学前工作者所应持有的与保教服务相关资格证书的等级标准。儿童学前教育和保 育领域的资格证书结构比较复杂，作为全国证书框架的一部分，课程管理局的网 站上列出的与儿童发展相关的证书共计77类。英国与儿童学前保育教育服务相 关的资格证书比较复杂，但通过对资格证书的等级标准进行统一定义，便可以明 确学前工作者所应持有的与保教服务相关资格证书的等级标准。以上各类资格证 书在经过资格鉴定及课程管理局认证后，被相应地分为八个等级，每个等级分别 对三种类型的证书作了具体的级别划分。
一、 英国学前教育的历史背景
英国的学前教育从中世纪至今几百年的时间跨度产生了各式各样的学前教育 观念和实践。从中世纪的基督教“禁欲”教育思想到文艺复兴的人文主义教育思 想，再到一战前慈善幼儿学校运动的开展，英国学前教育直至二战前在政府的干 预下有了良好的发展势头。二战之后由于政府与人民对学前教育的重视与支持， 英国学前教育发展迅速。
