国家级·胶州经济技术开发区简介
胶州经济技术开发区是青岛市两个国家级开发区之一，地处胶州沿海区域，腹地辽阔，总面积697.7平方公里，分为启动区、核心区和拓展区。拥有25公里的海岸线和保护完好的生态湿地环境，具备丰富的生态与景观资源。2012年12月升级为国家级经济技术开发区。
Jiaozhou Economic and Technological Development Zone, one of the two nation-level development zones of Qingdao City, located in Jiaozhou coastal area with the vast hinterland, covering a total area of 697.7 square kilometers, is divided into the starting area, the core area and the expansion area. Endowed with 25 km coastline and well-preserved ecological wetland environment, as well as a wealth of ecological and landscape resources, it was upgraded as a national-level economic and technological development zone in December 2012.
拓展区：总面积697.7平方公里，自南至北、由东向西依次布局新兴产业区、生物医药产业区、车船配套产业区、城市核心区、生态旅游区、空港产业区（临空经济区）、重型装备制造区、现代生态农业区。核心区：总面积214平方公里，重点布局新兴产业区、生物医药产业区、车船配套产业区。启动区：启动区涵盖产业新区、少海新城、王家滩片区三大区块，总面积102平方公里，其中，陆域面积81.6平方公里，海域滩涂面积20.4平方公里，布局为新兴产业区。

Core area: covering a total area of 214 square kilometers, the layout mainly including emerging industrial area, bio-pharmaceutical industry area, vessel and vehicle supporting industry area. Starting area: covering 3 regions of the Industry New Zone, Shaohai New City and Wangjiatan area, with a total area of 102 square kilometers, including the land area of 81.6 square kilometers, the beach area of 20.4 square kilometers, planned to be a zone of new emerging industry.
一、功能定位Function Position
目前，胶州经济技术开发区重点围绕启动区进行招商引资工作。启动区按照构建国家级生态工业示范园区的标准要求，秉承绿色、智能、低碳发展理念，确定“六区五中心”功能定位，自北向南依次布局。

1.高端商务配套区主要依托少海新城现有生活配套功能
区，增加生产性服务功能，包括总部商务、会议服务、酒店服务、技术研发、文化创意、休闲购物等，汇聚技术、资金和人才，打造与蓝色高端制造业发展相协调的高端配套服务中心，服务于胶州经济技术开发区产业体系的大发展。少海新城规划总面积16平方公里，其中水域面积6.28平方公里，形成了以“两湖、一带、三岛、多片区”的主体框架，是青岛城市重要休闲旅游度假基地。重点围绕奥特莱斯、板桥镇和健康城等进行招商。
1. high-end business supporting area, mainly relying on the existing life supporting functional area of Shaohai new city, adding production service functions, including headquarter business, conference service, hotel service, technology research and development, cultural creativity, leisure and shopping, is the convergence of technology, capital and talents, aiming to build a high-end service center in coordination with the development of blue high-end manufacturing industry, to serve the overall development of the Zone. Shaohai New City, with the planning area of 16 square kilometers, including the water area of 6.28 square kilometers, forming the main framework of “two lakes, 3 islands and multi areas”, is an important leisure and tourism resort base of Qingdao City. The investment promotion focuses on Outlets, Banqiao Town and Healthy City.
2.保税物流功能区主要依托原环胶州湾高速公路以南产
业新区二期区域，集聚发展综合物流和保税物流项目，打造全国汽车整车及零配件、游艇、酒水进出口总部中心。目前，传化公路港、普洛斯物流和加多宝凉茶项目已落户该区域。
The bonded logistics functional area is mainly relying on the Phase II of Industry New Zone, which is located in the south of the former Jiaozhou Bay Expressway, comprehensive logistics with bonded logistics project, to build a headquarter center for automobile and spare parts, yachts, wine import and export. Currently, Transfar Road port, GLP and JDB herbal tea projects have been settled in this area.
3.省级蓝色高端制造业基地主要依托产业新区一期区域，充分发挥我市船用锅炉、船艇、冷链集装箱、海洋电力装备企业形成的产业基础优势，重点在海洋装备产业突破一批重大共性关键技术和核心技术，以蓝色高端产业技术为引领，大力发展精密机械、家电电子、高新技术、节能环保等产业。目前，中集冷链产业园项目已落户该区域。
Provincial level blue high end manufacturing base, is mainly relying on the Phase I of New Industry Zone, bringing the advantages of industrial foundation formed by marine boiler, boats, cold chain container and marine electric power enterprises into full play. The priority is given to a group of key and common technology and core technology, led by blue high
end industry technology, developing precision machinery, home appliance and electronics, high and new technology, energy-saving and environment friendly industries. Currently, CIMC cold chain industrial park has settled in this area..
4.科技创新孵化区主要依托产业新区临海滨河亲湖区域，发挥区位交通和环境优势，根据产业发展定位，以大型企业地区总部、企业研发中心等为主导，选准核心技术、关键技术，积极引进与先进制造业相关的科研院所、高等院校设立研发机构、孵化器、中试基地，为企业发展提供系统集成技术、先进工艺、智能控制等支持，补充完善企业技术链条，实现创新资源优化配置，建设区域性科技创新体系。
Scientific and technological innovation incubator, relying on the lakeside of the Zone, makes use of transportation and environment advantages, according to its industrial development orientation, led by large corporate regional headquarters and R & D centers. By selecting core and key technology, actively introducing advanced manufacturing-related research institutes, colleges and universities, setting up R & D institutions, incubators, pre-production bases, the Zone will provide system integration technology, advanced technology, intelligent control and support for enterprises’development, to supplement and improve technology innovation chain, optimize the allocation of innovation resources and thus build up a regional scientific and
technological innovation system.
5.省级高新区主要依托产业新区蓝色高端制造业智慧谷和优势产业示范区，充分利用科研院所、工程研究中心、企业研发机构等国家工程研究中心、重点实验室以及各类科技创新平台的研发成果，推进科技成果产业化，引领先进制造业与科技服务业互动发展。目前，西安交大青岛研究院已落户该区域。
The provincial-level high-tech zones are mainly relying on Blue high end manufacturing Wisdom Valley and competitive industries demonstration zone in the Industry New City, makes full use of the scientific and technological achievements developed by national engineering research centers like research institutes, engineering research centers, enterprise R & D institutions as well as the key labs and a variety of scientific and technological innovation platforms, to promote the industrialization of scientific results and lead the interactive development of advanced manufacturing and technology services. Currently, Qingdao Institute of Xi'an Jiaotong University has settled in the area.
6.生态湿地修复示范区总面积23平方公里，主要包括胶州湾部分浅海区域、大沽河入海口的海域滩涂和部分陆域，是河口海湾型原始生态系统的代表。根据国家湿地保护工程的有关要求，于2013-2015年建设胶州湾（胶州段）湿地保
护与恢复工程项目，并将项目区划分为核心区、缓冲区、实验区，分别开展保护管理。
Ecological wetland restoration demonstration area with a total area of 23 square kilometers, mainly including part of the shallow water area of Jiaozhou Bay, the water area, beach and part of the land area of Dagu River estuary, is the representative of the original estuary bay-type ecosystem. According to relevant requirements of the national wetland conservation projects, the construction the Jiaozhou Bay (Jiaozhou segment) wetland protection and restoration projects is carried out in 2013-2015. The project is divided into core zone, buffer zone, experimental zone, under conservation management respectively.
五中心：数字化专用设备研发制造中心、3D打印技术研发制造中心、工业智能机器人研发制造中心、海洋工程技术研发制造中心、中集冷链研究制造中心等“五中心”。

二、载体构建 Carriers Construction
1、土地构成Land
整个启动区土地广阔，规划范围内的土地大部分为国有存量建设用地，可以短时间内为客户办理办结土地手续。
The starting area possesses vast lands, most of which in the planned area is state-owned stock land for construction. Customers can finish the land approval procedure in a short time.
2、基础设施Infrastructure
启动区按照“九通一平”的标准高档次打造基础设施。现已形成道路、供电、供水、供热、供气、排水、排污、通讯、有线电视及土地平整等一整套基础设施保障。
The infrastructure in starting area is built high standard of "nine connections and one formation," ,now forming a complete set of infrastructure of roads, electricity, water, heating, gas supply, drainage, sewerage, telecommunications, cable TV and land formation, etc.
三、区位交通 Regional Transportation
开发区启动区位于胶州湾湾底，交通区位优越，处于“海、陆、空”交通枢纽15分钟经济圈内，紧邻胶州湾高速胶州出口，距离青岛流亭国际机场约20公里，距离青岛前湾港约15公里，距胶州湾国际物流中心约15公里，距离新的胶东国际机场约16公里，距离胶州客运北站约17公里，同时，, 园区全面对接轻轨地铁、新机场高速等辐射半岛城市群的综合交通体系，实现整个半岛城市圈交通的“零换乘”。构建起“一桥两站三港三高四铁”的立体化交通体系。“一桥”即建设
中的胶州湾大桥连接线。“两站”即中铁联集青岛集装箱中心站和胶济客运专线胶州站。“三港”即4F级胶东国际空港、黄岛前湾港和传化公路港。“三高”即青银、青兰、沈海三条高速公路。“四铁”即胶济、胶黄、胶新、胶济客运专线四条铁路。
The starting area is located in the bottom side of Jiaozhou Bay, endowed with favorable traffic location in the 15-minute economy circle of “sea-land-air”traffic hub, close to the Jiaozhou exit of Jiaozhou Bay Expressway, about 20 kilometers from Qingdao International Airport, about 15 kilometers from Qingdao Qingdao Qianwan Port, about 15 kilometers away from Jiaozhou Bay International Logistics Center, about 16 kilometers from the new Jiaodong International Airport, about 17 km from the Jiaozhou North passenger station, besides, integrated transport system radiating the peninsula city groups including high-speed light rail subway, new airport expressway and others is also connected to the Zone, thus the entire peninsula city circle traffic can realize "zero transfer", building a three-dimensional traffic system of “one bridge two stations three ports and four rails ". "One Bridge" is Jiaozhou Bay Bridge connection road under construction. Two stations are CRInternational Qingdao Container Center Station and Jiaozhou station of Jiaoji Passenger Line. Three ports are 4F grade Jiaodong International Airport, Huangdao Qianwan Port
and Transfar Road port. "Three expressways" includes Qingyin (Qingdao-Yinchuan) Expressway, Qinglan (Qingdao-Lanzhou) Expressway, Shenhai (Shenyang-Haikou)Expressway. "Four Railways" are Jiaoji, Jiaohuang, Jiaoxin and Jiaoji Passenger Lines.
公路 expressway
经济技术开发区西临沈海高速公路（沈阳—海口）；北有青银高速公路（青岛—银川）；南接青兰高速（青岛—兰州—红其拉甫），并在开发区设有出口；双积公路（青岛双埠—积米崖与滨海大道相连）纵贯开发区，直通青岛前港湾，并通过连接线与胶州湾跨海大桥相连。
The Zone is located near Shenhai Expressway ( Shenyang - Haikou ) in the west ; Qingyin Expressway ( Qingdao - Yinchuan ) in the north ; Qinglan Expressway ( Qingdao - Lanzhou - Hongqilafu ) in the south with one of the exits settled in the Zone ; the Shuangji Road ( Qingdao Shuangbu – Jimiya, connected to the Binhai Avenue ) runs through the zone towards Qingdao Qianwan Port and connected by the connecting line to Jiaozhou Bay Crossing Sea Bridge .
航空 Air Transport
启动区距青岛国际机场24公里。该机场是国内重要空港之一，可起降B777机型。目前拥有国内航线95条，国际航线13条，每周航班密度1400余班。距离新的胶东国际机场约16公里，该机场是4F级机场，建成运营后年吞吐量
6000至8000万人次。
The starting area is 24 km away from Qingdao International Airport. The airport is one of the major airports that can accommodate B777. Currently there are 95 domestic routes and 13 international routes, with a weekly flight density of more than 1,400 classes. The Zone is 16 kilometers from 4F -class Jiaodong, whose annual throughput can reach 60-80 million people after put into operation.
海运 Sea Transport
经济技术开发区距青岛前港湾约15公里。青岛港已与世界450个港口形成贸易往来，2011年全年完成吞吐量3.72亿吨，超过1300万标准箱，稳居全球集装箱港前十强行列。
The Zone is about 15 km from Qingdao Qianwan Port, which has started the trade with 450 ports around the world, achieved a throughput of 372 million tons in 2011, exceeding 13 million TEUs, ranking the top ten of the global container ports.
铁路 Railway
胶济铁路、胶黄铁路、胶新铁路贯穿其中，有直达华东、华北、西北、东北各大城市的客、货运列车。胶黄铁路横穿开发区，并可根据项目需求设置分叉口。开发区内的站前大道直通胶济客运专线胶州北站（动车车站）。
Jiaoji Jiaohuang and Jiaoxin Railways run through the Zone and direct leads to the east, north, northwest, northeast major cities with the passenger and freight trains. Jiaohuang Railway which crosses the Zone can be added a branch exit
according to the project requirements. The station road in the Zone has direct access to Jiaozhou North Station (D-train station).
跨海大桥 Crossing Sea Bridge
横跨胶州湾的海湾大桥设有经济技术开发区出口，从而将开发区与青岛主城区的距离缩短至20.7公里。
There is an exit of the crossing sea bridge in the Zone, reducing the distance between the Zone and Qingdao City to 20.7km.
轨道交通 Rail Transit
青岛市规划建设的地铁M8线和轨道快线R2线、R9线均经过开发区，推动开发区一步融入大青岛核心圈层。
All of the planned Metro Line8 and the Express train R2, R9 pass through the Zone, pushing forward its integration into the core circle of Qingdao.
四、人力资源丰富 Abundant Human Resources
目前青岛市常驻人口872万人，共有各类人才近90万人，占人口总数的10%，有硕士点83个，博士点12个，2个博士后流动站，博士导师100余人，硕士导师300余人。

In Qingdao there are 28 colleges and universities, 99 higher vocational professional schools , 280,000 students in school; 321 various types of scientific research and technology development organizations, 89 Key Laboratory of 89, and 11 national level enterprise technical centers. In Jiaozhou there are Qingdao Institute of Technology (China Ocean University Qingdao Institute) and Jiaozhou Vocational school, both of which have over 10,000 students. They can set up related professional courses for enterprises settled in Jiaozhou, to train outstanding management, R & D and industry and technical personnel. The Zone establishes the Wisdom Valley covering an area of 1,000 acres, introducing of Mechanical Science Research Institute, Xi'an Jiaotong University, People 's University and
other research institutions to build up a demonstration base of technological achievements transformation. Several preproduction test workhouses of Xi'an Jiaotong University for 3D printing, grating displacement positioning system and tidal power generation will start construction.

六、自然环境 Natural Environment
青岛气候宜人，是位于北纬35-36°的滨海城市，属温带海洋性气候，夏无酷暑,冬无严寒。“三面沧海一面山”的独特地理位置，使得青岛空气湿润，雨量充沛，温度适中，四季分明。“红瓦、绿树、碧海、蓝天”的景色使青岛有了“东方瑞士”的美称，是避暑、旅游、度假胜地，颇受外国企业家的青睐。现已发展成为黄海之滨的明珠，万国建筑的经典，啤酒飘香的名城，对外开放的热土。
With the pleasant climate, Qingdao is a coastal city located at latitude 35-36 °, endowed with a temperate maritime climate where it is neither heat in summer nor cold in winter. 七、服务至上 Service Utmost
经济技术开发区管委会本着“优质、高效、快捷”的原则和“院内的事企业办，院外的事开发区办”的宗旨，设有党政办公室、招商服务局、经济发展局、财政审计局、规划建设局等部门，建立起了一个以客户为中心的服务及管理体系，可为落户企业提供“一站式”服务，从而最大限度地方便落户企业办理各项审批手续。
The Administration Committee of the Zone follows the principle of "quality, efficiency, fast" and the purpose of “problems inside is handled by the enterprise yourself, while problems outside can be left to the Committee”. The Party and Government Office, Investment Promotion Bureau, Economic Development Bureau, Financial Accounting Bureau, Planning and Construction Bureau and other departments are established to form a customer-centric service and management system which can provide "none-stop" services to maximize the convenience for enterprises settled to handle all approval procedures.
八、前景展望 Prospects
胶州经济技术开发区将以科学发展观为统领，按照“大规划、大投入、大项目、大服务”的工作思路，强化强化规划引领，加大基础投入，加快项目推进，突出服务创新，力争3-5年时间，打造成引领胶州市科学发展、跨越发展的排头兵，成为最具国际竞争力的山东半岛蓝色高端装备制造业聚集区和示范区。
Jiaozhou Economic and Technological Development Zone will follow the scientific development concept as a guide, work in accordance with the "overall planning, large investment, high end project, greatest service," strengthen plan and lead, increase the investment on infrastructure, speed up all the projects, give prominence to service innovation, and thus striving for a leading role of the scientific and spanning development of Jiaozhou, becoming the most internationally competitive agglomeration and demonstration area of Shandong Peninsula blue high-end equipment manufacturing industry in 3-5 years.
