其对象可以是房屋、道路、飞机等具体的东西，也可以是社会制度、人际关系等抽象概念。
有时还可以引申为“培养、发展、增强”等含义。
1. found：“成立”、“创办”。
通常用于党团组织、学校、国家、政权等机构从无到有的“创办”，也可表示某种学说或理论的“创立”。
put up：“把某物升起”、“举起”。
表示“建设”时，多指“搭起”临时性的建筑物。
