At age of 71, Linda Pastan is author of 11 volumes of poetry. And she is this year’s winner of the Ruth Lilly Poetry Prize, given for lifetime achievement and at $100,000. Linda Pastan, welcome and congratulations.

When I read your poems, there is a consistent style: Concise, clear, short, and small moments captured.

Well, I have a natural impulse to condense. I’d like to write long narrative poems. I’d like to write a novel. And any time I start anything long, I keep trying to take out anything extraneous, and I end up with a small lyric poem that just happens. But each poem of mine goes through something like 100 revisions.

What are you seeking for?

Well, I want every word to have to be there, I want a certain kind of impact on the reader, the sort of condensed energy that can then go out.

You write a lot about your life, domestic life, and real-life issues. Why do you prefer to write on these issues?

I have always written about what’s around me, but I mean, ther e’s always something changing. When my children were small, there were a lot of small children running through the poems. As friends and family have started to age and die, there’s a lot more darkness and death in them. But I think I’ve always been interested in the dangers that are under the surface, but seem like simple, ordinary domestic life. It may seem like smooth surfaces, but there are tensions and dangers right underneath, and those are what I’m trying to get at.

Now, I don’t usually get to ask this of poets, but what will you do with $100,000?

I have seven grandchildren who are going to need some kind of help with college. So I’m going to do something serious with some of that money. But I felt that I had to do something really fun for myself, and since I am a compulsive reader, I am giving myself permission to but any books I want to buy. I used to write them down when I read about them or read reviews and wait a year until they came out in paperback. Now when they come out in hardback, if I want them I’m going to let myself buy them.

Well, Linda Pastan, congratulations and thank you for talking to us.

Section 2

Mr. President, ladies and gentlemen:

I would like to begin by sincerely thanking President Summers for his kind invitation.

It’s my great pleasure today to stand on the rostrum of Harvard and have this face-to-face exchange with you. China and the United States are far apart geographically and they differ greatly in the level of economic development and a culture background. In order to understand the true China, a changing society full of promises, it is necessary to get to know her yesterday, her today and her tomorrow.

China yesterday was a big ancient country that created a splendid civilization.

China today is a country in reform and opening-up and a rising power dedicated to peace.

Since China has 1.3 billion people, any small individual shortage, multiplied by 1.3 billion, become a big, big problem. And any considerable amount of financial and material resources, divided by 1.3 billion, becomes a very low per capita level. We can rely on no one except ourselves to resolve the problems facing our 1.3 billion people. By 1978, with the adoption of the reform and opening-up policies, we had ultimately found the right path of development---

the Chinese people’s path of independently building socialism with Chinese characteristics. The tremendous wealth created by China in the last thirty years has not only enabled our 1.3 billion countrymen to meet their basic need

for food, clothing and shelter, and basically realize a well-off standard of living, but also contributed to world development.

Of course, China is still a developing country. There is an obviously gap between its urban and rural areas and between the eastern and western regions. For China to reach the level of developed country, it will still take the sustained hard work of several generations, a dozen generations or even dozens of generations.

China tomorrow will continue to be a major country that loves peace and has a great deal to look forward to.

Now, China has laid down her three-step strategy toward modernization. From now to 2020, China will complete the building of a well-off society in an all-round way. By 2049, the year the People’s Republic of China will celebrate its centenary, we will have reached the level of a medium-developed country. We have no illusions but believe that on our way forward, we shall encounter many foreseeable and unpredictable difficulties and face all kinds of tough challenges. Of course, the Chinese Government and people are confident enough to overcome all the difficulties and achieve our ambitious goals through our vigorous efforts.

Today, humanity is in the middle of a period of drastic social change. My appeal is that we work together with our wisdom and strength for the progress and development of human civilization. Our success will do credit to our forebears and bring benefit to our posterity. In this way, our children and their children will be able to live in a more peaceful, more tranquil and more prosperous world. I am convinced that such an immensely bright and

beautiful tomorrow will arrive!

Throughout my term as Secretary-General, I have sought to place human beings at the center of everything we do---from conflict prevention to development to human rights. Securing real and lasting improvement in the lives of individual men and women is the measure of all we do at the United Nations.

It is in this spirit that I humbly accept the Centennial Nobel Peace Prize. Forty years ago today, the Prize for 1961 was awarded for the first time to a Secretary-General of the United Nations posthumously, because Dag Hammarskjold had already given his life for peace in Central Africa. And on the same day, the Prize for 1960 was awarded for the first time to an African—Albert Luthuli, one of the earliest leaders of the struggle against apartheid in South Africa. For me, as a young African beginning his career in the United Nations a few months later, those two men set a standard that I have sought to follow throughout my working life.

This award belongs not just to me. I do not stand here alone. On behalf of all my colleagues in every part of the United Nations, in every corner of the globe, who have devoted their lives—and in many instances risked or given their lives in the cause of peace—I thank the Members of the Nobel Committee for this high honor.

My own path to service at the United Nations was made possible by the sacrifice and commitment of my family and many friends from all continents---some of whom have passed away---who taught me and guider me. To them, I offer my most profound gratitude.

As early as 1999, Chinese President Jiang Zemin and French President Jacques Chirac discussed and then decided the exchanging Culture Year to be hosted by the two countries in turn. The grand opening ceremony of the Chinese Culture Year is soon to be held in Paris. Why does China decide to hole such a cultural activity in a foreign country?

As part of China’s strategy of “going global”, the Chinese Culture Year has emerged at the right moment under the Chinese policy of reform and opening-up, and in turn it exemplifies China’s intensifying that policy. With the improvement of its comprehensive national strength and its international status, China is now increasingly remarkable in the international arena. Meanwhile, there is an increasingly keen desire from the outside world to learn about China. Today China is ready to go global. All these have laid a solid foundation for us to popularize Chinese culture in the world at large and provided us with an unprecedented opportunity to promote the exchanges between the East and the West.

What kind of role does the culture exchange play in all international relations?

In the 21st century, the role and status of culture is becoming more and more critical in improving the international relations, therefore it is urgently important to conduct cultural exchanges and cooperation between countries. The communication of different cultures can help remove the misunderstanding between nations and improve the political and economic relationship among countries. Thus, cultural diplomacy has become part of the entire foreign affairs of China.

Why does China choose France as its destination to hole a Culture Year?

China and France are the two representative countries in the Orient and the Occident. Both of them attach much attention to protecting and popularizing their national cultures, call for the dialogue between different civilizations and the exchange of different cultures, and advocate maintaining their national cultural characteristics while defending and promoting the diversity of cultures in the world. The cultural tie plays a unique role in the Sino-French relation, so it is a direct concern of the leaders of both countries and a hallmark of their relation. The cultural exchange is a process of learning and drawing on the merits of each other. To hold the Culture Year is , as a matter of fact, to meet the needs of the development of China’s own culture. Chinese culture, on the one hand, must keep its locality and tradition, and on the other hand, must keep pace with the times. We admire the advanced cultures of other nations and would like to learn from them openheartedly. This just meets the needs of developing our national, popular and socialist culture.

The Chinese Culture Year has three subjects of “Ancient China, Colorful China and Modern China”. Under these major subjects China will exhibit more than 300 cultural items to the French public, of which over 60 items will be focused on. This is really rich and colorful, isn’t it? And then what do you expect of the Chinese Culture Year?

This is a Sino-French exchange and cooperation in all fields in the broadest concept of culture. The 300-plus items to be exhibited cover the areas of literature and art, education, science and technology, sports, ethnicity and tourism. The broad and narrow concepts of culture are relative, and nowadays the former one is the most popular in the international cultural exchange.

What do you think should be done to help the common French people know about the Chinese Culture Year and let them take part in the activities?

Cultural exchange is actually the communication between people, the bridging of souls. Exchange and communication can bring about mutual understanding, friendship and cooperation. During our Culture Year, we will, of course, put on performances in theatres, display Chinese calligraphy and paintings in exhibition halls and show our national historical relics in museums. In the meantime, we will prepare some exchange activities in mass cultural places to let more people understand Chinese culture. For by nature, culture belongs to the masses. All in all, we will work closely with the concerned French departments and cities in a sincere and responsible manner to make a simple, fervent and symbolic Chinese Culture Year which will arouse great response from the mass media.

Finally I would like to know how you understand the characteristics of French culture.

女士们,先生们,朋友们;

Ladies and gentlemen, friends,

Good morning!

First of all, on behalf of China Central Television, please allow me to thank the Cable and Satellite Broadcasting Association of Asia for inviting my colleagues and me to attend this meeting. I am very pleased to have this opportunity to meet with our counterparts from other countries and to exchange ideas on the theme of television development and cooperation in today’s world. I would like to thank the organizing committee for arranging the China session this morning. Yesterday, I listened to the presentations made here and I found the most frequently used words are “sustainability “and“localization “for media market development and its social responsibility. To realize all this, I believe, we should work with each other. The theme of my speech is “Enhancing Exchange and Cooperation---the Common Need of the International Television Media.”

With the continuous progress of mankind and social development, the world has become smaller. However, bias and misunderstanding still exist. That is why people of different countries need to exchange information and understand each other. Radio and television should become important media of exchanges and communications for people all over the world.

Last month, leaders of 55 radio and television stations from 17 countries attended the International Council of the Museum of Television and Radio in Beijing and visited Shanghai afterward.

Dr. Henry Kissinger, an old friend of the Chinese people, has ever said, “When I first came to China, here were only a limited number of radio and TV stations, said to be more than a thousand. China has made tremendous progress.” Indeed, as Dr. Kissinger observed, China’s television industry has developed by leaps and bounds in recent years. Since its birth in 1958, the industry has grown on a significant scale. Now the ownership of television sets has almost reached four hundred million in China with a coverage rate of 94 percent of the population. There are more than one thousand television channels and more than one hundred million cable subscribers from all over the country. China Central Television, or CCTV, has more than ten channels broadcasting more than 240 hours of programs very day. At present, CCTV is intensifying its reforms s and continuously implementing the development strategy of promoting channel specialization, programs with distinctive characteristics and quality programming to improve CCTV’s competitiveness among the international television media.

In China, CCTV has gained increasing social influence; we may say that TV is the most influential media in China. China has a population of 1.3 billion and 1 billion people watch TV. According to statistics, every Chinese watches

2 hours of TV per day. TV is also an important means to disseminate news & information, popularize scientific knowledge and supply cultural entertainment & social services. And CCTV’s advertising revenue also is growing

every year.

China, which is open to the rest of the world, pays a great deal of attention to the development of the television industry worldwide and actively participates in international exchanges and cooperation in the industry. At present, CCTV has imported a large number of documentaries, animated films, sports programs, movies and TV dramas from overseas every year. According to statistics, till now we have purchased and broadcast 1,360 series of documentary “Discovery”,121 movies, 148 TV serial dramas, and 116 series of animated films.

We sincerely welcome our counterparts in foreign countries to develop cooperation and exchange with us in ways they deem suitable. I believe that the prospects for future cooperation are great.

Your Excellency,

Thank you for your words of welcome. I am grateful for your hospitality, and honored by this reception at one of China’s grea t universities.

I also thank the students here for this opportunity to meet with you, to talk a little bit about my country and answer some of your questions. The standards and reputation of this university are known around the world, and I know what an achievement it is to be here. I have two daughters in college, one at Yale and the other at the University of Texas. I am proud of my daughters just like I am sure your parents are proud of you.

Once, America knew China only by its history as a great and enduring civilization. Today, we see a China that is still defined by noble traditions of family, scholarship, and honor. And we see a China that is becoming one of the most dynamic and creative societies in the world as demonstrated by all the knowledge and potential right here in this room.

China is on a rising path and America welcomes the emergence of strong, peaceful, and prosperous China.

We are a free nation, where men and women have the opportunity to achieve their dreams. No matter your background or circumstance of birth, in America you can get a good education, start a business, raise a family, worship freely and help elect the leaders of your community and country. You can support the policies of your government, or you are free to openly disagree with them. Those who fear freedom sometimes argue it could lead to chaos, but

it does not, because freedom means more than every man for himself.

Many of the values that guide our life in America are first shaped in our families, just as they are in your country. American Moms and Dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation. In our families, we find love and learn responsibility and character.

And many Americans voluntarily devote part of their lives to serving others. An amazing number nearly half of all adults in America volunteer time every week to make their communities better by mentoring children, visiting the sick, caring for the elderly and helping with a thousand other needs and caused. This is one of the great strengths of my country. People take responsibility for helping others without being told, motivated by their good hearts and often by their faith.

The new China your generation is building will need the profound wisdom of your traditions. The lure of materialism challenges society in our country and in many successful countries. Your ancient ethic of personal and family responsibility will serve you well.

Behind China’s economic success today are talented, energetic people. In the near future, these same men and women will play a full and active role in your government. This university is not simply turning out specialists, it is preparing citizens. And citizens are not spectators in the affairs of their country. They are participants in its future.

Change is coming. China is already having secret ballot and competitive elections at the local level. Nearly twenty years ago, Deng Xiaoping said that China would eventually expand democratic elections all the way to the national level and I look forward to that day.

All of these changes will lead to a stronger, more confident China, a China that can astonish and enrich the world, a China that your generation will help create. This is one of the most exciting times in the history of your country, a time when even the grandest hopes seem within your reach.

Hi, I will have a trip to Shanghai next week. I’ve heard it is a beautiful city in China, isn’t it?

I am told that Shanghai was formerly an unimportant fishing village. But now it has grown into one of the world’s largest sea ports and a major industrial and commercial center of China. Amazing changes! Would you please tell me more about it?

OK, You know, Shanghai first opened to the outside world in the 19th century as a result of the expansion of foreign nations and, more recently, has reopened to the outside world since 1980’s. Now, Shanghai has become China’s most energetic and cosmopolitan city. It has attracted immigrants from China as well as abroad. Its residents are known for their business talents, quick wit, and sophistication. A tourist city, Shanghai attracts travellers from home and abroad both because of its commercial activity and its scenic beauty.

I read from one tourist information guide that, as you walk through Shanghai, you may feel as though you are entering a fair of world architecture or an art gallery of human civilization. Do you think the words are an exaggeration?

Oh, I don’t think they are an exaggeration. In fact, Shanghai is unique among world cities in its variety of architectural styles. This variety reflects the wisdom and efforts of architects, engineers, and workers-both foreign and domestic-and is a precious legacy to the world.

I see. Would you recommend some scenic spots worth visiting in Shanghai?

Sure, first, I’d like to recommend you the Bund. Once the most famous street in Asia, it is a tree-lined promenade along the Huangpu River. All attracted by its grandeur, many major firms of the Far East had their headquarters in the building facing the river.

The guide also suggests that I visit the Yu Garden. What do you think of it?

The Yu Garden is characteristic of the architectural style of the Ming Dynasty. It is a private garden in the southeast of shanghai, with a history of more than 400 years.

You are welcome. And there are many other places you can’t miss touring, such as the Pudong area, Shanghai Botanical Gardens, Shanghai Museum, Oriental Pearl, etc.

Wish you a good tour in Shanghai!

If you visit only one place in South Africa, make it Cape Town. It is reputed to be South Africa’s most beautiful and most vi sited city. You will find Cape Town nestling below Table Mountain, which stands sentinel over the city. Few cities in the world possess its beauty and style. Even though Cape Town is relatively small, there is plenty to see and do. The architecture is a mix of Dutch and English colonial styles. Attractions include the castle of Good Hope, built in the 17th Century and the District Six Museum. The city is a happy collision of many things: The Indian and Atlantic Oceans meet here, as well as vineyards, beaches and all types of Mediterranean cuisine, all cradled by Table Mountain. It is also the second-biggest city in South Africa for business, right behind Johannesburg, but infinitely better looking and more relaxed.

The city has often been likened to San Francisco, but Cape Town has what San Francisco can never have---its spectacular mountain. Table Mountain is key to Cape Town’s identity. Wherever you are, you will see the huge flat topped icon overlooking the buildings in the city. It dominates the city in a way that is difficult to imagine until you visit. In the afternoon, when creeping clouds spill over the mountain, the whole town seems to shiver and hold its breath. Depending on which side of the mountain you live, it even dictates when the sun will rise and set. Many ambitious visitors attempt to climb the mountain, but by far the most relaxing route to the top is via the cable car, which goes through a 360 degree turn on its way to the top to provide a dizzying panoramic view.

Cape Town is surprisingly small. A stroll through the lovely city center reveals vestiges of Cape Town’s three centuries. While the British and Dutch may have colonized South Africa, thankfully their influence did n ot make it to the food. And everywhere, whether you’re eating outdoors at one of the country’s best restaurants or sipping wine atop. Table Mountain, you sense---correctly---that this is South Africa’s most urbane, civilized city. Modern South Africa was born here, and today it is a meeting plan for Africa and the rest of the world, which gives its own particular vibrancy.

Cape Town is home to the country’s best museums, restaurants, and ho tels. The diverse cultural heritage is evident when one visits the various national museums and sights such as the Castle Good Hope, dating back to the Dutch East Indies Company, the South African Cultural History Museum, the District 6 Museum.

Bravo! Though I know little about the background of the play, speaking from an artistic angle, the choreography, stage scenery, lighting and music are just fabulous. In particular, the young dancers’ performance was wonderful.

Thanks. As a gift presented by the National Ballet of China to the Chinese Culture Year, the classical ballet The Red Detachment of Women is a combination of traditional Chinese dance and the cream of classical European ballet. You’ve taken the words out of my mouth! Just as the director of a local opera house commented, the ballet is China’s Giselle. Speaking of the Chinese Culture Year, could you enlighten me a little?

The Chinese Culture Year is part of the activities initiated the year before last by the leaders of our two countries to celebrate the 35th anniversary of diplomatic relations between China and your country. This year as planned, the two countries have inaugurated respectively a series of cultural exchange activities. More than 200 projects are involved, covering fields such as art and literature, education, science and technology, sports, folklore and tourism. This event marks the largest-ever cultural-exchange activity jointly hosted by China and a foreign country.

You know I am a cultural vulture. Anything foreign instantly arouses my interest. Could you recommend some events that I might go to?

You bet! But with so many activities, where should I begin? From these , you can get a certain sense of the enduring charm of china’s ancient cultural achievements and its creative vigor of modern times .

Thanks for your information. As the saying goes, what is national also belongs to the world, more and more people across the world are getting hooked up to the Chinese culture. And I hear the Chinese government is sparing no efforts in protecting its cultural heritage.

Really amazing! I won’t miss such Chinese cultural extravaganza on my doorstep. And I believe activities like these will surely help promote the understanding and friendship between our two peoples.

Welcome to the British Museum. Before we start our tour, I’d like to brief you on the history of this world-renowned treasure house of knowledge.

The origins of the british museum lie in the collection of sir hans sloane 1660-1753, an eminent physician and naturalist . Sloane bequeathed his museum of 80,000 objects, his herbarium and library of George II For the brithish nation in return for payment of $20,000 to his daughters .by the british museum act of 1753, parliament provided for funds to be raised by public plotter on 15 january, 1759, the british museum opend to the public . with the of two world wars, when parts of the collection were evacuated , it has remained open ever since, gradually incteasing its opning hours and moving from an attendance of perhaps 5, 000 a year to more than 5 million today .

From its beginnings the British Museum was a new type of institution. Governed by a body of Trustees responsible to Parliament, its collections belonged to the nation, and admissions were free and open to all. Entry was directed

to be given to all studious and curious persons and throughout the Museum’s history public enjoyment has been linked with scholarship and education. From the first a Reading Room was provided in which readers could consult the library and learned staff were engaged to curate and catalogue the collections.

The foundation collections largely consisted of books, manuscripts and natural history with some antiquities and ethnography. The museum was first housed in a 17th-century mansion which was quickly outgrown by the rapidly expanding collections. In 1823 the gift to the nation by George IV of his father’s substantial library (the King’s Library) provided the catalyst for the construction of the present neo-classical building designed by Sir Robert Smirke. The first phase was largely completed in 1852, followed in 1957 by the round Reading Room, erected in Smirke’s central courtyard.

The 19th century was a time of popular expansion and, particularly on public holidays, the Museum attracted great crowds of all ages and backgrounds. While the scholarly work continued with the publication of the Museum’s great series of learned catalogues, many curators took an interest in broadening the Museum’s appeal through lectures and improved display. The first popular synopsis(guide)to the collections was published in 1808.

How do you do, Mr. Smith? My name is Zhang Feng from Shanghai Technical Import Corp. Though it is the first time for us to meet here, we are already old friends. I have been very familiar with your name in the past business correspondence. I have long expected to see you.

This is my first visit to the metropolis of Shanghai and I am deeply impressed by what I see here.

You have been here for quite several days, I suppose. What scenic spots have you visited here?

Yes, I’ve been round the city, and seen some famous historical spots. I enjoyed the visits very much.

I’m glad that you like our city. What good news have you got for us on the payment?

Well, I think we have explained to you in our correspondence why we could not accept your proposal. As you know, the complete set of equipment you intend to buy from us will involve in the whole factory equipment including the necessary accessories and parts. It is time and money consuming to manufacture all these. All in all, it involves a tremendous sum of money which is beyond our means.

Mr. Smiths, it’s sure that the complete plant we intend to buy is not small, but I’m afraid you are too reserved when you say it is beyond your financial capacity. Your company is one of the largest and most famous multinationals

in the world, having 40 branches in more than 20 countries. So, it is nothing for you to finance the manufacturing of the complete plant.

But, Mr. Zhang, you should understand that a branch of the multinational does not mean the company itself. Each branch is independent with regard to finance and accounting. Of course, this does not mean there is no mutual help between the head office and the branches. However, any of our plans must be approved by the board of directors of the multinational before it is put into practice.

I can understand that the branches of a multinational are independent in their financing and accounting. In China, we have a lot of associated enterprises. Though they are of socialist ownership, each unit within the associated enterprise is independent in finance and is responsible for its own financial gains or losses. We know the condition of your branch. It is out of question for you to manufacture the complete plant that we intend to buy. Whatever,

with regard to the finance, you may get help from the head office whenever necessary. I’m sure that the board of the directors, when they told that you are doing business with China, will give favorable consideration to providing your financial help.

Oh, I agree on the point. But you see, even if our head office gives us any financial aid, interest has to be paid just the same as a loan from a commercial bank. In that sense, our own money would be tied up in your plant while we had to pay interest to the head office for the money borrowed from them.

Mr. Smith, I would like to remind you that we took into consideration the factor of deferred payment when we cabled you our acceptance of your final offer that means the present price agreed upon by our two parties is a bit higher than that for the normal payment terms .

But we did not expect the payment to be effected after actually receiving the shipment. It’s even more unfavorable to us than the D/P terms, and besides, we haven’t any banker’s guarantee.

As to the guarantee of a bank, we may ask Bank of China for help. Do you have any specific proposal now?

Yes. I propose that payment be made by installments, that is, after each shipment we will send you the Bs/L and other necessary documents through our bank and yours---Bank of China. As long as the documents are in order you should effect payment without delay. To ensure the payment, Bank of China should give us a written letter to the effect that they will guarantee for the whole transaction, or give separate letters of guarantee for separate installments. Either way, the letter of guarantee should reach us two months before shipment is due, as stipulated in the contract.

Your proposal seems to be acceptable, but I cannot promise you anything now. I have to report to our general manager. We will hold a discussion on this issue within our company and consult it with Bank of China. Shall we meet again here next Friday when we can give you the complete scheme?

OK. I am looking forward to your favorable reply. Now it is one o’clock in the afternoon. I would like to invite you to a lunch if you don’t mind.

Alright, let’s go. Thank you for your invitation.

女士们,先生们;

Ladies and gentlemen,

Good morning! I’m glad to be here, and honored to be giving this keynote address. By posing the question, “What’s new and what’s next in implementing business solutions,” the conference organizers are, in some way, suggesting that we are at a crossroads.

I would tend to agree that over the past few years we’ve come a long way, and there are now some very specific things that we must accomplish to fully tap the potential of e-business. I’d like to continue challenging each of us to use what we’ve learned, and to recognize that for many components of e-business, we can’t go it alone.” We must act as an industry.

You’ll hear it said more than once during this two-day event: E-business in the chemical industry is coming of age. E-business is making us more effective and competitive---it’s making us rethink how we work with customers and each other.

But there’s still a long way to go. And in many respects, the technology is the easy part.

E-business is just the latest chapter in the IT “revolution.” And, like virtually every field of technology in history, the full force of its impact will not be felt until the technology is used by ordinary people. Not the early adopters, not the experimenters, but the majority of people. And that’s true with each generation of technology—from the printing press to the telegraph, to radio, to television and to the Internet.

It’s up to us to make e-business both relevant and sensible to our colleagues, our employee suppliers, customers and everyone else we do business with. Only then will we make the leap in perception. And we must make the leap to firmly engrain e-business into the production and sale of chemicals and plastics.

The collective mindset of our industry must change. E-business is not just a technology trend. Nor is it just a way to save money. In fact, it is a natural extension of the “technology “that is already integrated into the fabric of our everyday operations.

First of all can I thank Euromoney for having put on this Business Forum and thank so many of you for coming to listen to me, and I am absolutely delighted to be back in Shanghai again. I came here first in 1988. I don’t suppose any of these buildings were here in 1988. Then I came back five years ago, and I have come back today and I have seen another remarkable transformation. It is a quite extraordinary city you have here, and congratulations to everybody who is involved in its development, because I think you are well on your way to being a world class city by 2015.

We fully support that ambition, and I should also say congratulations to Shanghai because they won their bid to host the Expo in 2010. And the links between UK companies and Shanghai are getting ever closer, and actually between the people as well. When I was with the Mayor, walking along the Bund just a short time ago, there was a woman journalist who rushed up to ask me a question. She finished asking me the question, and I asked her---because I thought she spoke very good English---Where she had learned English. She has just been a Cambridge graduate and is returning to do her viva for her degree. And it is an amazing thing to think now that you have more Chinese students coming to the UK than any other country.

And there are other things that I think we are learning from each other too. Take urban development for example. Some development projects in China, such as the western development strategy, aim to meet the core infrastructure need, and this is an area where we have got very particular strengths, because our experience in urban regeneration, and in particular in getting public and private sectors to work together, is something that I think we have to offer you by way of expertise here in Shanghai.

Your sister city in the UK, as you know, is Liverpool. And the links between those two cities are important obviously in a cultural sense, but they are also important because we can offer some good examples of how urban regeneration can transform a city. Now you are transforming Shanghai obviously in an extraordinary way already, but it is interesting that some of the same principles that we apply in the northwest of England, in Liverpool, apply here as well. And we believe our expertise has something to offer you there too.

There is another area in which we can help, and I have just been discussing this with some of your entrepreneurs and city officials upstairs. The UK is a world leader in the development of public-private partnerships, which involve the public and the private sector working together to provide infrastructure and services. And in the UK, the private financing initiatives have enabled us to develop our infrastructure more cost effectively, more quickly and to a higher quality than otherwise would have been possible. And it is playing a big part now, as I was explaining to your people upstairs. It is playing a big part in allowing us to have major public sector building programmers delivered on budget and on cost.

And coming here to Shanghai, I want to say to you first of all how delighted I have been to see the enormous progress in this city; but secondly to express my profound admiration for what you are doing here, not just in Shanghai, but throughout the whole of China to bring progress and wealth to all your people.

What would you say are some of the key differences that you have noticed in management and work style between China and the West?

There are some obvious differences that I detect. For example, Chinese managers like to hurry and do things very quickly—there is always a sense of pressure and urgency. In China I sometimes sense that in our business dealing we do not always place the same importance on planning as you seem to in the West—our focus tends to be on the short term. Indeed there is the perception that we perform better under stress and time pressure. But an interesting contradiction is that in our wider Chinese culture we are very long-term focused! Equally, I know that many Western managers complain about their narrow short-term financial focus!

What about the role of leadership and the differences you see there?

There is a lot of difference when it comes to leadership and authority. In the West, leadership often tends to be task=focused and straightforward. Chinese managers, however, tend to be more focused on to determine who is awarded a role or task. In China, the personal relationship will determine who gets to do what. In traditional Chinese culture the boss is all-powerful and the organizational hierarchy is a critical element of managing an organization or business---it is the key mechanism to running the business. As a boss you are expected to know all the answers and be the source of clear direction. People expect the boss to instruct and lead at all times, and the staff will wait for that instruction and thus be heavily dependent on the boss.

How do you compare this approach to the Western one?

In contrast I see Western managers as much more open and egalitarian. Generally speaking, people are consulted on more issues. From these discussions, ownership of the problem or commitment to the project is sought and believed to follow. To the Chinese this may seem to result in slow decision making and in some cases frustration. Whilst Chinese behavior often results in fast decisions, it does not imply that people are committed to the decision. Indeed loyalty is not necessarily seen as a strong trait. At the moment I see people moving on very quickly in China in order to progress-there is little allegiance or loyalty to organizations.

Much has been made about differences in dealing with conflict. How do you see these?

As many people might already know, managing conflict in public or open meetings is largely avoided in China. In Asia the loss of face is a major taboo. Losing face is viewed as something quite shameful. Addressing difficult problems in an open meeting that results in someone being criticized is a big mistake. That is not to say the Chinese managers do not have conflicts with each other. Rather they will deal with any conflicts in private and in a confidential manner. In open meetings Chinese managers are likely to be indirect and reserved. They will handle differences in a soft and circuitous way. In the West you tend to be quite happy to address problems in an open forum. It is often viewed as a positive experience. Conflict is often dealt with in an open and direct way; where problems occur they are frequently dealt with head on.

What are the Chinese managers like in the eyes of the Westerners?

I think that many European managers view the Chinese managers as constantly changing their minds and being inconsistent in their actions. I sense that some Western managers have a prejudiced view of the Chinese management cadre. Some perceive the Chinese as inflexible and unreliable. Comments that the Chinese lack expertise and competence are also common. Clearly we do not always know the latest Western standards but we can be very quick and dynamic.

And in the eyes of the Chinese managers, what are the Western managers like?

Indeed Western managers can be seen by Chinese bosses as slow and cumbersome in making and carrying out decisions. The Chinese boss cannot understand why the Western boss has to consult and collaborate and report back to HQ. This is often viewed as slow and bureaucratic. You hear managers in China saying that Western bosses talk too much and don’t take decisions. At the end of the day neither perspective is right or wrong but rather just different. Learning to understand these differences goes some way to helping us understand the issues.

In the 19th century, railroads were the big innovation. Perhaps nothing matched their economic impact until the advent of the personal computer. But some of you may wonder what a railroader has to say about innovation in the 21st century.

My message is that no enterprise needs to be more innovation than an established business in a mature industry.

Interpretation Training Test Paper C (Tape script) Part A ( E-C) (50%) Directions: In this part of the test, you will hear two passages in English. Each passage consists of two paragraphs. After you have heard each paragraph, interpret it into Chinese. You may take notes while listening. Passage 1 (25%): Mr. President, your state visit to our country gives us the opportunity and responsibility to chart a course for the future that is more positive, more stable and, hopefully, more productive than our relations have been for the last few years. China is a great country with a rich and proud history and strong future. The direction China takes toward cooperation or conflict will profoundly affect Asia, America, and the world for decades. The emergence of a China as a power that is stable, open and non-aggressive, that embraces free markets, and that works with us to build a secure international order is deeply in the interest of our people. Passage 2 (25%): For most people, almost any place can become a tourist destination as long as it is different from the place where the traveler usually lives. New York may not be a tourist attraction to a New Yorker, but for a Londoner it may have many charms. The famous tourist sites of many big cities offer a unique historic atmosphere, such as the Great Wall and the Palace Museum of Beijing, and the Buckingham Palace and St Paul’s Cathedral of London. Tourists will indeed be affected by the unusual atmosphere of those cities. Smaller towns and rural areas throughout the world have attractions of this kind for tourists. An excellent example is the small village town of Zhou Zhuang in China, known as “the Venice of the Orient”. Of course, natural scenery has always been an attraction for tourists. Tens of thousands of people visit Niagara Falls every year, for example. Its reputation as a place for honeymoon is world-famous. Part B ( C-E) (50%) Directions: In this part of the test, you will hear two passages in Chinese. Each passage consists of two paragraphs. After you have heard each paragraph, interpret it

1. I said this morning that today would be an opportunity for our nations, both individually and collectively, to make concrete commitments and take tangible steps to secure nuclear materials so they never fall into the hands of terrorists who would surely use them. 2. This evening, I can report that we have seized this opportunity, and because of the steps we’ve taken--as individual nations and as an international community--the American people will be safer and the world will be more secure. 3. I want to thank all who participated in this historic summit -- 49 leaders from every region of the world. Today’s progress was possible because these leaders came not simply to talk, but to take action; not simply to make vague pledges of future action, but to commit to meaningful steps that they are prepared to implement right now. 4. I also want to thank my colleagues for the candor and cooperative spirit that they brought to the discussions. This was not a day of long speeches or lectures on what other nations must do. We listened to each other, with mutual respect. We recognized that while different countries face different challenges, we have a mutual interest in securing these dangerous materials. 1. In the 21st century your generation must also lead the challenge of an international financial system that has no respect for national borders. When stock markets fall in Hong Kong or Jakarta, the effects are no longer local; they are global. The vibrant growth of your own economy is tied closely, therefore, to the restoration of stability and growth in the Asia Pacific region. 2. China has steadfastly shouldered its responsibilities to the region and the world in this latest financial crisis -- helping to prevent another cycle of dangerous devaluations. We must continue to work together to counter this threat to the global financial system and to the growth and prosperity which should be embracing all of this region. 3. In each of these vital areas that I have mentioned, we can clearly accomplish so much more by walking together rather than standing apart. That is why we should work to see that the productive relationship we now enjoy blossoms into a fuller partnership in the new century. 4. If that is to happen, it is very important that we understand each other better, that we understand both our common interest and our shared aspirations and our honest differences. I believe the kind of open, direct exchange can both clarify and narrow our differences, and, more important, by allowing people to understand and debate and discuss these things can give a greater sense of confidence to our people that we can make a better future. To people of Chinese all over the world, the lunar new year is undoubtedly the most important festival all the year .Dating back 3000 years, it cerebrates the passing of a peaceful year and to welcome a new one The reunion dinner on New Y ear's Eve is the most meaningful one in entire year. So members of a big family will gather up, even if some are far away. The reunion dinner shows the importance of family in the culture of Chinese people, which can strengthen the sense of togetherness of family. The way people celebrate the New Y ear embodies two important core values. The first value is the sense of family togetherness; members of multi-generation families are all there to have a big reunion dinner. Everyone will follow this custom. The female members are always responsible for preparing the dinner, and some rich families may take on extra hands .The second value lies in the happy visits mutually made between friends and relatives, a good way to strengthen kinship and friendship. Well, in China, HIV/AIDS has become a very serious problem related to social development. There’ve been cases of people being accidentally infected with HIV/ AIDS, through accepting polluted blood from hospitals, babies acquiring the disease from their mothers, having improper sexual relationships. From the time we discovered the first AIDS infections. Experts estimate that more than 900,000 people had been infected with HIV by the end of last year. If we don’t take some efficient measures, this number will double by 2010. First, because of poverty, people lack education and information about the prevention of HIV/ AIDS. Second, ignorance. People do not pay much attention to this problem. Third, they lack proper resources, things like training, money and information. According to reports, we still do not have an efficient medicine to cure HIV/ AIDS. 6.4 外交为民
