1、编制目的
1. Compilation aim
本作业指导书适用于6kV及以上橡塑绝缘电力电缆线路,其目的是检验电缆线路的绝缘性能是否满足有关标准的要求,规定了交接验收、预防性试验、检修过程中的试验项目的引用标准、仪器设备要求、试验人员要求和职责、作业程序、试验结果判断方法和试验注意事项等。
制定本指导书的目的是规范操作、保证试验结果的准确性,为设备运行、监督、检修提供依据。
This instruction is applicable for rubber & plastic insulated power cable (≥6kV), with the aim of checking whether the insulation of the cable can meet the related requirements or not. It prescribes reference standards, requirements on the instrument and equipment, requirements and responsibilities on testing engineers, testing procedures, verdict methods of testing result and matters needing attentions of the testing items during the acceptance/reception check, preventive test and overhaul. The compilation aim of this instruction is to standardize operations and guarantee the accuracy of testing results so that it can provide basis for equipment’s operation, supervision and overhaul.

3. Test preparation
3.1人员要求
试验人数2人,其中负责人应熟悉电缆结构及试验要求,参加人均应熟悉电气试验技术。
There should be at least two testing engineers, and the in-charged engineer should be familiar with the cable structure and testing requirements. The attending people must be familiar with the electric testing technique.
3.2设备清单和要求Equipment list and requirement
a)温度计(误差±1℃)、湿度计Thermometer (error ±1℃), hygrometer
b)500V兆欧表一块、2500V或5000V兆欧表一块One piece of megger (500V),one piece of
megger (2500V or 5000V)

4.1试验内容Testing contents
4.1.1绝缘电阻Insulation resistance
4.1.2直流耐压DC withstand voltage

4.2 绝缘电阻测试Insulation resistance test
4.2.1试验方法Testing methods
测量电缆的绝缘电阻是检查其绝缘状态的最基本和最简便的方法。
用兆欧表来测量设备的绝缘电阻,由于受到介质吸收电流的影响,兆欧表的指示值随时间逐步增大,对电缆而言,通常读取稳定值,作为工程上的电缆的绝缘电阻值。
一般对电缆的线芯对外屏蔽(即主绝缘)、外屏蔽对地(即外护套)及护层保护器都应进行绝缘电阻试验。
Measuring the cable insulation resistance is the basic and easiest way of checking the insulating state. Measure the equipment insulation resistance with megger; for the influence of current absorption by medium, the megger’s indicating value will increase as the time goes; as for the cable, it is usual to read the stable value as the insulation resistance value of cable used in project. Generally it should carry out the insulation resistance test on main insulation (i.e. cable core shield to the outside), outer sheath (i.e. outer shield to the ground) and sheath protector.
4.2.2试验步骤Testing procedure
4.2.2.1测量并记录环境温度和湿度。
Measure and record the environment temperature and humility.
4.2.2.2将所有被试部分充分放电。
Fully discharge all tested parts.
4.2.2.3将兆欧表地线端子用接地线和接地体连接好,用绝缘把手将兆欧表测试线接触被测量部位的引出端头上,稳定后,记录绝缘电阻值。
拆离兆欧表测试线,关兆欧表。
Connect the megger earthing terminal with earthing wire and earthing body; use the insulated handle to put the megger testing wire onto the outgoing terminal of the tested part; wait until it
becomes stable, and record the insulation value. Remove the megger testing wire and stop the megger.
4.2.2.4将被测回路对地放电。
Discharge the tested circuit to the ground.
4.2.2.5测量其他部分。
Measure other parts.
4.2.3注意事项Matters needing attention
在试验中读取绝缘电阻数值后,应先断开接至被试品的连接线,然后再将兆欧表停止运转,注意:电缆一般电容量较大,兆欧表最初读数可能为零。
After reading the insulation resistance value in the test, disconnect the connecting wire which connect s with the tested piece, and then stop the megger. Notice: the cable usually has a bigger capacitance, so the initial reading of megger might be zero.
4.2.4试验结果判断依据Judging basis of the testing result
6/1kV以上等级电缆主绝缘的绝缘电阻测量采用2500V或5000V兆欧表,绝缘电阻标准自行规定。
It adopts megger (2500V or 5000V) to measure the insulation resistance of cable main insulation (>6/1kV). The standards of insulation resistance should be stipulated by itself.
4.3 直流泄漏电流测量
Measurement of DC leaking current
4.3.1试验步骤Testing procedure
试验顺序同绝缘电阻测试。
试验时两端电缆头相间和对地端应分开至足够的距离(大于200mm)。
用高压直流发生器负极高压输出串微安表头接至被试电缆芯线,高压引出线带屏蔽。
依据《电气装置安装工程电气设备交接试验标准》(GB50150-91)“电力电缆”的规定,6/6kV 交联电缆直流耐压24kV 15min通过。
直流泄漏电流将24kV分为4-6个测试点,开始试验时缓慢升压,根据电缆长度待电缆充电稳定后,读取每一点的泄漏电流,泄漏电流测试和耐压完成后,通过电阻杆对被试品放电。
更换下一相进行试验。
耐压完成后,电缆三相可靠接地充分放电。
The procedures are same with the insulation resistance test. In the test, the distance form both end cable terminal phases to the grounding end should be long enough (>200mm). Use HV DC generator negative HV output series microampere meter to connect to the tested cable core; the HV outgoing wire should have the shield. Based on the Standard for Hand-Over Test of Electric
Equipment Electric Equipment Installation Engineering(GB50150-91)“Power Cable” regulation, 6/6kV crosslinked cable DC withstand voltage 24kV 15min is passed. DC leaking current divide s 24kV into 4-6 testing points. When test begins, increase the voltage slowly; after the cable charging become s stable as per the cable length, read the leaking current of each tested point. After finishing the leaking current and withstand voltage tests, discharge the tested piece through the resistance rod. Change to the next phase and carry out test. After finishing the withstand voltage test, the cable three phases should be reliably earthed and fully discharged.
4.3.2试验结果判断依据Judging basis of the testing result
根据试验电压(24kV)分四到六个测量点,分别读取不同电压下的泄漏电流,三相差值应小于2%,当泄漏电流小于10μA时,可不进行比较。
泄漏电流无随着电压的升高而急剧增加的现象。
根据试验标准(6kV交联电缆试验电压为24kV)进行15分钟直流耐压,耐压完成时泄漏电流应无明显增加。
耐压过程中,被试品无闪络、放电,电流表无突然增加现象。
Divide into four to six measuring points as per the testing voltage (24kv). Read the leaking currents under different voltages. The difference of the three phases should be <2%. When the leaking current is <10μA, it cannot be compared. The leaking current does not sharply increase with the voltage increasing. Carry out the DC withstand voltage test for 15 minutes as per the testing standard (test voltage of 6kV cross-linked cable should be 24kV), and the leakage current does not sharply increase after finishing the withstand voltage test. During the withstand voltage test, the tested pieces should be without flashover or discharg ing, and the current is not sharp ly increased. 4.3.3注意事项Matters needing attention
4.3.3.1试验前应明确耐压值按制造厂的规定还是按规程规定。
Before test, confirm that the withstand voltage value should accord with manufacturer regulations or code regulations.
4.3.3.2电缆直流耐压时,试验期间应注意试验电流的变化,试验前后应测量主绝缘的绝缘电阻。
In the cable DC withstand voltage test, during the test pay attention to the testing current changes; measure the insulation resistance of the main insulation before and after the test.
4.4 高压电缆相序核对
Verification of HV cable phase sequence
检查高压电缆电缆头制作工艺符合要求,外观无破损。
用对线灯在高压电缆两端核对电缆敷设位置正确,电缆芯线导通,相别正确,A、B、C相色标示正确。
The fabrication technology of HV cable terminal must accord with the requirements, and there should be no damage in the appearance. Use cable corrector to check that the cable laying location
on two ends of the HV cable is correct; the cable core could be turned on; the phase is correct; color marking of A, B, C phases are correct.
5、危害辩识及技术安全措施
5. Hazard identification and technical safety measure
5.1为保证人身和设备安全,要求必须在试验设备周围设围栏并有专人监护,负责升压的人要随时注意周围的情况,一旦发现异常应立刻断开电源停止试验,查明原因并排除后方可继续试验。
In order to guarantee the safety of people and equipments, it should arrange fence around testing equipments and special engineers to monitor. The people in charge of step-up should look out the environment at any moment; if there is anything abnormal, cut off the power source and stop the test at once; the test can be continued after finding out the reason and solving the problem.
5.2在试验过程中,如果发现电压表指针摆动很大,电流表指示急剧增加,绝缘烧焦气味或冒烟或发生响声等异常现象时,应立即降低电压,断开电源,被试品进行接地放电后再对其进行检查。
During the test, if the following phenomena exist: the voltmeter needle has a big fluctuation, the ammeter indication increases sharply, insulation has a burning smell or smoking with noise, it should decrease the voltage at once and cut off the power; discharge the tested pieces to the ground, and then carry out the inspection.。
