Section 1 English-Chinese Translation (50 points)Translate the following passage into Chinese. The Republic of Ireland is a sovereign state in Western Europe, occupying about five-sixths of the island of Ireland. The capital and largest city is Dublin, whose metropolitan area is home to around a third of the country’s 4.6 million inhabitants. The state shares its only land border with Northern Ireland. It is a unitary, parliamentary republic with an elected president serving as head of state. The head of government is nominated by the lower house of parliament.Following the Irish War of Independence and the subsequent Anglo-Irish Treaty, Ireland gained independence from the United Kingdom in 1922. Initially a dominion, Ireland received official British recognition of full legislative independence in the Statute of Westminster of 1931. A new constitution was adopted in 1937, by which the name of the state became “Ireland.” In 1949, Ireland was declared a republic under the Republic of Ireland act 1948.Ireland ranks among the wealthiest countries in the world in terms of GDP per capita. In 1973, Ireland enacted a series of liberal economic policies that resulted in rapid economic growth, coupled with a dramatic rise in inequality. The country achieved considerable prosperity from 2021 to 2021. This was halted by an unprecedented financial crisis that began in 2021, in conjunction with the concurrent global economic crash. In 2021 and 2021 Ireland was ranked as the seventh-most developed country in the world by the United Nations Human Development Index. It also performs well in several metrics of national performance, including freedom of the press, economic freedom and civil liberties. It pursues a policy of neutrality through non-alignment.The population of Ireland stood at 4,588,252 in 2021, an increase of 8.2 percent since 2021. As of 2021, Ireland had the highest birth rate in the European Union (16 births per 1,000 of population). In 2021, 35.1 percent of births were to unmarried women. Annual population growth rates exceeded 2 percent during the 2021-2021 period, which was attributed to high rates of natural increase and immigration. This rate declined somewhat during the subsequent 2021-2021 period, with an average growth rate of 1.6 percent.Ireland ranks fifth in the world in terms of gender equality. In 2021, Ireland was ranked the most charitable country in Europe, and second most charitable in the world. Contraception was controlled in Ireland until 1979, however, the receding influence of the Catholic Church has led to an increasingly secularized society . In 1983,the Eighth Amendment recognized “the right to life of the unborn”, subject to qualifications concerning the “equal right to life” of the mother. The pass age of the Thirteenth and Fourteenth Amendments guarantees the right to have an abortion performed abroad, and the right to learn about “services” that are illegal in Ireland, but legal abroad. The prohibition on divorce in the 1937 Constitution was repealed in 2021 under the Fifteenth Amendment. Divorce rates in Ireland are very low compared to European Union averages while the marriage rate in Ireland is slightly above the European Union average.Capital punishment is constitutionally banned in Ireland, while discrimination based on age, gender, sexual orientation, marital or familial status, religion and race is illegal.Ireland became the first country in the world to introduce an environmental levy for plastic shopping bags in 2021 and a public smoking ban in 2021. Recycling in Ireland is carried out extensively and Ireland has the second highest rate of packaging recycling in the European Union.
2021年翻译资格《笔译实务》英译汉习题及答案(卷一)Old people in Widou Thiengoly say they can remember when there were so many trees that you couldn’t see the sky. Now, miles of reddish-brown sand surround this village in northwestern Senegal, dotted with occasional bushes and trees. Dried animal dung is scattered everywhere, but hardly any dried grass is.Overgrazing and climate change are the major causes of the Sahara’s advance, said Gilles Boetsch, an anthropologist who directs a team of French scientists working with Senegalese researchers in the region. “The local Peul people are herders, often nomadic. But the pressure of the herds on the land has become too great,”Mr. Boetsch said in an interview. “The vegetation can’t regenerate itself.”Since 2008, however, Senegal has been fighting back against the encroaching desert. Each year it has planted some two million seedling trees along a 545-kilometer, or 340-mile, ribbon of land that is the country’s segment of a major pan-African regeneration project, the Great Green Wall. First proposed in 2005, the program links Senegal and 10 other Saharan states in an alliance to plant a 15 kilometer-wide, 7,100-kilometer-long green belt to fend off the desert. While many countries have still to start on their sections of the barrier, Senegal has taken the lead, with the creation of a National Agency for the Great Green Wall.“This semi-arid region is becoming less and less habitable. We want to make it possible for people to continue to live here,”Col. Pap Sarr, the agency’s technical director, said in an interview here. Colonel Sarr has forged working alliances between Senegalese researchers and the French team headed by Mr. Boetsch, in fields as varied as soil microbiology, ecology, medicine and anthropology. “In Senegal we hope to experiment with different ways of doing things that will benefit the other countries as they become more active,”the colonel said. Each year since 2008, from May to June, about 400 people are employed in eight nurseries, choosing and overseeing germination of seeds and tending the seedlings until they are ready for planting. In August, 1,000 people are mobilized to plant out rows of seedlings, about 2 million plants, allowing them a full two months of the rainy season to take root before the long, dry season sets in.After their first dry season, the saplings look dead, brown twigs sticking out of holes in the ground, but 80 percent survive. Six years on, trees planted in 2008 are up to three meters, or 10 feet, tall. So far, 30,000 hectares, or about 75,000 acres, have been planted, including 4,000 hectares this summer. There are already discernible impacts on the microclimate, said Jean-Luc Peiry, a physical geography professor at the UniversitéBlaise Pascal in Clermont-Ferrand, France, who has placed 30 sensors to record temperatures in some planted parcels.“Preliminary results show that clumps of four to eight small trees can have an important impact on temperature,”Professor Peiry said in an interview. “The transpiration of the trees creates a microclimate that moderates daily temperature extremes.”“The trees also have an important role in slowing the soil erosion caused by the wind, reducing the dust, and acting like a large rough doormat, halting the sand-laden winds from the Sahara,”he added. Wildlife is responding to the changes. “Migratory birds are reappearing,”Mr. Boetsch said. The project uses eight groundwater pumping stations built in 1954, before Senegal achieved its independence from France in 1960. The pumps fill giant basins that provide water for animals, tree nurseries and gardens where fruit and vegetables are grown.

Do animals have rights? This is how the question is usually put.It sounds like a useful,ground-clearing way to start.(71)Actually,it isnt, because it assumes that there is an agreed account of human rights, which is something the world does not have.On one view of rights,to be sure,it necessarily follows that animals have none.72)Some philosophers argue that rights exist only within a social contract,as part of an exchange of duties and entitlements. Therefore, animals cannot have rights. The idea of punishing a tiger that kills somebody is absurd, for exactly the same reason,so is the idea that tigers have ringhts. However, this is only one account, and by no means an uncontested one.It denies rights not only to animals but also to some people—for instance,to infants, the mentally incapable and future generations. In addition,it is unclear what force a contract can have for people who never consented to it:how do you reply to somebody who says“I dont like this contract?”The point is this without agreement on the rights of people, arguing about the rights of animals is fruitless.(73)It leadsthe discussion to extremes at the outset:it invites you to think that animals should be treated either with the consideration humans extend to other humans,or with no consideration at all. This is a false choice.Better to start with another, more fundamental question:is the way we treat animals a moral issue at all? Many deny it.(74)Arguing from the view that humans are different from animals in every relevant respect, extremists of this kind think that animals lie outside the area of moral choice.Any regard for the suffering of animals is seen as a mistake—a sentimental displacement of feeling that should properly be directed to other humans. This view, which holds that torturing a monkey is morally equivalent to chopping wood, may seem bravely“logical.”In fact it is simply shallow:the ethical equivalent of learning to crawl—is to weigh others interests against one s own. This in turn requires sympathy and imagination:without which there is no capacity for moral thought. To see an animal in pain is enough, for most,to engage sympathy.(75)When that happens,it is not a mistake:it is mankinds instinct for moral reasoning in action,an instinct that should be encouraged rather than laughed at.解析:71) Actually, it isn't, because it assumes that there is an agreed account of human rights, which is something the world does not have. Actually, it isn't, because it assumes / that there is an agreed account of human rights, / which is something the world does not have.

Or perhaps you never let go of your phone—it's always in your hand, your pocket, or your bag, ready to be answered or consulted at a moment’s notice. When your battery life runs down at the end of the day, you feel that yours is running low as well. New research shows that there’s a psychological reason for such extreme phone dependence: According to the attachment theory, for some of us, our phone serves the same function as the teddy bear we clung to in childhood.

They were by far,the largest and most distant objects that scientists had ever detected:a strip of enormous cosmic clouds some 15 billion lightyears from earth.(71)But even more important,it was the farthest that scientists had been able to look into the past, for what they were seeing were the patterns and structures that existed 15 billion yeays ago. That was just about the moment that the universe was born. What the researchers found was at once both amazing and expected:the US National Aeronautics and Space Administrations Cosmic Background Explorer satellite—Cobe —had discovered landmark evidence that the universe did in fact begin with the primeval explosion that has become known as the Big Bang(the theory that the universe originated in an explosion from a single mass of energy).(72)The existence of the giant clouds was virtually required for the Big Bang, first put forward in the 1920s,to maintain its reign as the dominant explanation of the cosmos.According to the theory, the universe burst into being as a submicroscopic, unimaginably dense knot of pure energy thatflew outward in all directions, emitting radiation as it went, condensing into particles and then into atoms of gas.Over billions of years, the gas was compressed by gravity into galaxies, stars, plants and eventually, even humans.Cobe is designed to see just the biggest structures, but astronomers would like to see much smaller hot spots as well, the seeds of local objects like clusters and superclusters of galaxies. They shouldnt have long to wait.(73)Astrophysicists working with groundbased detectors at the South Pole and balloonborne instruments are closing in on such structures, and may report their findings soon.(74)If the small hot spots look as expected, that will be a triumph for yet another scientific idea,a refinement of the Big Bang called the inflationary universe theory.Inflation says that very early on,the universe expanded in size by more than a trillion trillion trillion trillionfold in much less than a second, propelled by a sort of antigravity.(75)Odd though it sounds, cosmic inflation is a scientifically plausible consequence of some respected ideas in elementaryparticle physics, and many astrophysicists have been convinced for the better part of a decade that it is true.解析:71) But even more important, it was the farthest that scientists had been able to looksintosthe past, for what they were seeing were the patterns and structures that existed 15 billion years ago. But even more important, it was the farthest that scientists had been able to looksintosthe past, / for what they were seeing were the patterns and structures / that existed 15 billion years ago.

Section 1: English-Chinese translation (50points)Some airlines have advised passengers not to lean back in economy class, which has triggered off a debate. Some think that airlines should lock their economy seats from reclining permanently and should immediately stop using the phrase “sit back, relax and enjoy the flight”. That's an invitation to lean backs all the way. But others think that it is the God-given right of passengers to recline. If you click around the internet for a while, you will find that this debate is far from settled. There are several arguments against reclining. First, reclining your airline seat is unacceptable because we’re literally out of space. There's no space to recline. Airlines are trying to squeeze more passengers on a plane to make more money. Before airline deregulation, many economy class seats had a generous 36 inches of “pitch”, a rough measure of legroom. Today, some seats have as little as 28 inches.Second, it is a moral issue. If you recline your airplane seat, you'll probably end up in someone's lap. A frequent air traveler says, "what do you do if the person in front of you reclines all the way? What if you turn around to discover that a 6-foot-4 passenger seated behind you? Do you eat your meal in your lap while the tray table cuts into your stomach or do you recline as well and crush the legs of the person behind you?”Another traveler says, "seat reclining is one of the most irritating, inconvenient,self-indulgent habits.” "You’ll invade another passenger's personal space, which might lead to an unfriendly confrontation. So it is rude to recline, and it is wrong. Most folks would rather sacrifice the 2 inches of reclining backward not to have someone sitting in their lap for the distance of a flight. "I wish all airlines would eliminate the recline function," says a retired Air Force inspector. But if there is no room to recline your airplane seat, and it's wrong, why do so many airlines still allow it? Because if they didn't, it would be an admission that they no longer care about your comfort. Airlines are stacking you into a plane like cargo. Furthermore, the airline industry loves the seat reclining argument because it divides us. And while we're arguing about 2 inches of personal space, they are busy collecting more money from passengers and slowly removing even more room. Whether you think reclining your airline seat is wrong or not, let 's agree on one thing: Greedy airlines got us to this point. Fighting over the scraps of space won't fix it. If we ever needed thoughtful government regulation, maybe it is now.Reclining an airline seat is still allowed on most flights. Here 's how to deal with someone who leans into your airspace. Ask them to lean forward. Timing and tone are important here. The moment someone leans back, gently tap the person on the shoulder and politely ask them if it would be possible not to recline their seat, or get a flight attendantinvolved. Some leaners are clever and wait for you to go to the restroom before leaning. Then they feign sleep, which makes you reluctant to bother them. You can always ask a flight attendant for help.Section 1: Chinese-English translation (50points)当前,新冠疫情仍在全球蔓延,世界经济依然面临衰退风险,中国秉持着兼济天下的精神,与各国人民一起共同抗疫,努力实现互利共赢的发展。

"Emotional eating is nothing but eating our emotions. We re all human with emotions and hunger.By that definition, all of us are emotional eaters,we turn to food when we re overwhelmed with anger, sadness;frustration;or any other significant emotion:explained Ridhi. There Ts a reason why the butterfly comes back to suck sweet nectar from the flowers,in turn pollinating the rest of the garden.Humans:much like animals.Birds, and insects, are hardwired for pleasure. But here s the catch:we humans are afraid of cheesy Pizza:they ll be overwhelmed with pleasure, lose control, and end up finishing the whole Pizza. We fear this would result in a failed diet, weight gain:and massive guilt:so we avoid it altogether. But,it doesn t work.Biology suggests otherwise.Like every other species:homo sapiens were also built for survival. It is pleasure that drives humans to repeat the feel-good behaviour endlessly—explained Ridhi. When does emotional eating become worrisome?"Largely:there s nothing wrong with that.We do eat to manage and cope with our feelings, especially those that don t feel so good because eating itself is so biologically rewarding. It s completely okay if we re doing it once in a while, because as I said we re all evolutionarily wired to emotional eating. However, if we re constantly depending on food to swallow our difficult emotions and discomforts, leaving us with a feeling of guilt constantly at the end of it:then definitely,we need to work on it”:said Ridhi. What can we do to reduce emotional eating?According to Ridhi:the reason we fail diets is that we try to fight biology and suppress our emotions, which only works temporarily. To make long-lasting changes,we must address the toot causes of emotional eating. Here are a few tips to get you started:First, don t skip meals.Starring often confuses your biological hunger drives and makes you more vulnerable to eat your emotions.Second understand the difference between actual physical hunger versus emotional hunger.Third, make a list of the top three emotions you feel weakly and start finding different ways to cope with them.Fourth, talk to an expert. It s better not to ignore your emotional eating since itcan later cause health issues like different that will take away your urge by distracting you momentarily.Emotional eating is a message that reveals a deeper problem. Understanding yourself and the way you eat can address the root causes and enable you to live a life that is beyond food obsessions and the fear of failing your diets.
2021年5月英语翻译三级笔译考试真题Section 1: English-Chinese Translation (英译汉)(50 points)The Money Ran Out; Then the Villagers Stepped InHIGUERA DE LA SERENA, Spain —It didn’t take long for Manuel García Murillo, a bricklayer who took over as mayor here last June, to realize that his town was in trouble. It was 800,000 euros, a little more than $1 million, in the red. There was no cash on hand to pay for anything — and there was work that needed to be done. But then an amazing thing happened, he said. Just as the health department was about to close down the day care center because it didn’t have a proper kitchen, Bernardo Benítez, a construction worker, offered to put up the walls and thetiles free. Then, Maria José Carmona, an adult education teacher, stepped in to clean the place up.And somehow, the volunteers just kept coming. Every Sunday now, the residents of this town in southwest Spain —young and old — do what needs to be done, whether it is cleaning the streets, raking the leaves, unclogging culverts or planting trees in the park.“It was an initiative from them,” said Mr. García. “Day to day we talked to people and we tol d them there was no money. Of course, they could see it. The grass in between the sidewalks was up to my thigh. “Higuera de la Serena is in many ways a microcosm of Spain’s troubles. Just as Spain’s national and regionalgovernments are struggling with the collapse of the construction industry, overspending on huge capital projects and a pileup of unpaid bills, the same problems afflict many of its small towns. But what has brought Higuera de la Serena a measure of fame in Spain is that the residents have stepped up where their government has failed. Mr. García says his phone rings regularly from other town officials who want to know how to do the same thing. He is serving without paay, as are the town’s two other elected officials. They are also forgoi ng the cars and phones that usually come with the job.“We lived beyond our means,” Mr. García said. “We invested in public works that weren’t sensible. We are in technical bankruptcy.” Even some money from the European Union that was supposed to be used for routine operating expenses and last until 2021 has already been spent, he said.Higuera de la Serena, a cluster of about 900 houses surrounded by farmland, and traditionally dependent on pig farming and olives, got swept up in the giddy days of the construction boom. It built a cultural center and invested in a small nursing home. But the projects were plagued by delays and cost overruns. The cultural center still has no bathrooms. The nursing home, a whitewashed building sits on the edge of town, still unopened. Together, they account for some $470,000 of debt owed to the bank. But the rest of the debt is mostly the unpaid bills of a town that was not keeping up with its expenses. It owes for medical supplies, for diesel fuel, forroad repair, for electrical work, for musicians who played during holidays.Higuera de la Serena is not completely without workers. It still has a half-time librarian, two half-time street cleaners, someone part-time for the sports complex, asecretary and an administrator, all of whom are paid through various financing streams apart from the town. But the town once had a work force twice the size. And when someone is ill, volunteers have to step in or the gym and sports complex —open four hours a day — must close.Section2: Chinese-English Translation (汉译英)(50 points)10年来,中国经济持续快速发展,经济实力、综合国力、人民生活水平迈上新的台阶,国家面貌发生举世瞩目的历史性变化,为促动亚洲和世界经济增长作出了重要贡献。
2021年英语高级翻译资格考试笔译试题及答案The effect of governmental expenditures on the total economy varies with both the level of utilization of labor and capital in the economy at the time of the expenditure, and the segment of the economy which receives the expenditure. If the economy as a whole or the segment of the economy which is the focus of the expenditure is operating at capacity or close to capacity, then the expenditure’s major effects will tend to be inflationary, and will not generate much employment of capital and labor. If the economy or sector is operating at much less than
full employment, the expenditure will produce a genuine (non-inflationary) rise in the GNP.
A true measure of the effect of governmental increase
in the amount of money made available, then, is not the simple dollar value of the initial injection but the cumulative effect of this injection through spending and
re-spending. In the optimum case the initial expansion of income flow could be great enough to produce tax revenues
in excess of the original "deficit spending" or the "tax cut", so that deficits are not only smaller than the
increased GNP but are recouped. In Keynesian economics the fundamental point of government policy clearly is not budget-balancing but spending in the event of unused productive capacity and unemployment. Spending increases productivity. This productivity resulting from federal spending has overwhelmed the older economic myths of the balanced budget where government is conceived of as just another business firm.
1. The effect of governm mental expenditures on the total economy varies with both the level of utilization of labor and capital in the economy at the time of the expenditure, and the segment of the economy which receives the expenditure.
The effect of governmental expenditures on the total economy:政府支出对整个经济产生影响。
varies with both:这种影响受制于以下两大因素。
the level of utilization of labor and capital in the economy at the time of the expenditure, and the segment of the economy which receives the expenditure:第一,政府开支之时劳动力和资本的利用情况;第二,接受开支的经济部分。

which receives the expenditure作为限制性定语从句修饰the segment of the economy,与先行词关系密切,不宜译成独立的中文句子。
2. If the economy or sector is operating at much less than full employment, the expenditure will produce a genuine (non-inflationary) rise in the GNP.
实际上,上句中的employment是“利用”的意思,而本句中的employment则与is operating at capacity or close to capacity中的capacity相当,可译为“发挥(效能)”。
