浅论项目设计阶段的工程造价控制及项目清单计量的思考研究

摘要：在建筑工程企业中，工程造价控制是至关重要的环节，在阐述了工程量清单计价的基本概念的基础上，本文分析了当今该环节发展的现状及存在的问题，并提出了有效的应对策略。着重叙述在工程量清单计价模式下，在工程的投资决策阶段、设计阶段、招投标阶段、施工及竣工决算阶段的工程造价控制方法。

Abstract: In the construction enterprises, the project cost control is the vital link, on the basis of expounds the basic concept of the engineering quantity list valuation, this paper analyzes the current development of the link in the status quo and existing problems, and puts forward effective coping strategies. Described in the pattern of project quantity list valuation, in project investment decision stage, design stage, stage of bidding, construction and completion of the final phase of the project cost control methods.

前言
建筑行业的快速发展使工程量清单的招投标管理逐步凸显出制度不完善、计价方式不合理等问题。随着市场经济的腾飞，建筑工程原有计价模式已无法适应战略化经济时代对建筑招投标管理的全新需求，因此本文从推行工程量清单招投标管理的优势出发，对建设项目工程造价全过程控制方法进行了简单的阐述。
一、何谓工程量清单计价
1.工程量清单
工程量清单是指建设工程的分部分项工程项目、措施项目、其他项目、规费项目和税金项目的名称及相应数量等的明细清单。它是按照招标要求和施工设计图纸要求规定将拟建招标工作的全部项目和内容，依照统一的项目编码、项目名称、项目特征、计量单位和工程量计算规则进行编制，计算拟招标工程的工程数量的表格。它包括分部分项工程量清单、措施项目清单、其他项目清单、规费项目清单和税金项目清单。
