Sichuan Automobile industry Group Corporation, Nanchong Dongfeng and FAW-specific are the main vehicle project.

「Biotechnology Industry」
Sichuan is the demonstration province of Chinese biotechnology industrialization for its rich biological resources and technological strength. While Chengdu is regarded as World-class biomedical industry base, which advances nationwide in the field of blood products，biological vaccine, genetically engineered products, tissue engineering and stem cells, biological therapy, genetic chip. At the same time, the new technology of micro-organic remediation for electroplating wastewater, clean process of currying leather and enhanced treatment of refractory wastewater by environmental microorganism agent has reached the international level. 「New material industry」
Known as the capital of vanadium titanium, Pan Zhihua is the largest place of vanadium titanium production, research and development. Products such as W/Mo, carbide alloy, numerical control measuring devices and cutting tools have high market competitive advantages, together with those new materials of leading technological content, such as organofluorines, organosilicon and polyphenylene sulphide. Among them, the production capacity of carbide alloy ranks the fifth in the world. Pan Zhihua has China’s second largest light rare earth mine and the only national bio-medical material engineering technology research center which has leading bio-medical material technologies in dental implant, heart valve prosthesis and endovascular stent. The priority is to develop network and communication products such as, communication network, internet of things, the integration of telecommunications networks, cable TV networks and the internet, new flat panel display, IC of high performance, high-end software, digital audio-visual products, military electronics and mobile broadband system, etc.
「Bio Industry」

"Air Transport"
With passenger throughput and cargo throughput tops in the Midwest, Chengdu Shuangliu International Airport is the largest air hub in China's interior as well as one of six largest airports in China; and Chengdu is the first in western China to have a second runway. Twelve international and regional direct passenger routes to Amsterdam, Karachi, Bangalore, Seoul, Singapore, Kuala Lumpur, Bangkok, Hong Kong, Macao, Taiwan and other cities as well as two international and regional direct cargo routes to Hong Kong and Europe have been in service. By 2020, over 300 domestic, international and regional routes with annual passenger throughput of up to 50 million, cargo and mail throughput of up to 1.4 million tons will be open as planned.
"Railway Transport"
The total railway operating mileage is more than 3,000 kilometers. With the opportunities of high-speed railway construction and expansion of western rail network, Chengdu will be the hub of China's railway network in southwest region. Currently, with Chengdu as the origin stops, there are 5 car load freights (Chengdu to Shanghai, Guangzhou, Nanjing, Xuzhou and Lanzhou), 4 container freights of Five Sets (Chengdu to Shanghai, Shenzhen, Guangzhou and Lianyungang), 3 special goods and package freights and 1 circulating freight (Chengdu - Tianjin - Baotou - Chengdu). By 2014, there will be a through high-speed railway originated from Shanghai to Chengdu. And several nationally advanced high-speed railways with the total length of over 1,500 kilometers will also be built around Chengdu and cross its administration regions.
"Road transport"
The current mileage and transport capacity are of high level nationwide. (The total length of highways in use is more than 224,000 km; and expressways up to 2240 km). In the future, a expressway network with Chengdu as the main hub and other major cities of Sichuan as secondary hubs will be formed. And a highway traffic circle with Chengdu as its center and by which all the capital cities of the surrounding Provinces or municipality, except Lhasa, will be arrived within one day about 22 hours. The road network will closely connected Chengdu with economic circles of Sichuan province and those around, which will also reduced transportation costs further. Currently, there are 24 expressways with mileage up to 3020 km under construction. The mileage ranks the second nationwide, and is nearly 40% longer than existing expressway mileage.
"Water transport"
It enjoys three major waterways, the Yangtze River, Minjiang River and Jialing River namely, and many branches such as Jinsha River, Qujiang River, Tuojiang River, and Fujiang River. With the extension of the Regulation Project of Upper Yangtze River the development of Minjiang River, Jialingjiang Rivers, etc., and the forming of new river ports in Luzhou, Yibin, Leshan, Nanchong, the water transport system of low-cost will further promote the development of Sichuan’s machinery industry and the export of raw materials, etc. By 2012, the port container handling capacity of the whole province will reach 1.5 million TEUs, and that of the completed and under construction ports up to 2million TEUs. Also, Routes of Rank Four or above will reach 1060 km.
■ Communication and Internet
With the total of 8 cable access directions radiating out the province, it is the communication hub and exchange center in southwest China. And major projects, such as International Communications Gateway Project, the international direct fiber optic circuit, the state project of node capacity enlargement, "wireless city project" covering the whole administration area, international data storage center and international IT disaster backup and recovery base are initiating one after another. Out of the fiber optic cable trunk line, there are 22 cables sending out of the province with total transmission bandwidth 3200Gbps and MAN export bandwidth over 100Gbps. Meanwhile, direct international fiber-optic telecommunication lines to European Union, North America, Singapore, India, Japan, the Greater Mekong sub-region and other places are also under constructions. The accomplishment of these lines will provide Sichuan with a large platform for rapid integration into the international information and communication exchange.
