c）结关：海关放行后的一个程序，将获放行的有关资
料及货已装船的资料送交海关，备案存档及后续的出
口退税（外汇核销）等工作。
d）关封：转关下，将有关资料封入袋中封上封口，盖
上海关公章，带至下一关区再拆
e)拆关：于转关地打开关封；还指打开吨车或货柜上之封条
f)卡关：出现问题未通过海关查验或海关审核资料时认为有不符情况。
g)封关：转关下于启运地封关（将货物及运载工具加封；
对资料加封）
h)清关：Ⅰ）有人认为同“报关”；
Ⅱ）有人认为同“通关”，
Ⅲ）有人认为海关放行后即为清关
Ⅳ）有人认为，货已运出A关区进入B关区后。对A关区而言即为“清关”（转关下）；若非转关下，货物走

I）关锁：为海关加的。适于转关下或被海关查封的货（柜）。外形与子弹封不同，但也需剪刀才可打开。
它如小指般粗细、内为园珠笔芯般大小的钢丝
J）铅封：通常指铁皮封，易生锈不很牢固，用手即可能扭断
K)集报（集中报关），将若干个柜一齐报关；
于HKG进出口货可先行出口/提领，待离港/入境后14天内再向海关申报。将若干柜资料汇齐向HKG海关申报
（也叫清单报关）；
另：一个柜中装的是几家货主之货，对此柜中几种货
一起报关也有人称之为集中报关。
○9退核销单
a)当货装船后，Forwarder及时从customs broker
（报关行）取回退税联&核销单
b)OP再次与财务确认是否所有费用客户均已付清；
若已付清，则退还核销单给客户；否则，押住。
○10当遇海关查柜时，可能产生码头的吊柜费、
拆柜费、卸通道费
（将门打开，不全部卸空而卸出一个通道）
○11报关单上的“结汇方式”栏有：信汇，
电汇（T/T），
票汇，付款交单(D/P)承兑交单（D/A）、
信用证（L/C），
先出后结（先出货后结汇）、
先结后出
（先结汇后出货：此种情况少见）；其他
○12核销单：出口单位到当地外汇管理部门（外管局）申领收汇核销单（申领时，它加盖“监督收汇”章），报关后，海关于有核销单编号
的核销单及有核销单编号的报关单上加盖“放行”章。○13许多小工厂，不申报一般纳税人资格
（欲逃企业所得税等）又无进出口经营权，
自然领不到专用增值税发票。
○14货物报关的时间：a）进口货：
于运输工具
（单上“means of conveyance”栏即填“运输工具”,
convey“传送、传达、送达”；
conveyance为其名词）申报进境之日起１４日内；
ｂ）出口货，装货（装车，船，飞机）后２４hr之内。
○15对通运货物：
载有通运货物的运输工具，于到我国的第一个口岸时应在《国际航行船舶进出口报告书》或
《国际民航飞机进口舱单》上注明通运货物的名称，数量；未经海关许可，不得从运输工具卸下通运货物；
因装卸其他货物需倒装卸下时应向海关申请，
在海关监管下进行并如数装回原运输工具。
○16、尾纸：(Receipt)、重柜回场后
CY给的Receipt及散货（未装入柜中）入散货仓后，
仓库给的Receipt也可叫“尾纸”。
二者的用途之一均为报关必需。
○17吉柜进出口时也必履行报关（转关）手续。
绝大多数吉柜为暂时进出口商品。
（若某建筑商进口吉柜用于工地住房，
则为永久性进口商品）因此，
吉柜在不同关区间调动必受海关监管（报关），
这与普通商品不同（比如，某公司进口一台洗衣机，只要进口时报了关，
以后你在国内从一地调往另一地勿需再报关）
若永久性进口吉柜，要纳关税。
而用于装运货物的吉柜为船公司于全球不同地方调运，它是不用纳关税的。因此海关要监管它。
a)有关转关知识
①办转关运输应具备的条件：
a)指运地与启运地设有海关机构。
B)承运转关货物的企业是经海关核准的运输企业。
c)运输工具与装备应具备密封装置及加封条件。
对转关货物，货主不能开拆，改装，调换，提取，
交付（未经海关许可下）、对海关于运输工具及货物
上施加之封志（包括海关认可的商业标志）须保持完整，不得开启或损坏。
②进口转关程序：a)申报。凭拖车行的“司机纸”
（ex《进境汽车载货清单》；若出口，则“司机纸”
为《出境汽车载货清单》）的编号、
车牌向入境地海关申报。
b）车辆行驶转关专用通道，于通道办理转关手续。
c)司机向口岸海关通道岗亭递交“司机纸”一式二份，司机签证本，关锁换领券，并于关锁换领券上签名并
注明车牌号
d)通道关员办理转关手续，对车辆施加封志
e)海关放行车辆
f)司机按规定路线于规定的期限内将货物运至指运地海关由于从入境地至目的地（指运地）期间为转关运输，
受海关监管，海关要加封
③出口转关程序：企业提前向海关申报→
报关单被海关放行→车辆到达口岸海关出境时
行驶转关专用通道→直接于通道办理转关手续→
海关放行车辆。
货物车场转关：货物从一个关区运至另一个关区，转关形式为“汽车转关”，
转关时必填定转关货物放行条，
所填内容包括两地海关编码，车牌号，柜号，
关锁号etc.
然后于启运地办理转关手续，海关审核后放行货物，凭放行条进入指运地的堆场，经该堆场海关
（指运地海关）审核打单，即完成转关。
有的地方，于转关地，将柜拖入码头(CY)拿到
“场单”（Dock Receipt）海关于“场单”
上盖放行章后方可装船出境。
④转关手续具体交由谁办：
a)委托报关行做，填写《委托转关单》
b)由拖车司机帮忙带本（司机本）转关，
将资料交给他打单。报关员将司机本、
出境汽车载货清单（“司机纸”）、
海关关封交给司机，由司机把货物连同文件送至指定离境口岸办理
（注：此种为监管不很严格的地方的不规范作法）⑤对“合同出口”（非一般贸易，指“三来”企业）工厂报关员于出货当地海关打单报关，
于出境地转关即可出口
⑥对珠三角的（柜），通过拖车或驳船运至HKG的货（港销货或中转（远洋）货）：向香港海关申报，程序简单，收费低廉
有4种货品为dutiable cargo (应课税品)：
酒类（含乙醇酒精）；烟草类；碳氢油类等石油产品；甲醇酒精类（工业用途）
香港属自由贸易港，类似无海关状态，
进出口货物均可先行出口或提领，待离港或入境后
14天内再行向HKG海关申报。
b)有关检验检疫：①几年前，卫检、动、植检，
商检三家即已合并，称“商品进出口检验检疫局”
缩写为CCIQ（以前“商检局” 缩为CCIB）
全写为：Entry-exit Inspection &
Quarantine of the People’s Republic of China （CCIQ可写为：China’s Commodity Inspection
& Quarantine）
通常，人类吃的，用的（穿的）商品一般要卫检；
木质货或非本质货但含木质（草制品）包装的、
必植检。许多发达国家（欧、美、澳、新）
对无木质的货需提供“无木质包装证明”；
对含木质者（货物或包装）需提供植检证或熏蒸证。
取得植检合格（或熏蒸）证书后即可取得通关单，
然后再去报关。
②Fumigation（熏蒸）有关费用：a）熏蒸费b）
熏蒸代理费c）文件录入费（DOC）d）植检费e）
熏蒸吊柜费
③Fumigation ：将ctnr拖至熏蒸场a）给杀虫公司做，出熏蒸证（有国际环保协会认可的标志
；b）给CCIQ（中国商品检验检疫局）做。
它比一般的杀虫公司权威，且认真，严格些。
c)进口货物报关所需单据文件：
○1、Consignee若有进出口经营权：
A、代理进口报关委托书；
B、进口报关单证；
C、提货证明（D/O；少部分地方用B/L或B/L copy）；
D、运单copy（空运下）；
E、销售合同（一般贸易下）；
F、P/L（Packing List装箱单）；
G、Invoice
