修回日期：2016-06-26基金项目：全军军事学研究生基金资助项目（2014JY638）作者简介：张宪（1983-），男，陕西泾阳人，博士研究生，工程师。研究方向：军事系统建模与仿真。*摘要：针对联合作战协同效能评估指标体系不够科学和权重计算方法比较单一的问题，立足联合作战协同的本质特性和作战协同效能评估尺度，通过维度映射构建了包括整体性、精确性、时效性、灵活性和稳定性等5个一级指标、作战行动有序性、力量优势互补程度等10个二级指标的联合作战协同效能评估指标体系。通过构建离差最小组合赋权模型给出了主客观赋权合成的方法，并结合指标体系权重计算验证了方法可行性。

https://www.doczj.com/doc/2c8353189.html,itary Operation Research and Analysis Institute of Academy of Military Science ，Beijing 100091，China ）Abstract ：With the problem of the joint operational synergy effectiveness evaluation system is not enough scientific and index weight calculation methods were relatively simple ，we construct the joint operational synergies effectiveness evaluation system by mapping dimension based on the essential characteristics of the joint operational synergies and operational synergies effectiveness evaluation criteria.The five first -level indicators are integrity ，accuracy ，timeliness ，flexibility and stability.The ten secondary indicators are orderly operations ，superiority in strength degree of complementarity and etc.By building the smallest difference from a combination of subjective and objective empowerment ，we put forward the Combination Weighting methods and verify the feasibility of the method by index weighting calculation.Key words ：

0引言联合作战协同效能是指联合作战中各个作战部队协调配合所产生的整体作战效能加成。联合作战协同效能评估就是对联合作战协同效能进行度量分析的方法和过程。现阶段对联合作战协同效能的评估分析的研究已经陆续展开。如张肃［1］运用数据包络分析法，建立了评估多型武器间协同效能的
模型，高山［2］提出了采用证据理论对地空导弹混编
群协同效能进行评估的方法，朱宇［3］提出了采用人
工神经网络的装甲兵作战体系协同效能评估方法。
文献［4］提出了采用AHP 法对协同效能进行评估的
方法，文献［5］提出了采用模糊综合评判法对协同
效能进行评估的方法，文献［6］提出了采用云理论
对协同效能进行评估的方法，文献［7］提出了基于
