2005 US Educators’ Delegation to China

Under the invitation of the National Office for Teaching Chinese as a Foreign Language (NOCFL) in China, CLASS and the Hope Education Foundation collaboratively organized an US educators’ trip to China. The group consisted of 33 superintendents, principals, vice-principals, foreign language program directors and supervisors from nine states. They visited Beijing, Shanghai and Suzhou from February 19 to February 25. Please see page 30 through page 34 for a detailed report and the reflections from some of the participating educators.

Chinese language learning in U.S sowed by many dedicated veteran Chinese educators in the past twenty years are bearing fruit. The growing interest in learning Chinese language and culture around the country is overwhelming. Many news media outlets have published articles and interviews on the development of Chinese programs around the nation. Is CLASS ready to accept the challenges of providing the information and service to the Chinese language field and served as a role of mediator between teachers and other resources? By looking at the following activities planned out or have already executed, we, the CLASS Board believe our promotion of the teaching and learning Chinese at K-12 schools will be ever more rigorous. However, we cannot do this work alone.

I would like take this opportunity to thank our members, former and present board members, and our collaborators, such as the American Council of Teaching Foreign Language, the College Board, the National East Asian Language Center at Ohio State University, Chinese Language Teachers’ Association, the Council of Chinese Heritage Schools, the Northeast Conference, Global Knowledge Exchange (GKE), and etc. Our greatest thanks go to the National Office for Teaching Chinese as a Foreign Language (Welcome new Director General Xu Lin 许琳!), the Ministry of Education, the Chinese Embassy and its education counsels for providing financial support, teaching materials and teachers’ training programs in the United States and in China. I would also like to extend special thanks to Golden Yuan, President of the Hope Education Foundation for his behind-the-scenes coordination and arrangements of all CLASS overseas events.

2005 is the Year of Languages (YOL) 语言文化年. All the language organizations in the United States engage in different activities to build up greater public awareness of other languages and cultures through the YOL campaign. CLASS produced one of the best posters for display during the ACTFL conference in Chicago, and made plans for subsequent activities throughout the year. At last November’s conference, the CLASS panel on Standards-based Teaching Units for K-12 Chinese Classes presented by Yuanchao Meng, Jeannine Subisak, Chih-Wen Su was well-received. The Chinese Language Teaching Materials Swap Shop session has become more popular year after year. There were over 80 teachers from the US, Singapore, Hong Kong and China in attendance. Fifteen teachers from different regions had the opportunity to present their teaching strategies, to demonstrate their favorite classroom activities, and to share their resources used in the K-12 Chinese language classrooms.

The 2005 US Educators’ Delegation美国初高中教育行政主管访华团visited Beijing, Shanghai and Suzhou from February 19 to February 25. Thirty-three US educators from K-12 schools were invited by the National Office for Teaching Chinese as a Foreign Language (NOCFL) in China. Those US educators and 13 of their family members had the opportunity to witness in person a dynamic modern Chinese society and the hospitality of Chinese people. They came to realize the significance of teaching Chinese to young Americans after interacting with Chinese students fluent in English. They promised to render their full support to create or extend their existing Chinese programs. During the trip, they visited schools and interacted with students. At the Ministry of Education, they learned about new reforms in the Chinese educational system, international cooperation and exchange programs, the rise of E-learning in courses for Chinese language and culture, as well as new programs developed in tandem with the US Department of Education. At the NOCFL office, the newly appointed Director General, Madame Xu Lin extended her welcome to our distinguished guests. Other Deputy Directors presented their projects regarding textbook development, HSK Chinese Proficiency Test, teacher training workshops and Volunteer Program, ChenGo e-language program. AP Chinese中文进阶先修课将作为全面中文教育的媒介及未来中文课程设计的蓝图。Horizontal articulation (K-12 and heritage schools) and vertical articulation (secondary and post-secondary) have become better since the announcement of AP Chinese. Currently, no single curricular model exists for the Chinese program. The AP Chinese may have become a unifying agent and its model could be potentially served that role model. The AP Chinese Task Force will create an outline for the course and draft the exam specifications. will be an AP online presentation on core components of the course and exam, professional development and curricular resources for the course.

Professional Standards for K-12 Chinese Language Teachers 中小学中文教师资格标准, a collaborative project of CLASS and the National East Asian Language Resource Center at the Ohio State University, has recently completed the final draft. Thanks to the Curriculum Committee and Professional Development Committee for their hard work. With the support from the leadership of the Northeast Conference, CLASS co-sponsored a special full-day session on April 2 in New York. Prof. Yao Jide and Prof. Mu Jihong from Yunnan University were invited to give lectures on the Chinese minorities and the ancient Tea Road 茶马古道. Thanks to the support from NOCFL, the two speakers’ travel expenses to and from China are covered. We would also express our special thanks to Jill Cheng of the Cheng & Tsui Company for her generous support to provide a delicious luncheon to all workshop attendees. CLASS board members, Carol Chen-Lin and Chih-Wen Su, assisted CLASS to host the guest speakers and take them to visit schools and colleges in New England area. Please see page 7 for a report from Yu-lan Lin who is the coordinator for this Chinese workshop at the Northeast Conference.

Here is a summary of the forthcoming events sponsored by CLASS.

Hanyu Qiao U.S. High School Student Speech Contest汉语桥高中生演讲比赛will be held on May 7 in Washington, DC. It is a first ever national event supported by CLASS in collaboration with the Chinese Embassy, the NOCFL and the Yuwenbao, a North-American monthly Chinese language and culture magazine for Chinese language learners. Please see page 14 for the application form.

International Cooperation & Exchange中美学校交流互动及建立姐妹学校计划CLASS is conducting a survey on the existing sister schools, and schools that are interested in starting such a program. Detailed survey form can be found in page 12 of this newsletter. The deadline for returning the survey is May 10th. The US-China Joint Conference首届中美中文教师研讨会that will be held at Tongzhou, Beijing in July 18-23 is at the final planning stage. The enthusiasm of proposal submissions was great. The committee has selected twenty proposals from CLASS members for presentations at the conference. Around 40 teachers from the U.S. will participate in the conference. Please see pages 7-10 for details.

CLASS Teacher Summer Study Program CLASS 暑期教师培训from July 25 to August 5 at East China Normal University in Shanghai has received the support from NOCFL. The content of the program has recently been finalized. Twenty participants from the US-China Joint Conference are offered two-week professional development training in that university specialized for the teaching Chinese as a foreign language.

CLASS National Essay Contest全美中文作文比赛will be held in the fall of 2005. Dali Tan and her committee members are working hard to develop the guidelines, rubrics, and timelines for this event. I hope to see many of you at the ACTFL 2005 Conference on November 18-20 at Baltimore. Bring your ideas, and share with your colleague, unload your frustrations, and get a lot of support. No one should alone in her/his field. We are a big family! Actually, the internet has brought us much closer. I am very impressed by the e-mail correspondences exchanged among the participants of last year’s CLASS-Fulbright group. One question often generated many responses from afar. Thanks to Adam Ross, Jeannine Subisak, Julia Kessel and many others who have shared their lessons. CLASS is in the process of adding members to its Yahoo group mail list. We would like to have prompt communication with our members.

春天到了万象更新。这不也象征着中文教育在美国逐渐地茁壮?慢慢地该绿树成荫了。

感谢各位老师在岗位上不辞劳苦辛勤地培育学习中文的帅苗,传播中国文化的精髓。学习中文的风气正在蓬勃的发展。老师们的功不可殁。

去年九月第一次坐游轮到阿拉斯加看风景,游洛基山,上冰川,以为从此可以过悠闲的日子。十一月接下会长的职位后才意识到责任的重大。闲书,录像影片,电视,电影都得搁一边儿了。不由得体会到前任会长和理事们在过去近二十年来的努力耕耘。牺牲自我全心全力为协会的付出。在此献上最诚挚的谢意。全美中小学中文教师协会能得到美国外语界的尊重,中国对外汉语教学领导小组办公室的器重也靠历年来教育界同仁们的努力,及老师们的共同参与所发展的成果。

二月中,我有幸随四十六位美国教育行政主管和其家属到北京、上海、苏州访问一周。中国教育部和汉办提供了一流的接待,一手的资料。访问团有机会参观两所重点中学及风景名胜地。参观名胜让他们学习中国历史,地理与中国民情。与中国领导及学生交谈让他们更了解中国社会的现况。他们回美后对中文的推广将起很大的作用。鉴于这次的成功,明年汉办会继续邀请本协会组团。

自从大学理事会公布开设AP 中文后,美国报章杂志有许多报导关于美国各地对学习中文的热潮。AP中文在教育界也成了一个极大的推动力。大学、中学和社区中文学校重新关注教学的目标。期望学生们在进入大学以前的中国语言的运用与文化知识达到一个较高的水准。几位参与第一年的工作小组的CLASS与CLTA老师们正在与大学理事会拟定课程大纲及考试的形式。2005 到2006 年将是繁忙的一年以便为2006 年开AP 中文课做齐全的准备,2007年五月第一次的AP 中文考试就正式推出了。

七月将有三十多位老师到北京参加中美教学研讨会及由汉办主办的第一届世界汉语大会。随后有二十位老师到上海师范大学参加两周的教师培训。感谢筹备委员,林游岚,王执文,竹露茜,陈少元从两年前就开始筹划工作。感谢通州教委、北京市教委与汉办的大力支持。

今年CLASS有许多大活动。请大家看会刊内的报道。在此我特别要感谢黄爱德老师(Adam Ross) 跟竹露茜老师 (Lucy Lee) 为编辑此会刊所付出的时间与精力。还要谢谢为会刊提供的消息的老师们。请老师们鼓励学生参加汉语桥演讲比赛,作文比赛。请老师们参加CLASS特别为老师们所提供的进修与交流的机会。十一月的全美外语大会在巴提摩Baltimore 举行。希望老师们及早报名参加。我可以担保大家会尽兴,丰收而归。详情下一期通讯会报导。

CLASS 2004-05 New Executive Board Congratulations to Jeannine Subisak 范良琦, Shouping Li 李守平and Dali Tan谭大立who have been elected to serve as the new board members. The Election Committee reported the election results at the CLASS membership meeting on November 20, 2004 during the ACTFL conference in Chicago.

Installation of an Executive Director Position

During the CLASS leadership retreat in July 2003, the Executive Board members identified and addressed necessary changes for CLASS to remain vital and to maintain its strong leadership in the profession. The need to create a new executive director position was first brought out for discussion. The same issue was further

discussed at the Executive Board meeting in November 2003. At the last Board meeting in Chicago on November 19, 2004, the board approved the motion to install a CLASS Executive Director (ED) position.

The By-laws Revision Committee (formed by the current president, vice presidents, and two past presidents) met again in January 2005 to draft a job description for the ED. The final ED proposal will be presented to the Executive Board for approval. The By-laws Revision Committee will send out ballot to all members in good standing to approve and adopt the amendment. CLASS General Membership Meeting Submitted by Adam Ross, CLASS Secretary

The 2004 CLASS general membership meeting was called into attendance at 11:00 a.m. on November 20th at the Chicago Hilton. 40+ CLASS members were present. President Zhang Min opened the meeting with welcomes and immediately called the membership to approve the minutes for the 2003 membership meeting. Upon approval, President Zhang continued with a short summary of recent CLASS organizational business, including naming the results of the CLASS Board of Directors elections. She also marveled at the enthusiastic attendance of the standing-room only crowd for the previous evening’s Swap Shop presentation.

Lucy Lee followed with a short report on the 2004 Fulbright-Hayes Project, in which twenty K-12 Chinese teachers attended language pedagogy training at Beijing Language University in Beijing and East China Normal University in Shanghai, followed by study of Chinese minorities at Yunnan University in Kunming. This is the second meeting of the program, which was also held in 2002.

Carol Chen-Lin gave a summary of her Treasurer Report, with a handout showing that CLASS balance of existing funds is now $13,633.73, well over $3,000 greater than the November 2003 account balance. This increase in monetary holdings is due to grants and donations received. Chih-Wen Su followed with a brief membership report, and also confirmed that a good portion of this increase is due to increased membership enrollment.

Lucy Lee returned with a short report on the progress of the AP Chinese Task Force. She explained that the committee would be meeting in January and the College Board would put together a second meeting report shortly to solicit additional input from the public.

The following two presentations outlined two of CLASS’s collaborations, one with the National Office for Teaching Chinese as a Second Language (also called Hanban), the other is with Ohio State University.

Yu-lan Lin returned with to disclose the results of the 2004 CLASS elections. Voting was extremely close, with new members added to the Board of Directors, Shouping Li, Jeannine Subisak and Dali Tan.

Since the Board has discussed to move the annual CLASS Essay Contest to the spring of each year, there was no report from the chair of the essay contest. Zhang Min issued a short statement asking CLASS members to look for news of the Essay Contest in the spring of 2005. Finally, Yu-lan Lin took the floor to announce the US-China Joint Conference to be held in Tongzhou July 18-23, 2005. Submission requests and registration confirmations were due by December 31, 2004.

Before the meeting concluded, several members announced that 2005 would be ACTFL’s “Year of Languages,” and urged all CLASS members to take part in various activities that would promote language study at their schools and beyond. The US-China Joint Conference, the CLASS Essay contest, and the US educators’ visit to China were cited as examples of activities that help promote Chinese language study, and other ideas were introduced to further this cause. Several CLASS Board members created a poster to celebrate CLASS’s involvement in the Year of Languages, and this was prominently displayed at the front of the meeting room.

Last, Catherine Yen was welcomed as incoming CLASS President. Catherine Yen expressed warm thanks to Zhang Min for all of her work as president of CLASS in the past year, and also extended thanks to members of the CLASS Board of Directors for all of their help and support, and also urged members of CLASS membership for their continued support.

茶马古道专题讲座圆满结束

A Fabulous Full-Day Workshop

at the 2005 Northeast Conference

CLASS co-sponsored a special session at the Northeast Conference on Saturday, April 2, 2005 at New York Marriott Marquis Hotel. This workshop was offered for the first time to the Chinese teachers in the northeastern 14 states. A Chinese lunch was provided, courtesy of Cheng & Tsui Company. 非常感谢剑桥出版社对此项目的大力支持,Jill Cheng女士特在纽约五粮液饭店设丰盛的午宴,招待与会的老师。

The title of the workshop was: “Shaoshu Minzu he Cha Ma Gu Dao中国少数民族和茶马古道” (Chinese Minorities and the Ancient Tea Road) In light of the NECTFL Conference theme this year: “Opening Cultural Windows in the Year of Languages,” CLASS invited two outstanding scholars, Prof. Yao Jide姚继德and Prof. Mu Jihong 木霁弘to speak on topics of Chinese minorities and the ancient Tea Road. Both Prof. Yao and Prof. Mu teach at Yunnan University and taught CLASS Fulbright teachers in 2002 and 2004. Prof. Yao is currently conducting a research at Tehran University, he made a special trip from Iran to the U.S. for this presentation. Prof. Mu was the advisor to a documentary film directed by Tian Zhuang Zhuang 田状状, entitled “De La Mu德拉姆,” which depicted the last horse/mule caravan on a thousand year old tea road from Yunnan to Tibet.

A fter Prof. Yao and Prof. Mu finished the “Full-Day Workshop on Teaching Chinese Culture” in New York, they took a city tour in New York the next day. They visited the site of 9-11ground zero; Metropolitan Museum and United Nations during the tour.

Then for the next three days they visited five colleges in Amherst area in MA and continued the CLASS celebration of Year of Languages activities. They gave three lectures at three different places, all co-sponsored with CLASS. The first one was at Mt. Holyoke College on April 4 by Prof. Yao. The title of his talk was “On the Interrelations between the Silk Road and Islam in China.” The co-sponsor of this talk was Prof. Calvin Chen of the Department of Politics, Mt. Holyoke College. The second lecture was given by Prof. Mu on April 5 at UMass co-sponsored by Prof. Shen Zhongwei of East Asia Languages and literatures and Asian and Asian-American Study Certificate Program. The topic of the lecture was on “The Culture of the Minorities on the Tea and Horse Road.” The third lecture was part of activities commemorating the Year of Languages 2005 of Town of Amherst. The Jones Library, Five College Center for East Asian Studies, and CLASS jointly sponsored this event at the Jones Library, Amherst, MA in the evening of April 5. Prof. Yao and Prof. Mu jointly gave a presentation to the general public on the topic of “Minorities in Yunnan” and “Cha Ma Gu Dao’ There were display of books and artifacts in the library a week prior to the talk. All talks were well received and well attended because there was news release before the talks; flyers were posted on the Amherst Town website and sent to schools in the great Springfield areas.

Besides giving the lectures they visited colleges, such as Smith College, Amherst College, and Hampshire College. They tasted New England specialties such as the fresh maple syrup of the season; New England clam chowder soup and some locally produced ice-cream. On April 7th they went to Boston for an American history tour. They also stopped at Lexington Minuteman site. They toured the campus of Harvard and MIT and visited the harbor where the famous tea party took place during the America Revolution. Prof. Mu offered the opinion that the tea dropped there at the time may well be the Pu-Er tea of Yunnan. Just at that moment, a mounted Boston police rode by on a horse. So Prof. Mu suggested Yu-Lan Lin to write “Cha Ma Gu Dao” as both key ingredients are available in Boston. It could be “globalization” of “Cha Ma Gu Dao”. They had dinner with CLASS members who attended the 2002 and 2004 Fulbright summer program in Yunnan. Prof. Mu and Prof. Yao went back to China on April 8th.

US-China Joint Conference on

Teaching Chinese as a Second Language July 18-23, 2005 at Tongzhou, Beijing

The promotion and development of Chinese language education in elementary through high schools is of critical importance to the United States in terms of future economic opportunities and of increasingly dynamic, interactive global communities. The US-based national K-12

Chinese language teachers’ organization CLASS is actively collaborating with the Beijing Municipal Education Commission, the National Office on Teaching Chinese as Second Language, and the Education Commission at Tongzhou to plan for the first US-China Joint Conference in 2005. This conference is designed for K-12 Chinese language teachers in the United States to meet and articulate common concerns with those teachers who teach Chinese to foreign students in China.

A planning committee was formed by CLASS leaders and chaired by Yu-lan Lin and Chih-Wen Su from Massachusetts. Other committee members are Catherine Yen from California, Carol Chen-Lin from Connecticut, and Lucy Lee from New Jersey.

A survey on the status of US-China Sister School Programs is currently being conducted by a joint effort of the Chinese Language Association of Secondary-Elementary Schools (CLASS), the Yuwen Bao North America Office, and the Hope Education Foundation (HEF) under the auspices of the Ministry of Education in China and the National Office for Teaching Chinese as a Foreign Language (NOCFL). The purpose of this survey is to collect data on both existing and potential sister schools and to gather information on what type of support is most needed in order to sustain these sister school programs in American schools. We would like to find out (1) how many schools have already established a sister school program, (2) how many schools are currently in the process of establishing a sister school program, and (3) how many schools are interested in finding a sister school in China. It is our hope that with your active participation in the survey, a network of support systems will be built to assist the existing and potential US-China sister school programs. Many interested K-12 schools in the United States will be connected with schools in China. More resources and support from China will be allocated and become available to our Chinese language teachers at elementary and secondary schools in America. Through these US-China Sister School Programs, the teaching and learning of the Chinese language and culture can become increasingly accessible to more American schools.

中美姐妹学校问卷调查说明

为推广中美学校之间的学术交流,提高美国中小学学生学习中文的兴趣,中国教育部有关部门和国家汉办特委托全美中小学中文教师协会,《语文报北美月刊》和美国希望教育基金会共同在全美进行姐妹学校的调查。

此项调查的目的是为了了解美国初、高中及小学1)已经与中国学校结成姐妹校的现状; 2)正在进行商谈但尚未与中国学校结成姐妹学校的情况;3)希望与中国学校结成姐妹学校的美国学校;4)不同学校在不同阶段希望获得哪些方面的帮助。

汉语桥”高中学生中文演讲比赛

Hanyu Qiao Speech Contest

for American High School Students

at the Chinese Embassy in Washington D. C. May 7, 2005

In collaboration with the Chinese Embassy of and the Yuwenbao, CLASS is organizing a speech contest to be held on Saturday, May 7 at the Embassy of the People’s Republic of China in the United States of America located at 2300 Connecticut Ave. N.W., Washington, D.C. The purpose of this event is to encourage more non-native speakers to learn Chinese language at the pre-college level. Honorary Chairpersons of this event are Ambassador Zhou and Minister Counselor Liu.

Theme of the Speech: The contest speech will be based on the theme "Splendor of Chinese Culture." However, students are free to develop any topic within this general theme. The speech must be between three to five minutes long.

Rules of Contest:

1. Registration (use application form) begins

April 1, 2005 and ends April 20, 2005.

2. On the application form, there needs to have a student photo and parent/guardian1s signature. Incomplete application form will not be processed.

5. Individual schools will decide how their one participant should be selected, e.g. holding a preliminary school-wide speech contest.

6. Heritage students already speaking Mandarin or Cantonese before taking Chinese in school are not eligible.

7. If the total number of applicants is under 20, all will be invited to D.C. for the contest; however, if there are more than 20 applicants, we will hold a preliminary selection round whereby all applicants will submit a three to

five minute audio or videotape, from which judges will choose the 20 finalists.

8. Finalists must be present for the on-site contest on May 7 at the Embassy to participate in the contest.

ACTFL LANGUAGE LEARNER REGISTRY

As many of you may know, ACTFL (The American Council on the Teaching of Foreign Languages) has launched a Language Learner Registry - a registry of language learners - all languages - all levels of proficiency. We need learners of ALL languages –from more commonly taught languages such as Spanish, Chinese, Arabic, Russian, as well as learners of English, to less commonly taught languages such as Tamil, Hmong, Dari, Pashto, Uzbek, etc. This registry is part of the ACTFL Oral Proficiency Tester Training program. Those who are registered in the database will be contacted by ACTFL when nonnative speakers of the particular language are needed for practice interviews during tester training workshops. These interviews are conducted over the telephone, last between 15 and 40 minutes, and are basically a conversation in the specific language. These interviews give tester trainees a chance to practice the testing skills, and give the Language Learner Registry member a chance to practice his/her language AND make $25 per interview. NEW VISIONS IN ACTION Assessment Summit: A National Discussion on Assessing World Languages

On April 4-5, CLASS Immediate Past President was invited to attend the Assessment Summit at Alexandria, Va. The goal of this meeting was to 1) explore the landscape of assessment in world languages (function, purpose, variety of assessment tools and instruments);

2) create the outline of a paper to the profession on assessment needs;

3) develop consensus on what we can and should do as a profession in the area of assessment of language proficiency;

4) identify what we can do back in our own arenas to promote these principles of assessment. Focus on the following issues:

1) Need for and intent of language assessments (placement purposes, graduation requirements,

proficiency "markers," and assessment for

unique purposes);

2) Survey of the assessment landscape at

present (formative vs. summative; type of

reporting or feedback; local, state, or

national use of the assessment data) to help

describe specific needs;

3) Future possibilities in the assessment of

languages;

4) Effective actions to influence policy,

priorities, and practices at the local, state

and national levels.

NATIONAL FLAGSHIP LANGUAGE INITIATIVE: CHINESE K-16 PIPELINE PROJECT

The National Security Education Program (NSEP) announces a new major effort as part of its National Flagship Language Initiative (NFLI). This project - the Chinese K-16 Flagship -- will, for the first time, focus on the development of an articulated K-16 student pipeline with the goal of graduating linguistically and culturally competent students. A language critical to the U.S. now and in the future, NSEP has chosen Chinese as the prototype for this effort.

The Chinese K-16 Flagship responds to a number of compelling requirements articulated at a conference in June 2004 including:

?Increasing language skills and cultural awareness are national requirements that

will be filled primarily at the state and local

level.

?Meeting the need for greater coordination within the elementary, secondary, and post-

secondary educational system and a need for

coordination at the national level.

?Providing a national language strategy that is affordable and encompasses both bottom-

up and top-down initiatives.

?-Recognizing that the rich population of multi-lingual Americans found in our

heritage communities needs to be invited to

participate in this national initiative.

NSEP is pleased to respond to this urgent national need. In mid-March 2005, NSEP has released a preliminary Request for Proposals (RFP). This pre-RFP is available to all U.S. Institutions of Higher Education. It will outline the tasks involved in the Project and specify the requirements to be considered by all potential applicants. NSEP is seeking institutions of higher education that are co-located with elementary, middle and high school systems already delivering Chinese instruction and possess, themselves, considerable knowledge and evidence in language pedagogy and instruction.

NSEP expects formal release of the final RFP in early May with proposals due by July 1. We anticipate an announcement of the award on or about August 15 with project startup by September 1. Nine Beijing-based high schools are working in preparation to open branches overseas to publicize China's experience in elementary education and Chinese language teaching around the world.

The nine schools include Huiwen, Luhe and the No. 12 high schools, the Secondary School attached to the Capital Normal University, Niulanshan No. 1 High School, the Secondary School attached to the prestigious People's University, Beijing Experimental High School, Beijing No. 2 High School and Beijing No.5 High School.

According to a source with the Beijing Municipal Education Committee, the committee's agenda for the first time includes encouraging local high schools with rich teaching experience to open branches overseas. The move is designed to push forward exchanges and cooperation between Beijing and foreign countries in the education sector, the source said. learning software, jointly developed by the US Dept of Education and the Education Commission of China. Mr. Fang Jun, First Secretary of Education, did a great presentation for the whole and Dali Tan shared her personal experience of using Chengo in a variety of ways for her students from 6th grade and up to 9th grade. Dali Tan’s students all love working wit h Chengo and find it to be a very effective tool in learning Chinese. “

On January 23, 2005 the Association of Northern CA Chinese Schools https://www.doczj.com/doc/6413879630.html, held a one day workshop “AP Chinese 123” in Biltmore Hotel, Santa Clara. CLASS past president Dr. Yu-Lan Lin was the keynote speaker at the invitation of Daniel Lin 林文雄. Dr. Lin presented an informational hands-on workshop on “Chinese AP Program and Standards-Based Instruction”. Over 150 teachers from the Bay Area Chinese schools 僑教中文學校attained a great experience with Chinese AP Program, National Standards, Learning Scenarios, Standards-Based Lesson Planning, Thematic Unit, Assessment and Performance-Based Tasks. CLASS members Catherine Yen, Xiaolin Chang and Jean Seto were invited to the pre-workshop news release meeting with local newspaper reporters and Chinese School District Board members from the neighboring counties. Currently, there are over 100 heritage Chinese schools in the Bay Area that provide 18,000 students with weekday after school or weekend Chinese classes.

On February 20, the Southern California Council of Chinese Schools https://www.doczj.com/doc/6413879630.html,/ held its 2005 Spring Conference on Chinese Language Instruction at Chapman University, Orange. The theme of this forum is “Integration”---how to integrate Chinese teaching materials, methodology and teacher training among all K-16 programs, as well as in mainstream and heritage Chinese language and culture education programs. This one day seminar is an extension to its 2004 Spring Conference which emphasized on the connection to college level of Chinese instruction. CLASS member Jean Seto was invited by Thomas Chien 简大森, President of SCCCS, as the keynote speaker to introduce K-12 Chinese language teaching in the United States. Ms. Seto shared some of her own experience and the valuable research and survey that generated by CLASS, the concept of the “Five Cs” coincides with the five goals that SCCCS has been promoting since its last Summer Conference. Ms. Seto encouraged the 350 teachers that were present at the auditorium to join the professional organizations such as ACTFL, CLASS, CLTA, CLTAC as the first step to integrate. Currently, there are over 150 Heritage Chinese Schools in Southern California that provide 22,000 students with weekday after-school and weekend Chinese classes.

The Chinese Language Teachers Association of California (CLTAC) sponsored its Spring Workshop at Stanford University on March 12, 2005. The workshop consisted of two sessions. The morning session focused on issues regarding the AP Chinese presented by Catherine Yen; high school Chinese curriculum by Xiaolin Chang and Paul Jia; and the 2nd year Chinese curriculum at UC Berkeley by Cecilia Chu and at Stanford University by Marina Chung. The combination of presentations has helped Chinese language teachers prepare their students to reach the appropriate levels of language proficiency levels to Intermediate-Mid level and thereby complete to the level of the 2nd year college Chinese as prescribed by the AP Chinese course and exam.

The afternoon session focused on the computer programs developed by college professors. Prof. Chengzhi Chu of UC Davis presented “Chinese TA: Modernizing the Preparation of Chinese Instructional Materials”. Attendees wer e amazed how such a well designed integrated computer software can enable Chinese teachers to create, adjust and evaluate their teaching materials to adapt the needs of their students. The ChineseTA program is now available on the market.

Prof. Kueilan Chen and Shuhui Berndt presented “Applying Online Chinese Task-based Lessons in the Classroom,” which was developed by Curriculum Division of the Defense Language Institute. During the lunch break, the 30th Mandarin Speech Contest committee planned out its upcoming event on April 23, 2005. The contestants in this group must be recommended by their college instructors. Ideally, participants would have some artistic talent that they may also demonstrate in the Hanyu Qiao contest in Beijing if selected. Verona High School Mandarin program celebrated international culture in January and February 2005. Verona school district Mandarin program students from grades 1 through 9 joined students from the Hua Xia Chinese School Northern Branch on January 29 to present a series of performances, including songs, dance, poetry recitations, and Chinese skits. Continuing the salute to the Year of Rooster celebration, grades 7, 8 and 9 students in Mandarin program also shared their Chinese culture experiences with the community in Verona public library. Students told bilingual story, introduced culture-related games, led a craft activity and taught a mini-language lesson. Mandarin has been taught in Verona since 1987 and the program has steadily grown to include about 300 students in grades 1 through 9. In September 2005, Verona High School will start offering Chinese level 1, 3 and 4.

Freshman of New Trier High School Thespians performed “Glimpses of China.”

GLIMPSES OF CHINA: Taking its inspiration from the World History Curriculum that focuses on Chinese history and culture in the first quarter, 30 freshmen from New Trier’s Northfield Campus directed by Nina Lynn, the Performing Arts Coordinator, created an original work for and by the students. The actors compiled several Chinese folktales and real-life stories into three respective parts.

A mix of cultural significance, this play was funny yet uplifting, expressive yet brutally true. These stories accurately represent Chinese beliefs, history, and some common worldwide themes as well. The teachers of every department tried to give students a sense of China to get them prepared for the China-filled day while relating it to the relevant study material. They did this by showing a Chinese film, learning Chinese numbers and letters, and more. The first evening performance was on Thursday, February 17; there were two daytime performances played for the entire freshman class.

These performances coincided with the celebration of the Chinese New Year. Julia Kessel, the Chinese language teacher at New Trier, performed a Beijing opera aria with eight students. At lunch hour, a professional troupe was invited to the school to perform the lion dance. The Chinese Parents’ Advocates grou p donated and served a Chinese lunch for all the faculty and staff members of the school. This activity benefited the Chinese program at New Trier High School; our enrollment numbers are up for 2005-2006.

After enjoying a potluck dinner of scrumptious dishes brought in by families and donated by area restaurants, the students proceeded to entertain the assembled guests with a variety show. 龙源期刊网 https://www.doczj.com/doc/6413879630.html, 对中小学教师职称评定的几点建议 作者:黄座富 来源:《云南教育·视界(综合)》2015年第10期 近日,国务院总理李克强主持召开国务院常务会议,决定全面推开中小学教师职称制度改革。按照国务院常务会议的要求,人社部、教育部成立了改革领导小组,统一领导改革工作。两部同时要求各地紧密结合本地区实际,抓紧研究制定本省改革方案,精心组织实施工作,确保按时完成改革任务。 怎样才能把中小学教师职称制度改革这项惠及中小学教师的“惠民”政策办好,真正让教师得到实惠,提高教师的工作积极性,制定出科学、精准的实施方案,现结合笔者多年的一线教育经验,提出几点粗浅的建议。 1.关于晋级评定学分的问题。以往的晋级制度,要晋级首先必须拥有足够的学分,才能参加晋级。但是,近年来晋级学分获得的主要渠道就是参加“国培”,其次是函授学习。然而,“国培计划”名额有限,许多教师无法参加培训;很多年轻教师大学本科毕业后参加工作,函授学习对于他们困难重重,所以影响或延长大多数教师的晋级时间年限。针对这种情况,在今后的职称制度改革中,能否适当降低对晋级学分分值的要求,以顺应当前的实际情况。 2.关于“三证统一”的问题。以往的晋级制度,必须要求“三证统一”(毕业证、教师证、专业技术资格证),但实际上在乡村中小学,特别是完小、村小,由于教师缺乏(或专业教师缺乏),很多教师为了工作需要,不得不从事非本专业知识的教学任务。这样虽然在工作上顾全了大局需要,服从了学校工作的安排,但对于教师个人而言,在晋级上就受到影响,导致许多一线教师迟迟不能晋级,影响了工作的积极性。所以,建议在新教师职称制度改革上,尽量结合乡村中小学的实际情况,在晋级的有关“三证”问题上降低“门槛”。 3.关于向乡村学校倾斜的问题。目前乡村学校的教师情况是:新聘教师不愿到边远的山村任教(特别是交通不便,离乡镇行政区域较远的山村),边远山村留不住新聘教师,许多新聘教师即使到边远山村从教,也仅仅是作为他们选择新职业的一个跳板,所以很多边远山村新聘教师去了一两年后,考上公务员就走人,不能考上公务员的也纷纷辞职;教师老龄化问题严重,导致山村教师缺乏。与此相反,这些年返乡农民工增多,山村学校学生人数不断增多,导致教师人数和学生人数的比例严重失调。所以,教师职称制度改革,名额应该向村小、完小倾斜,特别是向边远山村倾斜,必须用科学和完善的教师职称制度改革留住山村教师,使山村教师“进得来,留得住,过得好”。 4.关于破格晋级的问题。以往的破格晋级,要求必须要有县级以上的公开课等条件,但在乡村中小学,有些教师虽然没有县级的公开课,但实际上有确实优秀的,如农加贵老师这种情况,却根本没有机会晋升副高级、正高级教师的机会。所以在破格晋级上,能否根据特殊教师的特殊情况做出相关的规定,增加中小学教师评聘上正高级教师的机会。

关于中小学教师职称过渡问题的解答 各有关单位: 中小学教师职称过渡登记工作是我市开展中小学职称制度改革试点工作的一项重要内容,有关工作直接影响今后我区开展的教师职称评聘及细化完善教师岗位设置和人员聘用等工作。为确保本次职称过渡工作的顺利进行,现就各单位在执行过程中提出的疑问或发现的问题进行归纳整理并作出解答,供大家参考。未尽事宜,请继续加强沟通。 一、关于过渡对象的问题: (一)幼儿园老师、公办学校的临时聘用教师、民办学校自聘的教师是否需要进行职称过渡? 答:我局所发的《通知》规定:过渡对象为在学校、幼儿园和各种教育机构等工作并已取得中小学教师专业技术资格的在编在岗人员。民办学校教师可以参照本办法过渡。但省、市有关部门后来下发了一份补充通知,要求幼儿园老师、公办学校的临时聘用教师、民办学校自聘的教师要参照有关办法一并过渡。 (二)已经转正暂未认定或评定职称的(研究生)教师,试用期的教师要不要登记? 答:在学校、幼儿园和各种教育机构等工作并已取得中小学教师专业技术资格的人员才需要登记,没有取得专业技术资格的人员是不存在职称过渡问题。 (三)在学校工作,但所取得的专业技术资格不是中小学教师系列的,是否需要登记过渡? 答:取得职业类(助理讲师、讲师、高级讲师、教授)职称资格,并在中小学(含职中)任教的人员,要进行登记,“过渡后“的职称名称不变(助理讲师、讲师、高级讲师、教授)。其他系统的职称(如财务、医疗等)也进行登记,但不需要过渡为新的职称名称。 (四)教辅人员,如图书馆理员,助理馆员,需要过渡吗? 答:只要是取得中小学教师职称在编在职人员,无论他在什么岗位或转了什么岗位,也需要过渡。 (五)过渡后的职称名称是“高级教师”还是“中小学高级教师”? 答:过渡后的职称名称统一冠以“(学科)中小学*级教师”,如:“中小学高级教师”。

2016年度中小学教师职称材料报送说明 及评审表填写说明 一、评审标准条件、评审办法 (一)评审标准条件、评审办法按照《关于转发〈关于印发山东省深化中小学教师职称制度改革实施方案的通知〉的通知》(聊人社字〔2016〕154号)、《关于做好2016年度我市专业技术职务资格评审工作的通知》(聊人社字〔2016〕179号)、《关于做好2016年度我市职称评审监督检查工作的通知》(聊人社字〔2016〕179号)等文件规定执行。以上文件已在聊城市人力资源和社会保障局信息网(网址:https://www.doczj.com/doc/6413879630.html,)通知公告栏公布。 (二)使用《职称评审管理系统》填报、审查、呈报、评审。申报人须使用“山东省专业技术人员职称申报评审系统” (https://www.doczj.com/doc/6413879630.html,),进行网上填报。填报时,须上传本人照片。录入论文(著作、作品)题目、成果等信息后,将论文原文、获奖证书等扫描件上传(JPG格式,150dpi),著作仅扫描上传封面、编辑人员页。系统的使用说明可在网站“业务指南”栏目下载。 (三)使用职称评审管理系统填报《山东省中小学教师申报评审职称情况一览表》(以下简称《一览表》)时,“成果及受奖”栏,应按要求填写“核心提纲、解决问题、效果”等内容;“论文、著作、作品”栏,应按要求填写“刊号、提纲、观点、文章字数”等内容。 二、申报、呈报的程序 申报评审专业技术职务任职资格,继续实行个人申报、民主评议推荐、单位审查、主管部门审核的办法,按有关规定要求进行。 (一)专业技术人员所在单位公布申报评议方案(公开专业技术岗位数、公开任职条件、公开推荐办法)。 (二)专业技术人员提出申请,并提供有关证件。 文档

中小学教师职称评定新标准 二、具备相应的教师资格及专业知识和教育教学能力,在教育教学一线任教,切实履行教师岗位职责和义务。 三、身心健康。 四、中小学教师评聘各级别职称(职务),除必须达到上述标准条件,还应分别具备以下标准条件: 正高级教师 1.具有崇高的职业理想和坚定的职业信念;长期工作在教育教学第一线,为促进青少年学生健康成长发挥了指导者和引路人的作用,出色地完成班主任、辅导员等工作任务,教书育人成果。突出; 2.深入系统地掌握所教学科课程体系和专业知识,教育教学业绩卓著,教学艺术精湛,形成独到的教学风格; 3.具有主持和指导教育教学研究的能力,在教育思想、课程改革、教学方法等方面取得创造性成果,并广泛运用于教学实践,在实施素质教育中,发挥了示范和引领作用; 4.在指导、培养高级、一级、二级、三级教师方面做出突出贡献,在本教学领域享有较高的知名度,是同行公认的教育教学专家; 5.一般应具有大学本科及以上学历,并在高级教师岗位任教5年以上。 高级教师 1.根据所教学段学生的年龄特征和思想实际,能有效进行思想道德教育,积极引导学生健康成长,比较出色地完成班主任、辅导员等工作,教书育人成果比较突出; 2.具有所教学科坚实的理论基础、专业知识和专业技能,教学经验丰富,教学业绩显著,形成一定的教学特色;

3.具有指导与开展教育教学研究的能力,在课程改革、教学方法等方面取得显著的成果,在素质教育创新实践中取得比较突出的成绩; 4.胜任教育教学带头人工作,在指导、培养一级、二级、三级教师方面发挥了重要作用,取得了明显成效; 5.具备博士学位,并在一级教师岗位任教2年以上;或者具备硕士学位、学士学位、大学本科毕业学历,并在一级教师岗位任教5年以上;或者具备大学专科毕业学历,并在小学、初中一级教师岗位任教5年以上。城镇中小学教师原则上要有1年以上在薄弱学校或农村学校任教经历。 一级教师 1.具有正确教育学生的能力,能根据所教学段学生的年龄特征和思想实际,进行思想道德教育,有比较丰富的班主任、辅导员工作经验,并较好地完成任务; 2.对所教学科具有比较扎实的基础理论和专业知识,独立掌握所教学科的课程标准、教材、教学原则和教学方法,教学经验比较丰富,有较好的专业知识技能,并结合教学开展课外活动,开发学生的智力和能力,教学效果好; 3.具有一定的组织和开展教育教学研究的能力,并承担一定的教学研究任务,在素质教育创新实践中积累了一定经验; 4.在培养、指导二级、三级教师提高业务水平和教育教学能力方面做出一定成绩; 5.具备博士学位;或者具备硕士学位,并在二级教师岗位任教2年以上;或者具备学士学位或者大学本科毕业学历,并在二级教师岗位任教4年以上;或者具备大学专科毕业学历,并在小学、初中二级教师岗位任教4年以上;或者具备中等师范学校毕业学历,并在小学二级教师岗位 任教5年以上。 二级教师
