Please refer below message

1, check the connection with Symantec liveupdate website

The SEPM access internet via proxy, set the proxy both in control panel – Liveupdate, and SEPM proxy setting.

2, clear all files in the Liveupdate download folder:

“C:\documents and settings\all users\application data\symantec\liveupdate\downloads”

And “C:\documents and settings\all users\application data\symantec\liveupdate\”, the folder “download” should be remained.

3, re-register the LiveUpdate components. Use following command:

“C:\program files\symantec\symantec endpoint protection manager\bin\Lucatalog.exe –cleanup” then

“C:\program files\symantec\symantec endpoint protection manager\bin\Lucatalog.exe –update”

4, Uninstall Liveupdate components from control panel, then reintsall Liveupdate with LUsetup.exe.

Then register Liveupdate with command “C:\program files\symantec\symantec endpoint protection manager\bin\Lucatalog.exe –cleanup”

If the problem exist yet after above steps, set the SEPM in debug mode and then send all log files in

C:\program files\symantec\symantec endpoint protection manager\tomcat\logs\,

and the log.liveupdate file in

C:\documents and settings\all users\application data\symantec\liveupdate\.
