For many stud ents in the UK today, d eciding whether or not to go to university can be as much about affordability as it is about ambition and aspiration.
In the past, stud ents in the UK coul d apply to a university or coll ege. They were sure that even if they came from a l ow income family, their tuition fees and some of their living (or maintenance) costs woul d be covered by a l ocal authority grant(拨款). A university education was, in a financial sense, open to all and the number of stud ents attending university grew yearly.
Sadly, it seems, those days are l ong gone. The turning point came in 1998, when the Labour Government introduced tuition fees of ￡1,000 a year and, instead of giving stud ents a maintenance grant, asked them to cover their own living expenses with a repayabl e stud ent l oan. Only stud ents on the l owest incomes were entitl ed to a grant.
The fl ood gates had been opened. As time passed, the ceiling on tuition fees rose, and although applicants from Scotland, Northern Ireland and Wales still qualified for varying l evels of subsidy(补贴), by 2009/10 stud ents in England often found themselves facing tuition fees over￡3,000 a year.
In 2011 the Government announced that, from 2012, universities coul d charge fees of up to ￡9,000 a year. Although the Government sweetened the pill by stating that postgraduates did not have to begin repaying their stud ent loans until they were earning more than ￡21,000 a year, the news created over-dissatisfaction. Many stud ents argued that it was unfair that stud ents shoul d have to begin their work life l oad ed with huge d ebt, whil e others complained that the changes woul d bring back a class divid e to university education. These views were refl ected in the number of stud ents applying for a university place, which by January 2012 fell by more than 22,000. The Universities Minister, David Will etts, stood by the d ecision to increase tuition fees, saying that they woul d not “put universities’ finance on a bearabl e footing” and that they would accel erate “a stronger focus on high quality teaching.”

Italy is one country where beauty is prized more than any other virtue. That is, except in the small town of Piobbico, the self-d eclared World Capital of Ugly Peopl e. The road sign at the edge of the town even warns visitors that they are entering the ugly zone. Peopl e who consid er themselves ugly have been gathering in Piobbico since the 1960s. That’s when Ugly Club presid ent Telesforo Lacobelli established a dating agency for women who believed they were too ugly to attract husbands. Lacobelli believes that he is ugly himself because he has a short nose in a country where l ong or large noses have always been consid ered beautiful.
Peopl e from around the worl d travel to Piobbico to tell their sad stories of ugliness. During the annual Festival of the Ugly, which occurs on the first Sunday of every September, hundreds of peopl e gather in Piobbico’s town squa re to elect the presid ent of the Ugly Club. Lacobelli wins the election every year. The Ugly Club has over 20, 000 members. They carry ID cards that grad e their ugliness from bearabl e to extreme. A prize is award ed to Ugly Club members who qualify as extremely ugly.
The Ugly Club presid ent insists that ugliness is a virtue. Since beautiful peopl e get a l ot of attention for their beauty alone, they have to work hard to prove their other virtues. Ugly peopl e, on the other hand, are genuine and d o not have to prove anything to anybody, according to Lacobelli.
Lacobelli is a spokesperson for ugly peopl e everywhere. He believes that the uglier one is, the better life can be. Though the club enjoys making fun of beauty, especially beauty contests, Lacobelli has a serious sid e as well. He believes that too many peopl e suffer from financial and emotional pressures because they d on’t meet society’s standards of beauty. The fact that beautiful peopl e are more successful in the workforce is a problem that Lacobelli has attempted to bring forward to the Italian public and government.

Brenda Bongos was a happy, artistic girl. She had one big dream—to play the drums in a band. But one big problem lay in her way. To be good enough to play in a band, Brenda had to practice a l ot, but she lived next-d oor to a l ot of ol d peopl e. Many of them are sick. She knew that the sound of beating drums would really get on their nerves. So, she had tried playing in the strangest places: a basement, a kitchen, and even in a shower. But there was always someone it would annoy. One day, whil e watching a science d ocumentary on TV, she heard that sound cannot travel in space, because there's no air. At that moment, Brenda Bongos d ecid ed to become a sort of musical astronaut.
With the help of a l ot of time, books and work, Brenda built a space bubbl e. This was a big glass ball connected to a machine which sucked out all the air insid e. All that would be l eft insid e was a drum kit（成套设备）and a chair. Brenda got into the space suit she had mad e, entered the bubbl e, turned on the machine, and played those drums like a wil d chil d.
