News report COLUMBUS, Ohio - A species of monkey thought likely to be extinctmay still be swinging through the trees in Africa, according to an anthropologist.The Miss Waldron's red colobus monkey was declared likely extinct in 2000 by a team that included W. Scott McGraw, an assistant professor of anthropology at Ohio State University. None had been seen since 1978, but McGraw said Wednesday he has evidence the species survives.Two years ago, McGraw retrieved the skin of a monkey a hunter killed in Ivory Coast that had the markings of the red colobus, he said. The pelt had the species' typical black hair on its back with reddish fur on its forehead and thighs, along with freshly dried blood.Recently, he received a photo from an associate in Africa that shows a dead red colobus. McGraw is convinced the photo is genuine, he said. The monkey grows to a height of about 3 feet, with a head that is small for its frame. It eats fruit, seeds and foliage and emits a loud shriek. The species is believed to be named for the companion of its discoverer. There are about 18 species of red colobus.The Miss Waldron's species was the victim of farmers who removed much of the monkeys' forest habitat and hunters who ate or sold their meat, McGraw said. He has made several trips to Ivory Coast and plans to return to the war-torn nation next summer.McGraw has heard of sightings by hunters and other locals but has yet to see one himself."It's in the extreme southeast corner of Ivory Coast," McGraw said. "It is smack dab in the middle of the (colobus') historical distribution. All the hunters we talk to say the forests are crawling with them. This is the frustrating part."John Oates, an anthropology professor at Hunter College in New York City, also was part of the team that declared the species likely to be extinct. He said McGraw's findings do not surprise him."We didn't dismiss the possibility that a few hung on somewhere," Oates said. "But no one's managed to see one jumping around in the trees." The researchers' work in 2000 suggested that the red colobus could have been the first species of primates to disappear in 200 years and warned that other species could soon become extinct unless deforestation and hunting were managed. Ivory Coast forbids hunting, but the ban is not strongly enforced, McGraw said.2Now is not the time to be getting into a squabble about power-generation projects. Pakistan is a country that is quite literally dying of power shortages, and to find that one of the future projects on which much hinges, the Diamer-Bhasha Dam (DBD) is endangered is bad news indeed. From the contents of a note circulated by the former chairman of Wapda, who is the current adviser to the minister of waterand power on DBD, it appears that the World Bank does not want the dam constructed by the Asian Development Bank, and that the Friends of Democratic Pakistan are said to be willing to finance the project. This is a large spanner in some very considerable works. With the failure to get provincial consensus on the Kalabagh Dam it was vital that the Diamer-Bhasha Dam got national support. This it did, with support by the provinces and the Council of Common Interests (CCI).It now appears that the note circulated to the relevant line ministries not only contains the World Bank’s reservations on the DBD but appears to express a preference for a smaller dam at Dassu, downstream of the DBD project. The Dassu Dam would be a ‘run-of-the-river’ project and not a water catchment and management dam such as the DBD. The government has hitherto had difficulty raising funds for the DBD, which is likely to cost around $14 billion as against $8 billion for the Dassu Dam – a considerable difference and an easier sum to raise. The World Bank is prepared to put $500 million into the Dassu project, while the rest will come from a basket of donors. The smaller Dassu project will start to earn money fairly early on in its life and contribute to its own completion costs. This is all very well but the strategic significance of the DBD is far greater in terms of water management and flood mitigation. The two projects have large differences in terms of their completed output and it is clear that the Dassu Dam is more of a quick(ish) fix rather than along-term solution that impacts positively across the power generation sector as a whole. The dispute has its roots in the antipathy of the World Bank to any major water project in Pakistan that does not have the bank at the helm, and to its view that the DBD is in disputed territory anyway (the Dassu Dam is not). In an ideal world both projects would be built. In the real world, and from a purely Pakistan perspective – the better in the long term is the DBD. Yet another knotty problem at the feet of the incoming government – making for a very busy first 100 days in office.3From the start, the most serio us problem with California's promising but sloppily written "parent trigger" law has been its failure to require an open, public process. That's especially troubling when the law's power is considered closely. If half or more of parents at an underperforming public school sign a petition, they can force dramatic change in how the school is run — they can turn it into a charter school, for example, or require that the principal or the entire faculty be fired.But that means these documents aren't so much petitions as they are votes. Through majority rule, parents don't request reform; they require a governmental agency —the school district —to take action.Yet these petition drives differ from most elections. There is no public balloting place and no mechanism to ensure that all of those eligible to "vote" — i.e., the parents of the school's students — are notified. No public forums or debates are held to guarantee that parents hear both sides of the issue. This process does a disservice to parents, some of whom miss out on opportunities to become more informed about their options — or in some cases even to know that a petition drive is underway —before nearly irreversible decisions have been made. Yet neither the Legislature nor the state Board of Education has moved to fix these problems.The most recent trigger petition, at Weigand Avenue Elementary School in Watts, makes the need for revamping the law more obvious than ever. A petition requiring the removal of the principal, Irma Cobian, was signed by 53% of the parents. According to organizers, the parents didn't want a charter school and wanted to keep all the teachers. But they apparently weren't aware that many of those teachers thought highly of Cobian. After the petition was accepted by the district, 21 of the school's 22 teachers indicated in writing that they would seek to transfer from Weigand, and some parents expressed regret over signing the petition.Weigand's test scores are low, but it's unclear how much of the problem rests with Cobian, who has won praise for some of her work. The teachers see the petition not as a vote of confidence in them but as a repudiation of their efforts, which include a turnaround plan led by Cobian that was praised by Supt. John Deasy and was about to be implemented. None of this makes the parents who signed the petition wrong, but many were stunned to learn that the teachers didn't share their views.This misunderstanding would undoubtedly have been avoided if there had been a more public airing of opposing views. A compromise might have been reached — or maybe not. But parents would have heard both sides.Reformers might fear that a more open process would lead to more misinformation and even intimidation of parents by teachers or others with a vested interest in the status quo, but a closed petition means that parents are shut off from debate and discussion that lead to truly empowered decision-making.。

The best and smartest and coolest thing built in 2009 — a machine that can launch human beings to cosmic destinations we'd never considered before — is the fruit of a very old family tree, one with branches grand, historic and even wicked.Body:There are a lot of reasons astronauts haven't moved beyond the harbor lights of low-Earth orbit in nearly 40 years, but one of them is that we haven't had the machines to take us anywhere else. The space shuttle is a flying truck: fine for the lunch-bucket work of hauling cargo a couple of hundred miles into space, but nothing more. In 2004, however, the U.S. committed itself to sending astronauts back to the moon and later to Mars, and for that, you need something new and nifty for them to fly. The answer is the Ares 1, which had its first unmanned flight on Oct. 28 and dazzled even the skeptics.From a distance, the rocket is unprepossessing — a slender white stalk that looks almost as if it would twang in the Florida wind.
