“优秀的企业文化是创造出来的”,而设计与建立企业文化理念体系是企业文化创造的首要任务。企业文化理念是指具有企业自身个性特征的、符合发展需要的一系列价值标准和行动准则。企业文化理念体系是企业文化的核心层次,是形成制度文化、行为文化和物质文化的思想基础,是企业的灵魂。她反映了企业的信仰与追求,指导着企业的经营管理行为,在对内统一思想、凝聚和激励人心、产生心理约束和行为导向,对外树立良好的企业形象、扩大积极的社会影响等方面发挥着至关重要的作用。然而,完整的企业文化理念体系究竟包含哪些内容?这些理念之间究竟有着怎样的层次与逻辑关系?这是很多企业文化管理者们倍感困惑的话题;对此,企业文化的理论与咨询界同样众说纷纭、莫衷一是。

而对于同一企业文化理念的概念内涵在理论认识和实际应用上,也存在着比较大的差异和对立矛盾,这就更混淆视听、让人“丈二和尚摸不着头脑”了。试举几例:(1)关于宗旨和愿景

而另一种观点则认为宗旨和愿景是有区别的:愿景是对企业“what”的质询,阐析在这样一种最终目的下,我们将以何种形态或身份实现我们的目标,比如福特公司的企业愿景是“成为全球领先的提供汽车产品和服务的消费品公司”;而宗旨是指“企业所在社会环境所决定的企业经营的最基本目标”,多数企业的宗旨不外乎“客户满意、员工满意、股东满意、社会满意”或此类表述的变形。

(2)关于宗旨和使命

一种观点认为企业宗旨在一定程度上就是企业使命,故将企业宗旨定义为“企业对存在价值及其作为一个经济单位对社会作出的一种承诺,它反映企业对社会义务的基本态度”。如中国共产党的宗旨是“全心全意为人民服务”;万科的企业宗旨是“建筑无限生活”。

然而,也有观点对此持否定态度。王璞在《企业文化咨询实务》一书中,认为宗旨是企业目标中最抽象的一种,由企业所在的社会环境所决定的企业生产经营的最基本目标,使命是企业由于社会责任、义务所承担或由企业自身发展所规定的任务;如北京首都国际机场的

(3)关于愿景和使命

有观点认为愿景与使命是可以相互通用的。如微软的愿景(使命)是“计算机进入家庭,放在每一张桌子上,使用微软的软件”。更有人认为使命是愿景的一个方面,愿景包含了使命。

更多的企业则将愿景和使命加以明确的区分。如:中国移动的使命是“创无限通信世界,做信息社会栋梁”,愿景是“成为卓越品质的创造者”;国美电器的使命是“成就品质生活”,愿景是“在2015年前成为备受尊重的世界家电零售行业第一”。

2、体系残缺

相当多的企业存在企业文化理念体系不完整的现象。主要表现为两种情况:

其一,有的企业明确提出了使命和愿景等要素,但唯独没有回答企业的核心价值观到底是什么,使得企业在实际的经营管理过程中缺少统一的价值指引;

其二,有的企业尽管提出了自己的“核心价值观、愿景、使命”等关键理念要素,但却没有与之相匹配的、能够更具体地指

导各系统经营管理行为的“执行理念”,使得这些核心理念悬浮在半空之中、难以贯彻落实。

3、层次不清

一些企业的企业文化理念看似比较全面,林林总总,涉及到了方方面面,但是,从整体而言,层次结构不清晰,没有一条清晰的主线,主次关系不明朗,显得十分散乱、没有条理,有简单堆砌之嫌;认真分析则会发现各个理念要素之间缺乏应有的逻辑关系,有的企业本木倒置,将局部性的职能理念凌驾于全局性的核心价值理念之上,有的企业理念之间相互矛盾,甚至局部性的职能理念与全局性的核心价值理念冲突背离。这种现象势必使得在对内、对外的传播过程中,容易出现理解混乱和偏差;在落地执行的过程中,产生方向性错误。

此外,有的企业还将企业文化理念体系扩大化,把员工座右铭、员工警言、宣传用语、企业行为准则、员工行为准则等内容纳入企业文化理念体系范畴。
