篇一:《权属证明书》 权属证明书在武汉南湖山庄买了1套房子，开发商佳和房地产公司说9月18日交房后大概3个月能在房产局完成初始登记(格式合同上也是这么说的)，关于房屋权属证明书，合同上写明是8个月之内办理完成. 我想问的是，房屋权属证明书一般什么时候可以拿到手?有同事买房时交房就给房屋权属证明书.这个开发商需要这么长时间，会不会有诈啊? 你同事说的情况是属于现房或者存量的空置房，一般在交房后很快就可以办理产权，但是也需要在你缴纳契税、印花税、公共维修基金之后。 一般期房在交房后很多城市办理的速度不一样，有的城市规定，在开发商把所有文件齐备申报后180个工作日就可以办理产权证，不过只要合同经过登记备案，合同就生效了，房子就受到法律保护，办理户口、入学等手续凭合同就可以。 带上开发商营业执照复印件，组织机构代码怔复印件，法人身份怔复印件，委托补办权属证明书，房屋合同,发票以及个人有效证件，到房屋所在房地局背案登记，然后申请挂失补办。在当地权威报刊上登报(遗失公告)。登报两个月(60天后)，在去房地局申请补办。5个工作日内可以出怔。

谈谈医院的房地产权证问题 目前上海的市级医院大多已有几十年甚至上百年的历史。不同历史时期所建造的建筑物很多都在使用。 由于年代久远以及种种历史遗留问题，造成好多医院的房产证面积与实际建筑面积严重不符。 上世纪70 80年代的建筑物由于当时的违章建造和自行搭建较多，加之档案管理不齐全，图纸资料缺乏科学性和合法性。甚者施工图纸都是医院的工程人员自行绘制，有些医院不重视造成至今的房产证还是60 70年代颁发的，房产证内的面积表都为手写。 由于档案缺乏规范管理，好些医院就连自己医院的实际建筑面积都无法精确统计。例如：1）房产证上登记而已拆除的建筑面积，由于种种原没有及时办理变更，因而房产证上没有体现的； 2）新建建筑物由于不符合规划要求而不能通过规划验收或未通过备案制验收，故不能办理房产证登记的； 3）规划要求拆除的建筑而没有拆除的。 4）规划要求拆除的建筑不但没有拆除而又在此基础上扩建的。 5）规划要求拆除的建筑只拆除部分的等等，各种情况都有。 为此，造成房产证上的建筑面积与实际建筑面积相差甚远，大多新建的建筑由于各种各样的情况而不能登记在房产证上。
由于几十年的管理不规范的积压以及医院领导的不重视，常以病人多为由，我行我素，该拆的不拆，不该建的在建。甚至找熟人，通关系。极不重视规划部门的法律法规，反正有关部门不会，也没有哪个部门会责令医院就此停业整改。形成蝴蝶效应，医院间此问题较为普遍。 医院有关人员要应加强国家关于规划的法律意识，医院各级领导应给予重视和支持。 特别是由卫生基建管理中心代建，代管项目，一定要对此加强管理，严格执行国家有关规划的要求和法律法规，书面督促有关医院做好规划竣工验收，备案制验收及土地核验。早日把医院的房地产权证回复正常。 陈乃林 二0一二年七月
