PART I GENERAL PROVISION第I 部分-总则

SECTION 1 INTENT第1节-目的

It is intent of these Specifications (hereinafter called the Specifications) and accompanying plans to describe and set forth the design, material, construction and equipment of a ocean going, single screw diesel driven single deck conventional type double skin bulk carrier.

这些规格书(下文简称?规格书?)及所附图纸是为了描述和阐明关于一艘单机、单桨、单甲板双壳散货轮的设计、材料、结构和装备。

General Arrangement Plan, Midship Section and Makers’ List will accompany and form an integral part of the Specifications. The Specifications and attached plans are complementary to each other.

所附的总布臵图、船舯剖面图和厂商表将与规格书构成一体,并且规格书与所附图纸将相互补充。

The terms of the shipbuilding contract shall prevail and govern in the event of disagreement, contradiction or any inconsistency between the shipbuilding contract and Specifications, and General Arrangement Plan.

当建造合同和规格书以及总布臵图间存在不同、矛盾或不一致时,应以合同中的条款为准。

In addition, in the event of disagreement, contradiction or any inconsistency between the Specifications and the drawings, the Specifications shall prevail.

此外,当规格书与图纸间存在不同、矛盾或不一致时,应以规格书为准。

The Builder shall furnish all items required for the completion of the vessel in accordance with these specifications except items specifically stated herein as to be furnished and supplied by the Owner.

除了规格书中特别申明那些将由船东供给的项目外,船厂应供给用于按照这些规格书完成该船建造的所有项目。

Anything not mentioned in or covered by these Specifications and the attached plans but required for normal operation of this type of vessel to be provided by Builder according to the shipbuilding practice.

对于那些规格书和所附图纸中未提及但却为该型船正常航行所必需的任何项目,船厂则应按照船舶建造惯例加以供给。

Where name of certain material, article, model, type, maker and/or manufacturer thereof mentioned in the Specification are only for the purpose of illustrating the general character of the design, construction etc., it is to be clearly understood that if the final selection of the maker for a single equipment set out in the Makers List is other than the description in the Specification, then the general character, technical parameters, maker’s standard etc. shall be replaced and substituted by the final selected maker’s.

对于规格书中手涉及的某些材料、物品、样式、型号、制作者和/或厂商的名称仅是为了说明设计、建造等的总体特性,必须理解的是,如果最终从厂商表中选定的个别设备不同于规格书中的描述,则总体特性、技术参数、厂商的标准等应采用最终选定厂商加以取代。

SECTION 2 GENERAL DEFINITIONS第2节-一般定义

2-1 GENERAL ARTICALS总条款

The terms "Owner" and "Builder" refer to companies or their agents as defined in detail in the Building Contract.

术语?船东?和?船厂?是指建造合同中详细定义的公司或它们的代理人。

The description in Part I General Provision shall be applied to all parts of the Specifications, where as the descriptions in the other parts shall be applied to the respective parts, if not described otherwise.

在无其它说明的情况下,第I部分?总则?中的描述将适用于规格书的所有部分,而其它部分的描述则分别适用于各自的部分。

In the event of any contradiction or any inconsistency between the descriptions of proper part and other parts in the Specifications, the descriptions in the proper part shall govern.

如果特定部分与其它部分的描述存在任何矛盾或不一致,则应以特定部分为准。

Unless those for different department on bond or specifically described, repeated mention of the logically same item in the Specifications does not mean that the item shall be supplied more than once.

除非那些在不同专业或特别说明的部分,否则规格书中对相同物品在逻辑上的重复并不意味着这些物品应被多次供给。

Anything not mentioned in the Specifications but required by the Classification Society or regulatory bodies listed herein shall be supplied or equipped by Builder on Builder's account.

对于规格书中未提及但按照船级社或下文中所列权威机构要求应提供或装备的事项,则船厂应加以供给。

Any requirement of the Owner, which is in excess of the requirements of the Rules and Regulations listed herein and/or the content of this specification, shall be subject to agreement and possible adjustment to the contract price, deadweight, service speed, etc., which may be affected.

对于船东提出的要求超过下文中所列规范和/或规格书时,则应通过相互协商并对可能受到影响的合同价、载重吨、服务航速等进行调整。

Amendments and changes to the Specifications, plans or other written documents must be signed by an authorized representative of the Builder and Owner. These documents shall be a supplement to the contract.

对于规格书、图纸或其它书面文件的修改或更改应由船厂和船东授权的代表进行签字,并且这些文件将作为对合同的补充。

If any specified article or material cannot be obtained or supplied, the Builder shall have the right to select suitable substitutes with Owner approval.

如果任何规定的物品或材料无法获得或供给,那么船厂有权选择并经过船东认可的适当替代品。

2-2 SHIP FORM船型

The ship form, propeller and rudder designed by the Builder to be adapted for requirements of ship speed and performance.

船厂对该船船型、螺旋桨和舵叶的设计应适合于该船航速和性能的要求。

The vessel to have a bulbous bow, a raked stem, transom stern and open water type of stern frame, a streamline semi-balance rudder with rudder bulb and single continuous deck with forecastle.

该船应带有球鼻艏、斜艏柱、方艉以及敞开型艉框架、带舵筒的流线型半铲型舵、带艏楼的的单层连续甲板。

2-3 MATERIAL材料

Materials, machinery and equipment, etc. to be of Chinese make unless specifically agreed and/or described in the Specifications and in the Makers’List.

除非已在规格书以及厂商表中明确达成协议和/或说明,否则材料、机械和设备等应由中国制造。

All structural steel used for the construction of the vessel and machinery including forgings and castings to be of the shipbuilding and marine engineering quality, tested, inspected and certified as and when required by the Classification Society and to be physically and chemically in conformity with such requirements.

用于建造该船的所有结构钢(包括锻钢和铸钢)应具有船舶建造和轮机工程的质量,并且按照船级社要求进行测试、检验和发放证书,同时在物理特性和化学特性方面应满足要求。

All wood to be well seasoned and free from defect. All wood exposed to the weather to be well impregnated

所有木头应为已风干的且没有任何缺陷,所有露天的木头应为充分浸渍型。

If any material described in these Specifications can not be obtained under certain circumstances, the Builder to have the right to substitute suitable equivalent material with Owner’s approval.

如果该规格书中所规定的任何材料在一定的条件下无法获得,则船厂有权采用经船东认可的替代材料。

Any deviation (material or design) for the original Maker’s drawing and installation instructions shall be Class/Owner approved, as applicable.

在适用的情况下,与原始生产商图纸和安装说明在材料或设计上存在任何偏差时均应经过船级社/船东认可

List of all alterations from Original Maker’s drawings will be provided to the Owners.

对原始生产商图纸的所有修改清单应提交给船东。

List of all non original (license) equipment will be provided to the Owner.

所有非原始设备的清单应提交给船东。

2-4 WORKMANSHIP工艺

All workmanship entering into the construction of the vessel to be in accordance with the Chinese ship building standards and/or Builder's standard practice, applicable to this kind of vessel, subject to the approval of the Classification Society where necessary. Workmanship as CSQS to be to the approval of Owner. The standards of Builder's practice to be submitted to the Owner for reference.

用于该船建造的所有工艺应符合中国船舶建造标准和/或船厂标准惯例,并且适合于该型船,同时在必要的情况下应提交给船级社认可。如CSQS之类的工艺应提交给船东认可,同时应将船厂惯例的标准提交给船东参考。

All work to be carried out according to Specifications and plans and to the requirement of Classification Society and also regulatory bodies mentioned hereinafter.

所有工作应按照规格书、设计文件、船级社以及下述规章制订机构的要求进行施工。

All subcontracted part of construction will be advised to the Owner in advance and will be subject to Builder’s Quality control. Final inspection by Class/Owners, as applicable at Sellers premises.

建造中的所有转包部分应事先告知船东,并且应由船厂进行质量控制,船级社/船东进行的最终检验应以卖方接受为前提。

2-5 STANDARDS标准

The following standards to be applied to the construction of the vessel, as far as practicable except the fittings specially described hereinafter.

除了那些在下文中特别描述的附件外,在该船建造中应尽可能地采用下述标准:

b)Chinese Shipbuilding Standard (CB, CSQS)

e) Builder's standards, and Builder's standard practice to be submitted to Owner

g) IACS standards ref. to bulk carriers on construction and reparation.

2-6 UNIT OF MEASURE测量单位

SI units to be adopted for design and construction of hull, machinery, equipment, etc. in general.

在船体、机械装臵和设备等的设计和建造中一般应采用国际单位制。

All measuring units such as power, pressure gauge, thermometer, volume gauge, tank scales, etc. to be in accordance with SI system.

所有测量装臵如功率计、压力表、温度计、容积测量仪、舱柜标尺等应采用国际单位制体系。

The unit of power to be of KW and the pressure to be expressed in gauge pressure unless otherwise described.

除非有其它说明,否则功率的单位应采用千瓦,而压力采用压力表来显示。

2-7 PLANS AND DOCUMENTS设计文件

All drawings, calculations, instruction manuals, etc. to be written in English.

所有图纸、计算书、操作手册等应采用英文。

All name plates, caution plates etc. to be in English.

所有名牌、警告牌等应采用英文。

Correspondence between Class and Builder related to drawing approval to be copied to the Owner.

船级社与船厂间关于图纸认可的信件应提供一份给船东。

The Builder to submit plans for approval to the Owner in three (3) copies and Owner to return one (1) copy of the plans to Builder with the Owner's signature and comment if any.

船厂将提交3份图纸给船东认可,并且船东将返回1份带船东签字和意见(如果有的话)图纸给船厂。

The scope of plans for submitting to the Owner's approval to be in accordance with the drawing " Approval Drawing List " which to be approved by Owner.

提交给船东认可的图纸范围应符合经船东认可的?认可图纸清单?。

The Owner to return approved plans within 21 days (plus express mailing time) after receipt of the drawings.

船东应在收到送审图纸后21天(加上邮寄时间)退回经认可的文件。

If the Owner fails to return the drawings and/or to send by any comments to the Builder within 21 day, the Builder will send fax reminder to Owner first prior treating the drawing approved by Owner automatically. Owner must send his comments if any within 3 days after Builders reminder.

如果船东未能在21天内返回图纸和/或意见给船厂,则船厂在将图纸视为被船东自动认可前应发送传真提醒船东,船东在收到船厂提醒后应在3天内发出其意见(如果有的话)。

The Builder to give answer for Owner's comments within 25 days from the date of receiving. If the Builder fail to answer, the Owner will deem that the comments have been automatically accepted.

船厂应在收到船东意见后25天内给出答复,如果船厂未给予答复,则船东将视为其意见已被船厂自动接受。

The revised drawings according to accepted comments to be submitted to the Owner.

按照被接受的意见修改后的图纸应提交给船东。

In the event that any of the already approved plans for the first vessel are same as those for the subsequent sister vessels, the Builder may leave out the submission of such plans for the subsequent vessels. In which case the plan to clearly state the name/yard number of vessels.

当用于第1艘船已被认可的图纸与后续姊妹船的图纸相同时,船厂可以不考虑对后续船这些图纸的提交,在此情况下应清楚地说明这些船的名称/船厂编号。

Upon delivery of the vessel, finished plans and instruction manual in accordance with the agreed list to be furnished to the Owners in three (3) copies (2 for ship and 1 for Owner).

在交船时,应按照达成协议的清单提交3套(2套放在船上,1套交给船东)给船东。

One additional of OWNERS’ SET of drawings should be in AUTOCAD DXF including all used fonts file in CDROM.

应增加1套AUTOCAD DXF形式的文件(包括所使用的文字)存于光盘中交付给船东。

The scope of finished plans and instruction manual to be in accordance with the Final Drawing List and Final Instruction Manuals list which to be submitted to Owner for approval.

完工图纸和操作手册的范围应符合提交给船东认可的完工图纸和完工操作手册的清单。

All finished plans including instruction books/manuals to be written in English. 包括操作说明书/手册在内的所有完工图纸应采用英文。

Key Plans to be provided as electronic format.

应提交电子版的平面图。

Pocket ship folders (200psc) per vessel including: general description, arrangement, loading scale.

One additional set of instruction books and approved drawings should be delivered to Owners’Supervisors as early as possible after arrival of site team.

在船东代表到达船厂后,应尽可能快地提交1套额外的规格书和认可图纸给他们。

Two (2) copies of each following drawings to be submitted on board for passing through Suez and Panama Canals:

2-8 OWNER'S SUPPLIED ITEMS船东供品

Following items to be furnished and supplied by the Owner at their own expense, and installed on the vessel by the Builder. The Builder to provide sheltered and secure storage, handling in storage and handling on-board.

下述项目将由船东自费供给,并由船厂安装在船上,在存放和上船安装后应对其进行保护及确保其安全。

(1)All cook’s and steward’s utensils (crockery, cutlery, silverwares,

earthenwares, glasses, pats, pans, etc.)

Also, all other spare, store and equipment in excess of Rule and Specification requirements and maker's standard, unless maker agrees to supply additional spares free of charge after agreement with Owner/Builder.

所有超过规范和规格书要求以及生产商标准的其它备件、储备品和设备,除非生产商与船东/船厂达成协议免费供给。

2-9 SPARE PARTS AND TOOLS备件和工具

Spare parts to be furnished in accordance with the requirements and recommendations of rule and maker’s standard , except as specified hereinafter.

Tools to be furnished in accordance with the Makers and Builder’s standard.

除非下文中有特别规定,否则所有备件应按照规范和生产商标准进行提供,工具应按照生产商和船厂标准进行提供。

All spare parts except ones which are fitted on the arranged position to be stowed at suitable compartment (store) in different boxes each to be properly identified including list of each box's content inside individual boxes.

对于所有备件的备件,除了那些应安装在固定位臵的部分外,均应存放在相应房间的不同箱子中,同时这些箱子应带有适当的识别标记,并且在箱子中放有每只箱子储备品的清单。

Heavy spare to be stored within reach of overhead crane in general. Heavy spare parts and tools to be mounted on suitable brackets/seats near the auxiliaries/machinery for which they are intended.

重型备件一般应存放在检修行车可以到达的部位,并且重型备件和工具应安装在相应辅机/机械附近的适当支架/座子上。

2-10 DRY DOCKING进坞

Prior delivery of the vessel, either before or after sea trials, the vessel shall be drydocked for final inspection and bottom painting, if the period of delivery not to short for 4.5 months after launching depending on hull condition.

如果下水后至交船前的时间不短于4.5个月,则在交船前按照船体情况应于试航前或后将该船进干船坞进行最终检查和底部油漆,

SECTION 3 GENERAL DESCRIPTION OF THE SHIP第3节-该船总述

The vessel to be designed as an ocean going single screw diesel driven bulk carrier, suitable for normal world wide service carrying dry bulk cargo, such as coal, phosphates, iron ore, coke, grain including soya, soyabean meals, fertilizers, steel products (sheet, rolls, coils), cargoes of BC Code and dangerous Class as per the design, etc.

该船应被设计成单机、单桨驱动且适合于正常世界范围航行的散货船,并且适合装载的散货为煤、磷酸盐、铁矿石、焦碳、包括大豆和黄豆粉在内的谷物、化肥、钢材(钢板、钢锭、钢卷板)、具体按照设计要求具有BC代号和危险等级的货物等。

The vessel to be designed and built with single continuous deck and forecastle.

该船将被设计和建造成具有单层连续甲板和艏楼。

All accommodation including navigation bridge and propulsion machinery to be located aft.

包括驾驶室在内的所有居住舱室以及推进机械应布臵在船艉。

The features and arrangement of the vessel is generally shown on the "General Arrangement Plan".

The vessel to be divided by bulkheads, decks, double bottom and platforms into the following spaces and compartments:

- Aft body

船艉部分

The aft body of the ship with transom stern to be used for the crew accommodation and bridge, steering gear compartment, fresh water tank, after peak tank, stern tube cooling water tank and store, etc.

该船艉部应带有方艉且布臵有船员住舱、驾驶室、舵机舱、淡水舱、艉尖舱、艉管冷却水舱以及储藏室等。

- Engine room

机舱

The engine room to be arranged to accommodate the main propulsion machinery, sufficient platform decks for the auxiliary machinery, engine control room, workshop, emergency fire pump room and stores, etc.

该机舱应布臵成可以容纳主推进机械、用于辅助机械的足够平台甲板、机舱集控室、机修间、应急消防泵舱和储藏室等。

Service, settling and storage tanks for heavy fuel, diesel and lubricating oil to be provided at suitable places.

在适当位臵应布臵有用于燃油、柴油和滑油的日用舱、沉淀舱以及储存舱。

The double bottom to contain lubricating oil sump tank, diesel oil tank, bilge tank, bilge separated oil tank, F.O. overflow tank and other necessary tanks.

双层底将被用作滑油循环柜、柴油舱、舱底水舱、舱底水分离油柜、燃油溢流舱和其它必需的舱柜。

- Cargo area

货舱区

The cargo area to have five (5) cargo holds. Cargo hold to be constructed as double skin with hopper sided double bottom and topside tanks as shown on General Arrangement Plan.

货舱区布臵有5只货舱,并且货舱应构造成带漏斗型侧面双层底以及顶边舱,具体如总布臵图所示。

The topside tanks and hopper side tanks to be used for ballast water tank. Topside tank No.5 P&S separated to adopt as temporary slop tank. Watertight duct for cables, pipes, under main deck IWO topside tanks to be provided on both sides.

顶边舱和漏斗型侧边舱将用作压载水舱,No.5货舱左&右边舱将用作临时污水舱,在主甲板下两侧的顶边舱中布臵有用于电缆和管路的水密通道。

The double bottom under cargo holds to have water ballast tanks, fuel oil tanks (only center tanks) and one pipe duct, which to be provided between engine room and aft bulkhead of No.1 hold and arranged so that access to ballast, bilge and fuel oil valves, pipes etc. is possible.

SECTION 6 INSPECTION, TESTS AND TRIALS第6节-检验和试验

The vessel’s construction, machineries, outfits and equipments to be inspected and tested in the presence of the Owners’ representative(s) and the surveyor(s) representing the Classification Society and to be for their satisfaction.

该船的结构、机械装臵、附件和设备应在船东代表和船级社船检代表参加的情况下对其进行检验和试验,并且应得到他们的满意。

Inspections and tests to be carried out in accordance with the Builder’s standard protocols and the requirements of Classification Society. Item for inspection and testing and trail to be submitted for Owner’s approval.

Inspection schedule to be submitted to Owner, normally one (1) day before if inspection inside shipyard and seven (7) working days, if inspection outside shipyard.

检验和试验应按照船厂标准协议以及船级社的要求进行,检验和试验的项目应提交给船东认可,如果在船厂内进行检验,则检验计划表一般应在1天前提交给船东,如果在船厂外进行检验,则应在7个工作日前将检验计划表提交给船东。

6-1 TESTS OF CONSTRUCTIONS AND INSTALLATIONS结构和安装的检验

All tests for hull structure and installations to be conducted in accordance with the requirements of the Classification Society Rules and Regulatory Bodies concerned and the standard of the Builder and CSQS.

对于船体结构和安装的所有试验应按照船级社规范、相关管理机构、船厂标准和CSQS标准的要求进行。

6-1.1 Hull structures船体结构

All steel structures to be inspected and tightness to be tested for tanks, bulkheads, superstructures, decks and other wet spaces as required by the Rules.

对于舱、舱壁、上层建筑、甲板和其它潮湿处所的所有钢结构应按照规范的要求进行。

Tanks to be tested hydrostatically or by air.

对舱柜应采用静水压或压缩空气进行。

X-ray photographs or ultrasonic to be taken mainly from cross-points of seams and butts of block assemblies of bottom shell, bilge strake, main deck and sheer strake as required by the Rule. 10% X-ray photographs to be also checked by the Owner’s supervisor.

6-1.2 Block inspection分段检验

The block inspection to be carried out after completion of hull block steel works. Even if fittings are fitted wholly or partially to the hull blocks, the inspection for the hull blocks to be carried out without dismantling such fittings unless the block inspection is obstructed by such fittings.

管道施工与安装技术要求 “管道”由管道组成件和管道支承件构成。前者包括管子、管件、法兰、垫片、紧固件、阀门以及膨胀接头、挠性接头等用于连接或装配管道的元件,管道支承件指支架、吊架、吊夹、紧固夹板等传递负荷的元件。 一材料 1、材料质量要求:使用的所有材料均应是全新的可以焊接的材料,不得有有损其使用的制造缺陷和外观缺陷,不得有油漆锈迹和氧化铁皮。 2、钢板:使用的钢板应当平直、无变形和疤痕,外观良好,厚度均匀。钢板规格应注意选配,尽量减少焊缝。 3、法兰:应符合设计文件、设备表、标准和指定规范的要求。 4、其它部件:如管接头、各种螺栓、连接头等均应符合材料清单和指定标准的要求。 5、阀门 (1)阀门的材质、规格、型号、质量应符合设计文件的规定,并应按国家现行标准进行外观检验,不合格者不得使用。 (2)可燃、有毒介质管道使用的阀门,应逐个进行壳体压力试验和密封试验,不合格者不得使用。 (3)阀门的壳体试验压力不得小于公称压力的 1.5 倍,试验时间不得小于5min 以壳体填料无渗漏为合格;密封试验压力宜以公称压力进行,以阀瓣密封面不漏为合格。

(4)试验合格的阀门,应及时排尽内部积水,并吹干。除需要脱脂的阀门外,密封面上应涂防锈油,关闭阀门,封闭出入口,作出明显标志,并按规定格式填写“阀门试验记录”。 二管道制作 1、平整和矫直: 平整和矫直都应在冷态下以机械方式进行,只有对于局部的和少量的修整才允许使用锤打。 2、切割 (1)碳素钢管、合金钢管宜采用机械方法切割。当采用氧乙炔焰切割时,必须保证尺寸正确和表面平整,镀锌钢管宜采用钢锯或机械方法切割。 (2)无论采用何种切割方法,都应保持切口表面平整,无裂纹、重皮、毛刺、凸凹、缩口、熔渣、氧化物、铁屑等。切口端面倾斜偏差用直角尺测量不应大于管子外径的1%且不超过3mm。安装后还能看到的切缝应当打磨或倒棱。 3、卷管 (1)在辊压成形前用金刚砂轮打磨焊缝,以消除超厚部分。 (2)卷管的同一筒节上的纵向焊缝不宜大于两道;两纵向焊缝间距不宜小于200mm。卷管组对时两纵向焊缝间距应大于100mm。支管外壁距焊缝不宜小于50mm。 (3)卷管对接焊缝的内壁错边量不宜超过壁厚的10%,且不大于2mm (4)卷管的周长偏差与圆度偏差如下: 4、制孔:不能用气割炬制螺栓孔。在通常情况下,螺栓孔都应按最终孔径直接冲孔或钻孔,不作事后镗铣,但要保证圆度,无毛刺和裂纹。采取预钻孔的,应注意经过最终镗孔能够消除任何预钻孔的痕迹。 5、弯管的制作 制作前先按展开图在油毡纸或样板纸上作好下料样板,然后进行下料、组对、焊接。
