Safety Rules on Wharf Operation
1. 所有设备操作人员必须持证上岗,特种设备必须经过培训合格取得资格证
后方能上岗;
All equipment operators must be certified for his or her duty to be performed. For the operation of special equipment, the related operators must have received a proper training and are certified for the operation of those special equipments.
2. 接班前应做到:
The followings shall be satisfied before taking over the duty from last shift.
(1)、检查吊具、吊钩、抓斗、限位器、负荷限制器、防爬装置是否灵敏、
安全可靠；
Check the lifting tools, hook, grab-bucket, position limiter,
load-limiter, anti-creeper for their function, safety and reliability;
(2)、检查润滑油、电源、是否符合规定要求；
Check the lubricating oil, power supply for their compliance with
applicable requirements;
(3)、检查钢丝绳及固定端、滑轮以及起升、变幅、旋转等装置是否符合
安全技术要求：
Check the steel-wire ropes and their fixing points, pulley, as well
as the lifting, luffing, slewing system for their safe function;
(4)、检查各仪表、各机构操纵杆及开关等是否有效，安全可靠；
Check all instruments and meters, and the control levers, switches
for their function, safety, and reliability;
(5)、检查主要受力构件及走道、栏杆、梯步、门窗玻璃等是否符合安全
技术要求；
Check the main load or force-bearing structural members,
walkway, handrail, stairways, door and windows for their
soundness and safety conditions.
3．作业中应做到：You shall follow the followings during your duty time.
(1)、按指挥信号进行操作，听到紧急信号，采取应急措施停止作业，避
免发生事故；
Operate the equipment according to the instructions given by your
management; once any emergency signal is heard, immediately
stop the equipment, avoiding any possible accident.
(2)、细心观察各仪表工作情况，发现机械有异常声响、怪味时应立即停
止作业并检查或者通知相关人员；
Carefully watch all instruments and meters to make sure all of
them function properly and normally; if any abnormal mechanical
noise is heard or strange smell is sensed, immediately stop your
operation and subsequently perform some inspection and checks,
or inform related personnel of the actual situation.
(3)、当机械性能不能满足作业要求或因雨、雪、雾影响操作人员视线等
原因不能保证安全作业时，应该立即停止作业，并主动与相关部门
或者领导反映，采取有效措施后方可继续作业；
If the equipment fails mechanically, or the vision/sight of the
operator is adversely affected due to rain or fog or other reasons,
causing unsafe operation, stop the operation immediately; the
operator shall proactively contact related department and report to
your superior management; the operation can be restarted only
after proper measures have been taken to ensure the site safety.
(4)、作业中应该防止钢丝绳从滑轮中脱出，钢丝绳在作业中留在卷筒上
的圈数不得少于3圈；
In operating time, steel-wire ropes shall not run off the pulley
grooves. NOT less than 3 loops of steel-wire ropes shall left on the
rope drum at any moment during your operation time.
(5)、起重机械在起吊、旋转前，应该鸣笛示警；
Before you start the lifting operation or turning the equipment
operated by you, you MUST press the horn to warn all people. 4、机械作业“七”不准
“7-Forbidden Things” for operation of mechanical equipment
(1)、不准超负荷作业；
Overload operation is forbidden;
(2)、不准酒后操作机械；
Operating equipment after drinking alcohol is forbidden;
(3)、不准起吊情况不明的负荷；
You are forbidden to lift up any thing which you do not know it fully;
(4)、不准机械带病运行；
It is forbidden to operate the defective equipment;
(5)、不准擅自把机械交给无证的人操作；
It is forbidden to ask uncertified people to operate the equipment;
