Europe's worries over government spending and debts heightened on Thursday, with Spain's credit standing downgraded as the continent's leaders get set for a summit to deal with the crisis.

Moody's Investors Service cut Spain's credit rating one notch to Aa2 and warned of possible further downgrades. The ratings service said it believes Spain will have to spend more than double the $28 billion the government estimates it will cost to restructure the finances of Spanish savings banks.

European leaders are planning to meet Friday in Brussels to help shape a new plan to deal with the government debts of some of the continent's countries, particularly those on the geographic periphery in Greece, Ireland, Portugal and Spain. Greece and Ireland reluctantly accepted bailouts last year to deal with their debt issues, and some European officials say they fear the Portugal could be next. The Lisbon government has staunchly rejected that view.

EU leaders could adopt some measures in an attempt to impose uniform spending practices in the 17 nations that use the euro currency. But there have been wide objections to an austerity plan proposed by Germany and France, the continent's two strongest economies. Countries with burgeoning government debts say they are worried about a loss of autonomy and prestige if a continent-wide plan emerges.

Hundreds of people have been killed in a massive earthquake in Japan that triggered a devastating tsunami. The quake -- the most powerful to hit Japan in more than 100 years -- caused massive damage and many people are missing and feared dead.

The 8.9 magnitude quake struck Friday off Japan's eastern coast, and prompted tsunami warnings across the Pacific as far away as South America and the U.S. West Coast. The Red Cross warned that the 10-meter high tidal wave could wash over some small islands entirely.

In Japan, the tsunami swept away boats, cars and hundreds of houses in coastal areas north of Tokyo.

The quake shook buildings in the Japanese capital and caused several fires. All train and subway traffic in Tokyo has been stopped, and thousands of people there were unable to get back home.

Authorities ordered the evacuation of about 3,000 people from the area around the Fukushima Daiichi nuclear power plant north of Tokyo. No radiation leaks were detected, but officials are concerned the reactor's core may overheat due to a system malfunction. A fire was also reported earlier in the turbine building of the Onagawa nuclear plant in Miyagi.

Addressing the nation, Japanese Prime Minister Naoto Kan said the government would do everything it can to minimize the effects of the disaster. And in Washington, President Barack Obama said the United States is ready to help the people of Japan. The U.S. military in Japan has opened up the Yokota Air Base to some commercial flights diverted from Japanese airports.

The first tsunami waves have reached the U.S. West Coast after sweeping past the country's Pacific island state of Hawaii. There have been no immediate reports of casualties in the U.S.

Waves of a meter or more hit the coastal state of Oregon on the U.S. mainland Friday. Residents in Oregon and northern California have been advised to evacuate low-lying areas. Emergency officials warned of possible flooding spawned by the tsunami, which developed after the 8.9 magnitude earthquake struck off the coast of Japan.

Waves of up to two meters hit the Hawaiian chain of islands, swamping the beach at the Waikiki resort on the island of Oahu. But there were no immediate reports of widespread damage.

In Washington, White House Chief of Staff Bill Daley said there did not appear to be "any enormous impact" from the tsunami in Hawaii. He said the "enormous fears" about damage on the island state had "diminished greatly."

Emergency officials in Hawaii had hours to prepare after the quake struck. Residents in low-lying coastal areas were moved to community centers and schools on higher grounds. Many people waited in long lines to buy gas and groceries.

In a statement, President Barack Obama expressed condolences to the people of Japan and also said he has directed the Federal Emergency Management Agency to be prepared to assist residents of Hawaii, U.S. Pacific territories and the U.S. West Coast.

An explosion blew the roof and outer walls off of the number 3 unit Monday at the Fukushima nuclear power plant in earthquake-stricken northern Japan.

A similar explosion struck the number 1 unit on Saturday at the plant, where cooling systems were knocked out by Friday's devastating earthquake and tsunami. Officials said the inner containment vessel remained intact after Monday's explosion and they did not believe there had been a major release of radiation.

However engineers were still struggling to gain control of a new threat at the number 2 unit, where officials reported a total failure of the cooling system. The operators of the plant, Tokyo Electric Power Company, said the coolant had evaporated exposing the fuel rods, raising the risk of them melting down.

If the heat from a meltdown ruptures the containment vessel, that could permit a major release of radiation with serious health consequences. Engineers were desperately pumping sea water into all three units at Fukushima in an effort to cool them down.

Engineers have also vented steam from the plants to release a build-up of pressure. Hydrogen in the steam is believed to have mixed with oxygen, causing the two explosions.

Almost 200,000 people have already been evacuated from areas around Fukushima and other troubled nuclear power stations. About 600 people still in homes near the Fukushima plant were advised to remain indoors.

The commander of the aircraft carrier USS Ronald Reagan, which has been assisting in relief efforts from about 160 kilometers offshore, said the American fleet had moved away from the Fukushima plant after low levels of radiation were detected on 17 crewmen. He said the radiation was easily washed off.

The nuclear crisis has diverted attention away from a massive rescue and relief effort. The total death toll from the quake and tsunami is expected to reach more than 10,000.

A Saudi Arabian official says about 1,000 Saudi troops have entered the neighboring island state of Bahrain to help its minority Sunni rulers boost security after weeks of anti-government protests.

The official says the Saudi troops that crossed into Bahrain late Sunday and early Monday are part of a regional force set up by the six-nation Gulf Cooperation Council. There was no immediate confirmation from Bahrain's government. But a Bahraini newspaper linked to the ruling al-Khalifa family reported Monday that a GCC force was expected to arrive in the country.

Earlier, pro-government Bahraini lawmakers urged the government to impose martial law to put an end to a month of protests by majority Shi'ites demanding a greater political voice in the country's affairs.

The state-run Bahrain News Agency said the lawmakers want King Hamad bin Issa al-Khalifa to enforce martial law for three months and impose a curfew to protect peace and stability
