Nowadays, many couples in China consider whether to have the second child or not after the implementation of the Two-child Policy. Under the great pressure of the survival, many couples choose to only have one child. Actually, if they don’t want to have the second child, there are a number of problems they haven’t worked out, including population decline, population loss and unbalanced population, shortage of vitality and happiness in families, unsound development among children and so on. Personally speaking, I cling to belief that China’s couples should choose to have the second child. First of all, three major risks our country encounter are the most supportive reasons for two-child policy. What are the three major risks? Obviously, population decline, population loss and unbalanced population. (Mu,par. 10) According to a report in China Daily, we can see that the fertility rate in China was only 1.22 in 2000, and by 2010 the rate had declined to 1.18.(Mu,Par. 10) It is a clear fact that the previous population policies have greatly undermined declined the population trends, which also have caused population loss as well as unbalanced population. “In 2012, the working-age population between 15 and 59 years old shrank by 3.45 million from the previous year, and in 2013 it further shrank by 2.44 million, which is a result of the long-term fertility.” (Mu,par. 5)This has left China with a dangerous demographic imbalance in age and also a short supply of national workforce. Another report from New York Times said, “in 2012, there were about 40 million more men than women, including 18 million more boys than girls under the age of 15.” “By 2020, the government estimates that 30 million eligible bachelors will be unable to find a wife. ” (Levin, par.9) These striking and astounding statics give us a warning that we must curb the declining population trend and guarantee an adequate labor supply.
