随着英语在全世界各地的广泛传播，无论是在地域上或在信息传递方面，英语都不可避免地成为世界上最为广泛使用的语言。作为全球语言的英语的凸现，对全球各地的英语教学政策和实践正产生着巨大的影响。尤其在中国，经过建国后近四五十年的发展，英语教学领域的全球化痕迹越来越重，矛盾也日益突出。
一．作为全球语言的英语
被称为“世界语言”，“全球语言”，“一种永不褪色的语言”的英语的全球化地位，是缘于“它的角色得到了世界各国的公认”（Crystal, 2001:2）。这暗示着英语可以从三种途径达到全球化地位。第一，英语作为全球大多数人的本族语，比如在英国和美国等国家。第二，英语作为某些国家的官方语言而得到世界的公认，因而它能被广泛使用到政府，法庭，媒体和教育等领域中。有时，它又被称为“二语”——对某人母语或一语的一种补充，如同当今的新加坡英语，印度英语。第三，英语在外语教学中作为“最具优势的外语”。因此，随着把英语作为一语，官方语和外语的人数的增多，英语自然得到了广泛传播。因而在这个意义上，如同Crystal (2001:5) 所言“英语已经完全达到了全球化的地位。”英语在世界60多个国家被用作官方或半官方语言，在其中20多个国家占据着主要地位。在所有的六大洲中，英语的地位都是主宰性的（Crystal, 2002:360）。
英语作为贸易语言，辅助语言和国际语言在全世界各领域得到了广泛应用。无论是在商务，技术，科学，因特网，大众娱乐和体育等方面，还是在医学大会，合同签定中，英语都成为了首选语言。最近几年，英语在报刊杂志中被频繁使用，成为不可争辩的一种科技语言。根据Swale（1987：41-68）在1987年的统计，当年全球就有50%的学术论文使用的英语，此后，该比率还在年年递增。十年后，Graddle(1997:18)统计到， 98%的德国物理学家宣称英语为他们的工作语言， 83%的化学家， 81%的生物学家， 81%的心理学家都完全遵从这项决定。
正因其全球化的重要地位，英语广播节目在全世界120 多个国家中被1亿5千万所收看和收听。在小学阶段有5千万孩童把英语作为辅助语言学习，在中学人数则更多，超过了8千万（Crystal, 2002:360）。
二．英语全球化对教育的影响
可见，在当今这个知识经济时代，一个人乃至一个国家，如果对英语没有一点掌握的话，是根本不可能在全球范围内进行交流的，更别说作为全球经济的参与者，去分享科技的进步和利用现代文明了。为了在全球经济中占有一席之地，保持其受重视的地位，世界各国政府都把英语教育放在了极其重要的位置上。这主要体现在下面三方面。
首先，各国政府纷纷把英语设置为小学低年级阶段的必修科目，而规定学生学英语的年龄趋势是越来越小。比如，在2003年日本和越南孩子的英语适龄阶段是12岁，韩国是9岁，马来西亚是7岁，中国台湾和香港是6岁（Nunan, 2003:594）。而课时从每周1，2小时到3，4个小时不等。不过其中的困难是资金匮乏，教师培训不足，对低幼学习者课程标准设定的不足和相应语言资料发展的滞后。
其次，由于英语具有交际工具的作用，各个领域对英语熟练度的需求是越来越高。为了满足学习者在工作，学习和生活中熟练使用英语的需要以及在不同文化语境中有效与本族人互动，各国教育部均把当今的教学模式转向了任务型教学——交际法。在日本，政府就非常强调交际交流技巧的发展，这在日本教育部颁发的《1999年的初中英语课程标准》上有所反映，例如：
●通过学习一门外语来加深学生对语言和文化的理解；通过发展学生的基本的实际交流技能如听，
说技巧来培育学生对实际交际的一种主动积极态度。
●执行实际的交际活动，以使学生交流他们的真实感情和思想。

再次，各国政府在英语教育上也有巨大的财政投入，个人和家庭也如此。例如，在韩国，平均来说，每个家庭每年在孩子上英语补习课上的资金投入占他们总收入的三分之一。（Nunan, 2003:601）
三．英语全球化对中国教育政策及实践的影响
在北京申办第二十九届奥运会取得成功和中国在二零零一年十一月的多哈部长会议上加入WTO以来，英语在中国的影响变得越来越直接和重要。同时，随着中国经济的快速发展以及中国在国际组织如WHO,UNESCO,UNEDO中地位和作用的加强，中国更需要大量的英语专业人才和翻译来服务各领域。所以我们面临这样一个任务：“在极短时间内，我们必须训练出更多的英语会话者”（胡壮麟， 2005：5）。因而中国的教育政策和实践都围绕着这个全球化目标，体现了如下特点。
首先，几乎所有高校都把英语作为必修课，大学生在英语上花的时间有时比专业课都多。英语不光占据了大学课堂，最近它还频频走进了小学课堂。在2001年9月，英语被指定为所有城市小学三年级学生的必修课，条件好的城市小学开始把英语作为一年级学生的必修课。这一举措代表着英语必修课教学的学生对象的年龄在递降，从11岁到9岁，再到7岁。这也意味着学生在学校学
习英语的时间在增加。在小学，每周有2到3节40分钟的英语课。在中学，每周有5到6节45分钟的英语课，这还不算课后的英语自习时间。这一来，
大量的英语私人补习机构和双语学校如雨后春笋般应运而生，就连幼儿园也不甘落后，纷纷大打双语牌来吸引家长们的眼球。
其次，英语课程标准的制定也受到了英语全球化的极大影响。最近全球范围内的英语课程标准都受源语国的影响，基于功能的角度，交际法和学习者为中心的概念被反复使用。在中国，英语教育也在寻求体现上述概念的课程标准框架。因而在任务型课标里，交际法被推为典范。就拿大学英语课标为例， 1999年的修订版一出来就遭到了上层专家和教育领导的反对，原因在于它“过分强调读而忽略了听和说”（胡壮麟， 2005：6）。而它的替补版“大学英语课标调整版”则在2004年最终通过了各委员会专家的审查。按胡壮麟先生的说法，在于“听说都得到了特别的强调”（胡壮麟， 2005：6）。综观当今国内的英语语言教学期刊，有关交际法，任务型教学的内容占了很大的份额。
第三，教学法也深受功能主义的影响。在功能课标的指令下，交际法自二十世纪七十年代末从国外引进后，历时三阶段，最终成为中国外语教学领域的主宰。而前期的教学理论如语法-翻译法，直接法和听说法完全遭到了专家们的否定，唯一被倡导的就是交际法。不过，在交际法时代的影响下，“中国的英语教学实践并未驶入一种理性的运行方式”（肖礼全，2004：70）。
第四，2001年起，国家教育部提出加强大学本科教学的12项措施，其中要求各高校在三年内开设5%---10%的双语课程，并引进原版教材和提高师资水平。教育部建议其直属的所有大专院校把英语作为讲授以下课程的主要语言：信息技术，生物技术，新媒体技术，财经，外贸，经济和法律。我国经济发达地区特别是沿海地区双语教育发展很快，上海、苏州、无锡、辽宁的双语教育已列入当地的发展规划。广东已在部分高中进行非学科全英语授课，并在初中、高中毕业考试中增加口试。据了解，包括社会办学的各类学校在内，目前广州已约有近百所中小学正在尝试运用双语教学。几乎全国各大城市都有两至三所双语实验学校。双语教学的兴盛，意在培养学生汉语和英语两种语言的跨文化跨学科认知思维能力，促进学生学习智慧的发展，提高学生汉语和英语的综合运用能力，输送更多的国际化人才。
四．有关思考
随着英语的全球化传播，它在世界各国包括中国具有非常优势的地位。对个人而言，英语的掌握程度能影响年轻人的未来；对政府而言，全民的英语水平如何，直接影响着该国在国际商业，政治事务中的利益。尽管中国在非常有限的条件下，培养了许多英语专职人士，甚至中国学生的TEFOL成绩在亚洲名列第二，仅“次于把英语作为官方语言的印度”（胡壮麟， 2005：4），然而我们英语教学中的诸多弊端仍值得深思。
（一）从教师培训的角度
英语教师的语言技能和语言熟练度是影响英语教学质量的一个很重要的因素，因而这也成了英语教师培训所关注的最主要的问题。尽管最近几年，数百万计的资金投入到了这一块，然而对于中国庞大的英语教师队伍而言，这种培训无论是从规模上还是从深度上都是不够的。而英语的全球化又对教师的语言技能提出了很高的要求。教师语言技能或者熟练度的贫乏，直接影响着双语教学或上面提到的交际法的课堂实施。称职的英语教师数量的下降以及不称职的教师的广泛使用使得幼儿学英语，学生交际能力的培养和双语教学目的的真正实现变得难上加难，这才是英语教学中的更大的问题。比如，在目前中国中小学以及大学非涉外专业提倡双语教学的热潮中，一个最大的问题就是绝大多数老师要用英语来讲授他的专业，譬如：数学，物理，经济等。因为我国的“双语教学”通常是指汉语为第一语言与英语为第二语言的组合，旨在帮助学生“习得双语能力，理解多元文化，培养全球意识”。因此，它不是单纯的基于英语内容的教学，而是渗透于各门学科的教学。换言之，理想的“双语教学”是“学科教学”，而非“外语（英语）教学”。然而，推行这种“双语教学”的瓶颈在于缺乏“双语师资”：“教师即课程”。这些老师毫无疑问在本专业上有所探索和创新，专业水准很高。然而要他去掌握英语教学的能力，这无疑给他增添了双倍的工作量。而且这对教师素质的要求就不是一般的高，这种能用英语讲透专业的人才本身就是凤毛麟角。
随着英语进入到小学一年级，教师更需要进行特别的培训来满足低幼学习者的需要，同时，英语教育界也呼吁探索适合幼年学习者的教学法。此外，课标，教学理论和教材也应该满足不同年龄的学习者在不同的阶段的需要。政府也应作更多的努力来加强英语教师的职业技能和制定一个英语教师资格的认定基准。
（二）从对学习者母语影响的角度
全民学英语给教育界人士带来了极大的担忧。尤其担忧英语会给母语学习带来不好的影响。比如在小学过早开设英语课或进行双语教学可能会威胁到孩子受母语教育的权利。因而在社会文化的层面上，作为全球语言的英语的广泛传播对母语发展所带来的影响是需要研究的。从国家身份和语言维护的角度来看，这种英语的全球化不可避免会带来西方文化的“同质化”，即“美国化”，“西方化”。我们知道，西方文化在很大程度上通过语言教学进行传播，这也可被视为“文化入侵”的有效途径，会直接影响学习者的价值观，人生观和世界观。“西方化”意在排斥或消除英语源语国之外的其他民族的文化，使学习者对西方文化加以膜拜，转而对自己的民族文化和价值产生怀疑和批判；从而“维护其中心的主宰关系……加强其中心的语言规范以及创建边缘对中心的意识上的依赖”（Phillipson，2000：199）。许多人对英语全球化中中国英语教学的现状习以为常，简单地把它看成是一个语言现象。然而语言对于一个国家而言，其重要性是不言而喻的。众所周知，消灭一个国家最恶毒，最有效的途径就是迫使它的人民放弃他们的母语。我们对英语的过分热衷是否该缓一下节奏了呢？过分强调英语而忽略自己的母语的做法会使得中华几千年的文化处于被融合或改变的危境里，中国人也会因此而失去国家身份认同或产生认同危机。如著名作家王蒙（2006）在中国青年报上所言：“中国的汉字本身就代表了一种思维，如果汉字消亡了，中国人都讲英语了，那才是真正的灾难！”所以在学英语的同时，我们应该积极地鼓励使用母语并维护我们的传统文化。由于语言知识可以是被意
识掌控的，因而消除西方概念和文化的意识掌控也是英语教学领域政策制订者和实施者们的责任。在维护母语的完好和传统文化的连续性方面，官方也应该制订出合适的语言政策并让该政策在全国范围内产生影响。
五．结语
英语全球化对中国的教育政策和实践产生了极大的影响，但这并不表明学习英语是错误行为，英语学习也不该因此而禁止。作为工具性语言的英语对中国的开放政策起到了很大的贡献。在全球化中英语的教和学都是为了服务中国的发展。但当一门外语开始充斥入一个国家的社会生活里并试图成为主宰时，或者说当全民都忙于学这门外语时，教育就应该把母语的角色和地位提出来加以考虑了。
尽管随着英语的全球化，英语在世界各领域的地位变得越来越重要，但对广大的中国民众而言，英语仅仅只是用来与世界人民进行交流和获取多方面信息的工具而已，目的是为了在国际舞台上宣扬我们的文化和意识。因此，过于强调它或全民学习英语都是没必要的。在英语教学领域，我们应该发展合适的态度来对待英语。理论上，我们在外语教学中还应该把母语考虑进课堂，因为母语能帮助学习者更好地理解句法和复杂的概念，而非传统的二语习得理论中所言母语和母语文化是习得二语的干扰项。
总之，英语教育政策的制订需要更多地考虑一些社会文化的因素，同时英语教学实践也需要作更多的调整以使中国英语教学适应英语作为全球语言的事实。

Secondly, English is endangering linguistic diversity and causing culture disaster. The linguists says that there are almost seventy thousand kinds of languages in the world, and half of them on the brink of extinction, what’s worse, every two weeks there is one language disappearing, which is two times as many as mammals, and four times as many as birds. There is no doubt that English accelerates this course. Besides, language is the carrier of culture, that is to say, the variety of culture is also in a dangerous state with the extinction of languages. To some degree, we can also gain information from many countries’ behavior. In 2000, Poland’s government makes a law for banning English used in their advertisements; in recent years, France also asks their people use French in formal occasions, except there isn’t a world to express the meaning, or it will be illegal.
