It is apparent that traffic congestion has long been a problem of great concern and complaint in big cities. It has caused a lot of inconvenience to people's life and work. For example, people have to set off well in advance to get to work on time and come back very late when their work is over. Therefore arguments about providing free public transport 24 hours a day, 7 days a week are simply a response to solve this problem. It seems logical that providing 24/7 free public transport, like underground and bus, could produce some positive outcomes, among which stands out convenience. This means that commuters could travel by any mode of public transport at any time. Moreover, it is free of charge, which might slightly ease the financial burden on the poor or people of middle class. Certainly, this would attract more public transport users. So the number of private cars may be reduced considerably.

However, this approach would exert more negative outcomes if it is carried out. One main disadvantage is the low-quality public service. By making it free of charge, public transport service would, of course, degrade to a certain degree, since the vehicle will be crowded and even suffocating. Another problem is that few people would use public transport at late night or in the very early morning; this would be a great waste in terms of public funds.

To solve traffic gridlock, reasonable support for the public transport system is needed. But instead of making it 24 / 7 free of charge, the availability of convenient and reliable transport options could be promoted and people need to be able to afford them. In addition, certain restrictions should be put on unnecessary car use, for instance short journeys within already congested areas. More importantly, the government need to implement reasonable city road plan, because a big proportion of traffic jams are caused by inappropriate road construction.

In conclusion, 24/7 free public transport would not be an effective measure to resolve traffic congestion in the long term; hence other strategies need to be implemented at the same time.

Abstract: Objective: The purpose of this research is to know college students’ knowledge, attitude and behavior about AIDS in Jiangsu province, so we can evaluate the effect of AIDS intervention to provide evidence for AIDS public education more effectively in the future. Methods: We educated college students of six pilot universities by playing the videos and sending health education prescription as the main way of risk warning education. We selected students from each college randomly as evaluation object, the questionnaire mainly included students’ basic information, AIDS related knowledge and sexual health.Descriptive analysiswas conducted to analysis s tudents’ basic situation and the sexual health conditions,chi-square test was used to analysis the difference of the education on HIV/AIDS related knowledge, awareness and attitude. Results: After education, the awareness level of the basic knowledge of AIDS in all students increased from 69.05% to 82.15%(Χ2=147.335,P<0.001), but the level of awareness of the students varied from school to school, and there is a big space for improvement in each school; Introduction of the programme witnessed a dramatic change in the students’ attitudes towards AIDS. For instance, the answers of“students’attitudes towards the importance of teaching AIDS related education in schools,someone suspected of being infected with the AIDS/HIV virus will immediately do the antibody detection test or not and the willingness to use condom during the sexual encounter” ha ve proportionally increased in the positive direction. Conclusion: The evaluation results show that the pilot educational activities have made significant effect. Although promotion of AIDS education in the colleges has proven to be fruitful, beneficial and worthy enough but some part of the education still needs to be improved and strengthened.
