材料一荒漠化是全球生态领域的热点和难点问题,被称为“地球的癌症”。
为了“治病”,联合国于1994年大会通过了《联合国防治荒漠化公约》。
2015年,联合国又确立了一个“世界目标”:到2030年实现全球土地退化零增长。
荒漠化和土地退化也成为中国面临的最为严重的生态威胁,影响超过4亿人口。
土地荒漠化、沙化是沙区经济发展滞后、农牧民生活贫困的主要根源,过度开垦、放牧、滥挖采也加剧了荒漠化的程度。
目前全国贫困县中,290个县在沙区,约占总数的35%。
在发展中,中国坚持把“治沙”和“治穷”结合起来,沙区成为“精准扶贫”的一块主阵地。
