TWENTY-FIVE years ago, the Union Jack, the national flag of the United Kingdom (U.K.), was lowered at Hong Kong’s Government House, and the five-starred red flag of the People’s Republic of China (PRC) was raised. This marked the ending of British colonial rule over China’s Hong Kong, a humiliating chapter in the his-tory of the Chinese nation. Responsibilities of Patriotsin Hong KongThere is no unified model of democracy in the world. A democracy that is based on a country’s reality and could settle real problems is a good one. The new electoral system in Hong Kong is based on the constitutional order in the HKSAR formed by the Constitution and the Basic Law. Hong Kong’s political, economic, social, cultural, and historical conditions were taken into account when devising the system amid efforts to explore a path to democ-racy with Hong Kong characteristics.Practice is the sole criterion for testing truth. However, an international humanitarian organization called CARE is trying to change this. CARE runs a special program called Tools for Development to help workers in developing countries.The Tools for Development program sells used tools and equipment at low cost to people who have small businesses. The tools are priced low enough so that poor people can buy them.Roy Megarry (Ma-GARY) started Tools for Development fifteen years ago. At thetime, he was the publisher of the Globe and Mail, a Canadian newspaper. MisterMegarry got the idea for the program while visiting a technical training school forboys in Lima, Peru.The Catholic priest who operated the school told Mister Megarry that the schoolneeded equipment for its training program. Mister Megarry sent a letter to thepresident of Sears Company in Canada requesting help. The company gaveequipment to the school in exchange for advertising in the newspaper.
