一、船舶本身的证明文件1. 集装箱船只证明(Certificate of Container Vessel)。

2. 船龄证明。
有些国家/地区来证规定装载货物的船舶的船龄不得超过15年,受益人必须要求船代或船公司出具载货船只的船龄证明书(Certificate to evidence the ship is not over 15 years old或is under 15 years of age),这样的要求主要目的在于禁止使用老龄船,保护货物运输安全。
3. 船籍证明(Certificate of Registry )用于证明船舶所属国籍。
4. 船级证明(Confirmation of Class)。
有的信用证规定提供英国劳合社船级证明,如“Class certificate certifying that the shipment is made by a seaworthy vessel which are classified 100 A1 issued by Lloyds or equivalent classification s ociety”,劳合社的船级符号为LR,标志100A1,100A表示该船的船体和机器设备是根据劳氏规范和规定建造的,I表示船舶的装备如船锚、锚链和绳索等处于良好和有效的状态,对这样的要求我们通常应予以满足。
国际上著名的船级社有英国劳合社、德国船级社(GL)、挪威船级社(DNV)、法国船级社(BV)、日本海事协会(NK)、美国船级社(ABS)等。
船上应配备的各种船舶证书清单船旗国签发1、国籍证书。
2、最低配员证书(SOLAS CV/14.2)。
3、电台执照。
4、船长及船员证书。
5、燃油污染损害民事责任保险证书BCC。
6、残骸移除证书WRC。
7、船旗国年税单(个别船旗要求,如Panama)。

5、完整稳性资料(CII-1/5)。
6、噪声检验报告(CII-1/3-12,1600总吨以上,2014.7.1以后合同,或2015.1.1以后龙骨,或2018.7.1以后交船,应满足MSC.338(91)标准。
对2009.1.1-2015.1.1之间龙骨的船舶,应满足《船上噪声等级规则》的要求)。
7、破损控制图及其小册子(CII-1/19)。
8、船舶操纵手册(manoeuvring booklet)(CII-1/28)。
9、SOLAS CII-1/CII-2/CIII提到的替代设计和布置评估报告(一般不适用)。
10、船舶维护保养计划(CII-2/14)。
11、消防演习记录(CII-2/15.2.2.5)。

船级社认证国际船级社协会(International Association of Classification Societies,IACS)IACS是在1968年奥斯陆举行的主要船级社讨论会上正式成立的。
IACS成立的目标是促进海上安全标准的提高,与有关的国际组织和海事组织进行合作,与世界海运业保持紧密合作。
目前,IACS共有美国船舶检验局(ABS),法国船级社(BV),挪威船级社(DNV),韩国船级社(KR),英国劳氏船级社(LR),德国劳氏船级社(GR),日本海事协会(NK),波兰船舶登记局(PRS),意大利船级社(RINA)等11个正式成员和2个准会员。
中国船级社(CCS)于1988年加入IACS。
IACS由理事会领导和制定总政策,理事会设立一些工作组去执行协会的具体任务。
IACS设有下列工作组:集装箱、发动机、防火、液化气船和化学品船、内河船舶、海上防污染、材料和焊接、系泊和锚泊、船舶强度、稳性和载重线。
各工作组完成的项目有:拟定各会员之间统一规则和要求的草案;起草对IMO要求的答复;对IMO的标准作统一的解释;监控与本专业有关的工作。
IACS共有5000多名技术精湛的检验人员。
世界上92%的商船由IACS去定级。
他们除了本职工作外,还受政府委托去处理多种多样的事务。
IACS在发展船舶技术规则方面起着重要作用。
IACS理事会认识到该协会与IMO之间相互关系的重要性,在伦敦设有1个办事处与IMO保持联系。
还与对海运有兴趣的其它组织保持接触,联系最紧密的是国际标准化组织和国际海上保险集团,同他们交换情报和意见,以便提供更好的服务。
IACS的目标之一是要求把会员之间的个种规则统一起来。
到目前为止,理事会已通过了150条要求,90%的统一要求都得到成员单位的贯彻。
IACS除了提出统一要求外,还公布有关船舶安全营运和维修准则,其中包括舱口盖的保养和检验、消防、船舶单点系泊设备标准等。
IACS利用成员们在海上安全、防污染、船舶营运等方面的丰富经验,在向船东和经营者提供准则上起着重要作用。
一、总述1.1试用范围本纲要是指导铸件获得船级社认证的程序文件,和以下要求一致:船级的DNV规则高速、轻船、海军水面船的DNV规则DNV海面上的范围1.2认可范围认可要求是以下各种组别钢种:碳刚和碳锰钢合金钢铁素体不锈钢奥氏体不锈钢22Cr双向不锈钢25Cr双向不锈钢认可是给予最大的产品批量,而且遵从附加要求,认可给予如下附件条件:轮船铸件低温铁氏体不锈钢链条配件的生产不在本纲要里面,需要根据No.311的纲要。
1.3有效期与重申本认证有效期4年。
为了维持认证状态,生产商必须每隔4年重审。
重申请求应该不迟于到期前的三个月。
在有效期内,任何有关工厂条件的重大变更,如在认证文件(第3部门)中描述的,都需要向我社报告。
在认为必要时,我社可能会要求重新检验或者重新试验。
由于本纲要修订对于生产商的新要求,如增加有效期,将在下个阶段发生、变更或者重申,除非我社有其他要求。
1.4认证的扩充或者变更生产商现有的认证可以在1.2部门的范围扩充。
1.4.1认证文件扩充或者变更认证条件,第3部门指定的认证文件和已经提交的最初的认证工艺,不需要重新提交。
然而,文件关联到变更的生产工艺需要重新提交。
1.4.2认证测试-为了扩充现有的认证以包含新的钢种,要求第4部分提到的全部认证测试。
-最大量的认证扩充(和认证证书的里的一样),通常氏不需要附加的测试。
然而,如果是由于变更生产设备带来的,正常需要一个新的产品检验和考虑新的认证测试。
-为了扩充包含“船用铸件”或者“焊修铸件”,本纲要(3.4.4和4.2C)相应的文件和测试要求和相应的规则要求完成。
二.认可程序2.1 申请认证申请与以下文件一起需要送到当地的DNV办事处:-生产商名称和地址-认证要求的产品目录。
目录要求1.2部门要求的信息。
-生产、测试、检验能力和设备的简要描述2.2 产品检验和认证测试检验员可能要求附加的文件(参考第3部门)如果认为需要的话,以便他准备产品检验的执行。

102 补充要求补充要求在有附加等级符号的船舶生效,作为遵守规范的要求 103 IEC标准1 本章要求一般基于IEC(国际电工委员会)承认的船舶应用标准与近海标准。
2 在直接参考此标准处,标准在入级要求时间内生效。
3 如果标准在入级要求的6个月内被替换,则先前的版本有效。
指导性意见:此处出自IEC60092系列船舶与IEC61892(1-7)的近海单元。
104 其他标准1 船级社认可的选择的标准使用,如果被更新,则安全等级要与规范一致。
2 其他使用标准可以在无船厂,船东或操作者同意时给出。
在核查时要提交一份标准的英文版的拷贝。
105 可选择方案1 当发现与规范中标准有相同安全等级,并在规范中有效时,则本规范中要求的选择方案被接受,此认可可以在无船厂、船东或操作者的同意时被接受。
2 当选择方案由规范被提出验证的附加要求,是必要的。
指导性意见:当在相同系统中使用不同标准时,应特别注意。

货船无线电设备检验及其证书管理在船舶管理中,对各类证书的管理是最基本的管理,我个人认为船舶机务管理工作从根本上讲应是围绕着如何保持船上各类证书的有效来进行的。
因为船舶、船上人员、设备和管理工作均应达到某一标准,并需获得相应机构颁发的证书,任何设备、人员及其管理的缺陷均可造成证书的失效。
管好证书是基础,通过管理证书可以更好的理清管理思路,进一步提高船舶的管理水平。
船舶无线电设备管理也不例外,随着船上无线电设备的不断增加,有关的证书和检验也越来越多。
但事实上大部分船舶甚至船东或船舶管理公司不熟悉有关证书的管理要求,因而在管理这些证书时心中无数,存放混乱,港口国检查时出现了这样或那样的问题。
为协助船舶做好船舶无线电设备的管理,避免港口检查发生问题,在此对与船舶无线电设备有关的证书和检验予以梳理,并对有关管理工作提出建议。
此文在整理过程中得到了中远(集团)总公司安监部船技室高志成经理的大力支持,大远、中散、中集等远洋公司通导主管部门领导提出了重要的修改意见,在此表示感谢。

为保持这些证书的有效和确保检验的通过,首先必须熟悉这些证书、以及与这些证书相关的设备和检验等有关要求。
船舶或船舶管理公司还可充分利用这些规定,适时的安排设备的检验,并针对过分的检查要求予以解释。
如有些设备的检验可以与证书的检验一并安排,没有必要提前单独安排等,可以减少费用开支。
下面以国际航行货船为例予以说明,注意对客船的要求有所不同。
国际航行货船与无线电设备有关的证书有:1.货船无线电安全证书2.货船设备安全证书3.船舶保安证书4.电台执照5.海上移动通信业务船舶电台标识码证书为保持这些证书,除每个相关设备有型式认可证书或产品证书(CCS要求)外,每个证书还需相应的检验和/或检测资料做支持,现分述如下:一、 货船无线电安全证书 – GMDSS设备货船无线电安全证书由船级社颁发;是针对船舶通信设备的,附有通信设备明细表格;有效期为5年,每年进行定期检验一次,附有定期检验报告;对于EPIRB 按照SOLAS公约的要求需要进行年度检验和五年度岸基维护,因此需要船长保留上述检验报告,以便于PSC检查官确认。
