公交场站建设标准化的实施评价研究

摘要：以公交场站发展现状调研为基础，研究公交场站建设标准化的实施评价体系及其
作用；应用模糊数学多层次综合评判原理，提出评价模型、标准和程序。本文旨在为公交场站的建设与管理提供科学评判方法，促进公交场站标准化建设的规范化。
Abstract：Based on investigation of development for public transportation stop, terminus and depot, research the evaluation system and it’s function for the construction standardization; using the principle of multi-level comprehensive evaluation by fuzzy mathematics, raise the model, criterion and procedure of evaluation. The thesis aims at offering a scientific evaluation method and promoting the normalization of the construction and management for public transportation stop, terminus and depot.

1 引言
1.1 研究背景
随着城市经济的不断发展、城市规模的不断扩大，公共交通在整个城市交通体系中的重要性不断提升。在公交优先成为共识，并成为城市交通发展重点的趋势下[6]，为实现“便捷、舒适、安全、环保、优质”的公交建设目标，各大城市开展了大量的科研和实践工作，特别是南京市率先进行了公交场站建设标准化的研究，旨在提高公交建设和管理水平。
1.2 评价体系组成、意义和作用
从系统工程角度考察[3]，公交场站建设标准化的实施需要评价体系。一方面根据标准，
对公交场站按标准化要求建设的可实施性予以评价，即前评价；另一方面根据标准，对已建成公交场站符合标准化的程度予以评价，即后评价。
前评价和后评价共同组成评价体系[2]，其意义和作用：在决策阶段，对目标进行设定并
论证其实现的可能性，以最小投资产生最大效益，为决策提供依据；在使用阶段，为检验提供标准和方法，核对目标的实现程度，找出差距并分析原因，为后续的建设积累经验。
