Promoting the Great Development and Flourishing of Culture
Culture gives human beings a sense of belonging, and passing on fine culture is essential in maintaining the everlasting vitality of a nation. We will provide a large quantity of high-quality cultural products to meet people's demand for culture. We will intensively promote development of the system of core socialist values. We will strengthen education with regard to social codes of conduct, professional ethics, family virtues, and individual integrity. We will educate children and young people about values and strive to create a social atmosphere that promotes morality, integrity, dedication, and harmony. We will vigorously promote nonprofit cultural services and strengthen cultural infrastructure in communities, particularly in rural areas and the central and western regions.

International Peace and Security
One of the primary purposes of the United Nations is the maintenance of international peace and security. Since its creation, the United Nations has often been called upon to prevent disputes from escalating into war, to persuade opposing parties to use the conference table rather than force of arms, or to help restore peace when conflict does break out. Over the decades, the United Nations has helped to end numerous conflicts, often through actions of the Security Council—the primary organ for dealing with issue of international peace and security.
The Security Council, the General Assembly and the Secretary-General all play major, complementary roles in fostering peace and security. United Nations activities cover the areas of prevention and peacemaking, peacekeeping, peace-building and disarmament.
During the 1990s, there have been major changes in the patterns of conflict with more than 90 percent of conflicts taking place within, rather than between, states.
The United Nations has therefore reshaped and enhanced the range of instruments at its command, emphasizing conflict prevention, continually adapting peacekeeping operations, involving regional organizations, and strengthening post-conflict peace-building.
To deal with civil conflicts, the Security Council has authorized complex and innovative peacekeeping operations. In El Salvador and Guatemala, in Cambodia and in Mozambique, the UN played a major role in ending war and fostering reconciliation.
The experience of recent years has also led the United Nations to focus as never before on peace-building—action to support structures that will strengthen and consolidate peace.
Experience has shown that keeping peace, in the sense of avoiding military conflict, is not sufficient for establishing a secure and lasting peace. Such security can only be achieved by helping countries to foster economic development, social justice, human rights protection, good governance and the democratic process.

在国际风云变幻的形势下，我国外交工作进一步开创了新局面，国际地位和影响继续提高。我国同广大发展中国家的友好关系继续加强，与周边国家的睦邻友好合作关系全面发展。去年，我国同俄罗斯和中亚四国共同宣布建立“上海合作组织”；在第五次中国—东盟领导人会议上，我国与东盟一致同意今后10年内逐步建立中国—东盟自由贸易区。我国同朝鲜、韩国和南亚各国的关系稳步发展。我国同非洲、拉美国家友好合作取得新的成果，与阿拉伯各国和其他伊斯兰国家的友好关系进一步发展。
China’s Diplomacy
Amid the changes in international relations/Amid shifting international relations, China’s diplomacy has entered a new stage, and its international status/prestige and influence continue to grow. China and other developing countries have strengthened/reinforced their friendly relations/ties/bonds/links/connections. The good-neighborly friendship and cooperation between China and its surrounding countries / The friendship and cooperation between China and its neighbors have enjoyed all-round development. Last year, China, Russia and four Central Asian countries jointly announced the establishment/birth/founding of the Shanghai Cooperation Organization. At the Fifth China-ASEAN Summit, the two sides agreed to gradually establish a China-ASEAN free trade zone in the next 10 years. China’s relations with DPRK, ROK and South Asian countries have developed steadily. China’s friendly relations and cooperation with African and Latin American countries have made fresh progress, and Chi na’s friendly relations with the Arab and other Islamic countries have been further improved.
