摘要
当前，互联网正深刻改变着人类的信息传播方式和生产生活方式，“人人互联”“人人被互联”已成为现实，民众直接拥有政治资源和参与政治生活已成为一个不可阻挡的趋势，网络舆情也正以“内容威胁”的形式影响着社会公共安全，给当前各级政府管理和社会大局稳定带来挑战。
湖南省作为全国网络舆情大省，近年来发生了很多引起全社会关注的热点舆情，对湖南经济社会发展造成了一定的影响。顺应新形势、新时代发展趋势，提升网络舆情应对能力成为湖南各级政府亟需解决的现实课题。本文立足湖南省网络舆情应对现状，以提升湖南省网络舆情应对能力为落脚点，综合运用公共管理学、传播学等多种理论及方法。
网络舆情应对能力主要包括网络文化构建、网络舆情发现、研究判断、引导与网络危机处置等五个方面。地方政府网络舆情应对能力是舆情趋好的前提，而网络舆情有效管控则是地方政府应对能力的体现。近年来，湖南省在网络舆情应对方面开展了积极探索，网络舆情应对体系初步构建、舆情应对联动逐步有序化、网络监督渠道不断拓宽，网络舆论生态治理已见成效，但期间也凸显出网络文化构建能力比较匮乏、网络舆情发现能力存在短板、网络舆情研判能力相对薄弱、网络舆情引导能力略显不足、网络危机处置能力亟需提高等五方面问题。
湖南省在舆情应对的价值认知不充分、互联网媒介环境复杂多变、舆情应对的技术架构欠完善、舆情人才队伍有待专业化、政府信息公开欠全面、网络监督体系不成熟等网络舆情管控生态环境下，应按照实事求是、以人为本、及时准确和平衡报道的原则，提升网络舆情应对能力。网络舆情应对能力提升重点是：提高提升领导干部网络智能、凝聚起网络空间正能量、及时化解舆情事件负效应。
根据本文的研究，对提升湖南省网络舆情应对能力提出了要完善网络法治体系建设、推动网上办事大厅建设、着力推进数据共享建设和加强网信人才队伍建设。

Abstract
At present,the Internet is profoundly changing the way people communicate information and the way they produce and live.It has become a reality that"everyone is interconnected"and"everyone is interconnected",and it has become an irresistible trend for the people to have political resources directly and participate in political life. Network public opinion is also affecting social public security in the form of"content threat",which poses challenges to the current government management and social stability at all levels.
As the national network public opinion province,in recent years,there have been many hot spots of public opinion that have attracted the attention of the whole society and have been affected by many network public opinion.In accordance with the new situation and trend of the new era,improving the ability to cope with public opinion has become a real problem that the governments at all levels in Hunan need to solve. Based on the current situation of online public opinion in Hunan province,this paper makes use of various theories and methods such as public management and communication to improve the ability of online public opinion in Hunan province.
Network public opinion response ability mainly includes network culture construction,network public opinion discovery,research judgment,guidance and network crisis management and other five aspects.Local government's ability to deal with public opinion is the premise of public opinion,and the effective control of online public opinion is the embodiment of local government's ability to deal with it. In recent years,Hunan Province has actively explored the control and response of public opinion on the Internet.The initial construction of the network public opinion response system,the gradual and orderly linkage of public opinion response,and the widening of the network supervision channels have brought about achievements in the ecological governance of online public opinion.But during the period,it was highlighted that the network culture construction ability is relatively scarce,the network public opinion discovery ability has a short plate,the network public opinion research ability is relatively weak,the network public opinion guidance ability is slightly insufficient,and the network crisis management ability needs to be improved.
In Hunan province,where public opinion is not fully understood,the Internet media environment is complex and changeable,the technical framework for public
opinion response is not perfect,the contingent of public opinion personnel needs to be specialized,the government's information disclosure is not comprehensive,and the network supervision system is immature,the public opinion controls the ecological environment.The ability of online public opinion should be enhanced in accordance with the principles of seeking truth from facts,putting people first,timely and accurate,and balanced reporting.The key points of the improvement of public opinion response ability are:improving the network intelligence of leading cadres,pooling positive energy in cyberspace,and timely resolving negative effects of public opinion events.
According to the research of this article,this paper proposes to improve the ability of network public opinion in Hunan province to improve the construction of the network rule of law system,promote the construction of the online office hall, promote the construction of data sharing and strengthen the construction of the network trust talent team.
