Beijing to cut pollutants discharge by a third during APEC

The pollutants discharge in Beijing and neighboring regions of Tianjin and Hebei is expected to be cut by a third during next month's APEC meeting, thanks to a series of air pollution control measures.

"China will take the highest-level measures to guarantee the air quality during the APEC meeting," said Chai Fahe, vice president of the Chinese Research Academy of Environmental Sciences, on Saturday.

"It is expected that the pollutants discharge in the Beijing-Tianjin-Hebei regions will be reduced by 30-40 percent, and the air quality will hopefully be further improved," he said.

Chai said that Beijing has since June shut down part of its power plants, eliminated old vehicles and boilers, used clean energy, closed more than 300 polluting factories, and upgraded technologies to cut emissions.

The capital will also restrict cars based on an odd-and-even-number rule, almost halving the number of cars during the meeting.

In addition, major polluting businesses will be ordered to cut production and work on some construction sites will be suspended during the period.

According to a forecast of the China National Environmental Monitoring Center, most parts of the Beijing-Tianjin-Hebei regions will enjoy favorable conditions for air pollutants to drift away from Nov. 1 to 3.

Vice Premier Zhang Gaoli on Friday said that ensuring air quality for the APEC meeting is the "priority of priorities" for the current air pollution control work.

China mulls scrapping death penalty for 9 crimes

BEIJING - Chinese lawmakers are considering removing the death penalty for nine crimes including smuggling weapons and nuclear materials.

The draft amendment to the Criminal Law was submitted on Monday to the Standing Committee of the National People's Congress (NPC) for the first

reading during the legislature's bi-monthly session which runs from Monday to Saturday.

The nine crimes include smuggling weapons, ammunition, nuclear materials or counterfeit currencies; counterfeiting currencies; raising funds by means of fraud; arranging for or forcing another person to engage in prostitution; obstructing a commander or a person on duty from performing his duties; fabricating rumors to mislead others during wartime, according to the draft amendment.

APEC will have five multiday meetings from Nov 5 to 11, capped off by the high-profile Economic Leaders' Meeting on Nov 10 and 11.

According to a forecast of the China National Environmental Mon ito ring Center, most parts of the Beijing-Tianjin-Hebei region will enjoy favorable conditions for pollution to clear up from Saturday to Nov 3.

Vice-Premier Zhang Gaoli said on Friday that ensuring air quality for the APEC meetings is the "priority of priorities" for the current air pollution control work.

Smog, which has aroused people's worries about health, now brings more troubles.

On Saturday, when the official PM2.5 reading was as high as 400, pilots had difficulty landing at Beijing Capital International Airport due to the poor visibility.

An aircraft of the Russian airline Aeroflot from Moscow to Beijing had to circle the airspace above Beijing eight times while waiting for wind to drive off smog. After circling for more than 90 minutes, the flight finally landed at the airport at 2:10 am.

Many flights that had been scheduled to arrive at Beijing late Saturday also had to wait to land, were diverted to other airports, or even canceled, the Beijing News reported.

While air quality in Beijing became good on Sunday and people were enjoying blue skies and clear autumn air, another wave of pollution is on the way again, according to the China Envrionment Monitoring Center.

The smog is expected to re-appear on Monday and remain until Thursday in most parts of the Beijing-Tianjin-Hebei area, the center said.

Police step up efforts against smugglers

Police in the Guangxi Zhuang autonomous region will crack down on illegal border crossings into Vietnam to halt the smuggling of drugs and trafficking of wild animals.

"We have boosted our efforts to tackle such cases and will reward those who provide tips," said a senior official from the Guangxi Frontier Inspection Department who declined to be named.

The official said that in many cities in Guangxi, such as Nanning and Liuzhou, frontier-inspection police have been conducting special operations that target criminals engaged in smuggling.

Meanwhile, border-frontier police are paying frequent visits to villages, train stations and ports to investigate suspicious people, and they have intensified supervision of private ships to prevent them from transporting criminals across the border, he said.

They have also deployed more officers in villages to prevent villagers from guiding criminals to Vietnam along footpaths, said Cui Min, news officer from the Liuzhou city frontier inspection department.

A number of Chinese citizens have recently crossed illegally into Vietnam by land and sea to engage in "smuggling drugs, trafficking wild animals, including pangolins and rhino horns, or precious woods to seek huge profits", the official said.

The number of such cases has increased sharply since January, he said.

In a typical case in October, two traffickers were convicted of transporting people over the border illegally and sentenced to three years in prison. Four Xinjiang suspects were accused of illegally crossing the border and sentenced to 11 months by Guangxi Dongxing City People's Court.

"Apart from initiating the special actions, police should widen the channels to collect clues," said Li Lin, a lawyer who specializes in criminal cases, from Beijing Lawyers Society.

In addition, police in China should increase law enforcement cooperation with counterparts in Vietnam in terms of intelligence sharing and joint operations, she added.

Beidou system poised to spread wings

China's Beidou navigation satellite system, whose positioning accuracy will reach 2.5 meters by 2020, will soon provide services to more countries.

The National Administration of Surveying, Mapping and Geoinformation said China will cooperate with several countries, including Mexico, Israel and Sweden, to improve establishment of the Beidou system and geoinformation database.

International cooperation and establishing monitoring stations in foreign countries are essential for improving the accuracy of the system, said Li Pengde, the administration's deputy director.

"The system now covers the Asia-Pacific region, but by 2020 it will cover the whole world," Li said at the third United Nations global geo-spatial information management forum, being held in Beijing from Wednesday to Friday.

Miao Qianjun, executive vice-president of the Global Navigation Satellite System and Location-Based Service Association of China, said the country will cooperate with Singapore, Malaysia and other Asian countries to promote the Beidou system.

"This year, China has worked with some Southeast Asian countries to promote the system, including Thailand, Pakistan and Laos," Miao said. "Next year will be essential for expanding the system in the Asia-Pacific region."

In July, China and Russia signed a memorandum of understanding on the joint application of the Beidou Navigation Satellite System and Russia's Glonass system, allowing the two nations to establish navigation system monitoring stations in each country from this year.

"Beidou system equipment has been sold to more than 30 countries," said a deputy director of the Navigation Satellite System and Location-Based Service Association of China, who asked not to be named.

"In 2013, the output value of the satellite navigation industry reached 104 billion yuan ($17 billion) in China, while only one-tenth came from the

domestically made system," the industry insider said, adding that Beidou occupies only 1 percent of the Asia-Pacific market.

"Compared with some other systems, Beidou hasn't been put into commercial use for a long time," he said. "It needs time to develop and promote itself."

Beidou, the United States' GPS, the European Union's Galileo and Russia's Glonass are the navigation system suppliers authorized by the UN.

The Beidou system has been installed in more than 200 car models in China and its chips have been embedded in 40 million smartphones.

The system now has 16 satellites and plans to establish a global coverage network through 36 geostationary orbit and non-geostationary orbit satellites by 2020.

Foreign visitors to China can create an instant camaraderie of goodwill by speaking a few words of Mandarin. But Mark Zuckerberg went one step further: he conducted a complete half-hour public conversation in the Chinese language.

The founder and CEO of Facebook was supposed to open the Oct 22 "dialogue" at Beijing’s Tsinghua University with Chinese greeting s like "nihao", but "he simply could not stop with it", according to those present. And his heavily accented Mandarin elicited waves of hearty laughs from attendees, who cheered and applauded him on.

"He struggled through his Chinese, but it lightened up the atmosphere like no other," said one participant. More than anything, people were pleasantly surprised at Zuckerberg’s efforts of mastering the Chinese language, which he said is "very challenging".

Zuckerberg started studying Chinese in 2010 and has practiced on a daily basis, he said.

He has a few things in his favor: His wife Priscilla Chan is Chinese-American and her grandmother speaks only Chinese.

When asked whose Chinese is better, his or his wife’s, Zuckerberg said he knows more Chinese words but his wife understands Chinese better. "I asked her why my listening ability is not as good as hers, and she said my listening of English is not that good either."

Another reason he mentioned is the allure of Chinese culture, in which he is very interested. Of course you can brush it aside as purely diplomatic, but he backed it up with an example: He has taken a liking to the martial arts legend Huo Yuanjia, epitomized in the Jet Li movie Fearless, and he took a special trip to Tianjin, Huo’s hometown, for a visit.

This is Zuckerberg’s fourth trip to China and for a meeting of Tsinghua University’s board, for which he has been invited as a member. "I want to study and support China’s education with this opportunity," he said.

He is also recruiting Chinese talent. "Last month we recruited 20 graduates, and there’ll be more next year," he said. All of the positions are located outside China.

Zuckerberg offered a few tips to Chinese entrepreneurs: "The best companies in the world were started not because the founders wanted to be entrepreneurial, but because they wanted to change the world. If you want a business first and then generate some ideas, you may not know which ideas are good; but if you have ideas first and then create a business, you’ll be more likely to succeed."

Before the occasion, Chinese students who were present turned to their fellow international peers and asked them to help out in case they could not understand Zuckerberg’s English. "But the situation was reversed," one Chinese student said. "They asked us to translate into English for them."

Authorities raise Ebola readiness

Health authorities nationwide have been ordered to increase preparations for a possible outbreak of the Ebola virus in China.

In a notice issued on Monday, the National Health and Family Planning Commission required health authorities to take steps that include the establishment of designated hospitals and the storage of drugs, disinfection and hygiene materials related to Ebola.

The commission is also requiring emergency rescue centers nationwide to be prepared to transport infected patients. The centers should prepare the ambulances, isolation devices and disinfection materials for the transportation work, it said.

The health authority also told local authorities to increase interaction with quarantine and civil aviation authorities.

The hospitals that are designated to treat Ebola victims should also establish early-warning procedures and create contingency plans to treat patients, it said. The hospitals should draft plans to protect medical workers from possible infection and reduce the risks of the virus spreading in the hospital.

The Chinese mainland is among the top 30 countries or regions at risk for an Ebola outbreak by Oct 31, according to the Laboratory for the Modeling of Biological and Socio-Technical Systems at Northeastern University in Boston, Massachusetts.

The lab calculated the possibilities of outbreak by modeling the total number of cases reported by the World Health Organization since Aug 9.

China experienced a brief scare on Oct 17 when a Nigerian attending the China Export and Import Fair in Guangdong province was quarantined at a Guangzhou hospital after showing symptoms of Ebola.

The local health authority announced on Monday that the Nigerian later tested negative for the often-lethal virus.

HK court orders end to Mong Kok protest

The High Court in Hong Kong ordered protesters to clear roa ds at an illegal assembly site in Mong Kok on Monday.

It is the demonstrators' only remaining protest site in Kowloon, and the area is considered by police to be on the verge of riots.

Justice Jeremy Poon Shiu-chor handed down the ruling, saying the court has to strike a balance on the right to use public streets. He also said the blockade is a public nuisance that is seriously affecting taxi drivers' income.

The order is valid until 10 am on Friday. Printouts of it will be posted on the streets and published in newspapers. Those who wish to protest the ruling have been told to appeal

through judicial channels.

The order was sought by taxi and mini bus operators, who have suffered losses as a result of the blockades.

A similar order was also granted for streets around the central government offices complex in Admiralty to reopen access for vehicles to a nearby office building.

Protesters have taken to the streets of Hong Kong Island and Kowloon to demonstrate against the method being used to select the city's next leader in 2017.

Hong Kong's Chief Secretary Carrie Lam Cheng Yuet-ngor and four other senior officials will explain the constitutional basis for the city's electoral reform to representatives from the Hong Kong Federation of Students at talks on Tuesday.

Leaders of the illegal assembly in Mong Kok, using a loudspeaker, said they will defy the order. They have described their deliberate breach of the law as a form of "civil disobedience".

Police questioned on Monday whether the protesters are still observing the principle of peace and nonviolence.

On Thursday, an attempt by officers to tear down barricades in Mong Kok failed. The intersection of Nathan Road and Argyle Street has become the scene of clashes between the police and protesters.

After two consecutive nights of violence over the weekend, police narrowly avoided another clash with the protesters on Monday, following negotiation efforts by officers and lawmakers.

Pregnancy pulse checks will be put to the test

Footage of a doctor practicing traditional Chinese medicine determining if a woman is pregnant by just feeling her pulse is usually the preserve of Chinese movies, with few people questioning the accuracy of the technique.

But Ning Fanggang, a doctor at Beijing Jishuitan Hospital, has declared publicly that pregnancy cannot be determined by this method.

He has offered a cash award to any senior doctor

performing traditional Chinese medicine at a

reputable hospital who can demonstrate the

effectiveness of the technique.

In a statement Ning posted on his micro blog, he

said he will organize a test in which a group of

women, some of whom are pregnant, will take

part.

He is offering 50,000 yuan ($8,160) to any

traditional Chinese medicine doctor who can tell

whether more than 80 percent of the women are

pregnant just by feeling their pulse.

"If a doctor is successful, I will never state

traditional Chinese medicine is a fake

Ning said in the statement.

He said the money on offer has been increased to 100,000 yuan through donations by Internet users.

The challenge has triggered heated public debate about the effectiveness of traditional Chinese medicine, with thousands of Internet users posting their comments.

One netizen said: "Traditional Chinese medicine has been used for thousands of years and cured countless people, so how can it be a fake science? Traditional Chinese medicine and modern medical science are complementary."

Wang Zhian, an investigative reporter who is helping Ning with the challenge, said they already have a doctor lined up, according to a statement released online on Tuesday.

"Contestants should hold senior positions at reputable hospitals. We won't accept

unqualified doctors," he said.

Yang Zhen from Beijing University of Chinese Medicine is the first to accept the challenge. "I just want to prove that traditional Chinese medicine is a science," he told China Daily. "I don't want my students to live in the shadows."

Yang said the statement posted by Ning has greatly harmed the reputation of traditional Chinese medicine and angered many of his students studying it.

He said traditional techniques such as feeling a patient's pulse have been very useful in determining pregnancies. "I think my chances of winning are more than 80 percent," he added.

Yang said that when a woman becomes pregnant, the volume of blood in her body increases sharply, leading to enlarged blood vessels, faster blood flow and a faster heart beat.

He said he will not be too worried if he fails the challenge, believing it will not have a significant negative impact on the development of traditional Chinese medicine.

"Even if I fail, it only proves that I am not very capable when it comes to feeling pulses," he said.

Zhu Qingwen, who practices traditional Chinese medicine and modern medicine at Beijing University of Chinese Medicine, said pulse-feeling, a commonly used clinical method in traditional Chinese medicine, has been used for thousands of years in China and is supported by science.

"But the proficiency of doctors in using the technique varies and only those who are highly experienced can detect subtle changes in pulse with a high degree of accuracy."

Crab industry squeezed by corruption campaign

China's gourmet crab industry has become the latest victim of the authorities' crackdown on corruption, following high-end spirits and luxury cars.

The arrival of freshwater "hairy crabs" - a delicacy named for the bristles on the claws - on the market every autumn is eagerly awaited.

But the crabs have lost some of their appeal as anti-graft and austerity campaigns launched by the top leadership show little sign of abating.

China is hailed as the world's largest luxury market, but the corruption crackdown is having unintended consequences across many industries.

Management consultancy Bain & Co predicted on Tuesday that luxury spending in China will fall by 2 percent this year due to greater controls.

Banqueting fare such as crabs and expensive liquor are off the menu, while the number of luxury goods presented as gifts - but typically used for bribes - has plunged.

"Consumption (of crabs) by government officials has dropped to almost zero," said Yang Weilong, vice-chairman of a China Fisheries Association branch.

In some parts of the country, hairy crab retail prices have fallen by as much as 40 percent, Yang said, and average prices are now about 120 yuan ($20) for a 500-gram crustacean.

Demand from officials had fuelled a decade of price rises, but nowadays crab sellers can only rely on private customers.

The small green crabs are raised in eastern areas of China, but purists say the best come from the murky waters of shallow Lake Yangcheng near Shanghai.

Yang said, "It is important for major crab sellers to adjust their prices to fit general consumers, otherwise they will suffer a great collapse just like the spirit maker Moutai."

Kweichow Moutai Co, which dominates the nation's top-end liquor market, said in August: "Supply exceeds demand in the spirit sector. The whole industry continues to undergo a deep adjustment in a complex environment."

Its first-half, net profit fell slightly to 7.2 billion yuan this year, after posting growth of 13.74 percent for all of 2013.

Chinese premier arrives in Rome for official visit to Italy

ROME - Chinese Premier Li Keqiang arrived here Tuesday for an official visit to Italy at the invitation of Italian Prime Minister Matteo Renzi.

He said upon arrival that China and Italy, two cradles and excellent examples of East and West civilizations, have inherent advantages and a solid basis for bilateral cooperation.

Since they established a comprehensive strategic partnership 10 years ago, Li said, the two countries have pushed forward their relations on a fast lane.

Li said he hopes to conduct in-depth exchange of views with Italian leaders on bilateral ties and issues of common concern, and inject new vigor into the

practical cooperation on various fronts, so as to map out a brighter future for the China-Italy partnership.

During his visit to Italy, a friendly partner of China in Europe and a key member of the European Union, Li is expected to meet with President Giorgio Napolitano, Prime Minister Matteo Renzi and other Italian leaders.

Li and Renzi will also meet business leaders from both countries and attend a conference of the China-Italy innovation week.

During Li's visit, the two countries are expected to issue a joint declaration and sign about 20 agreements. China and Italy will also promote investment and cooperation between their small and medium-sized enterprises.

On Oct 15, the eve of World Food Day, Li will visit the headquarters of the Food and Agriculture Organization (FAO) of the United Nations in Rome for the first time.

Li is scheduled to deliver a speech at FAO, showing that China attaches great importance to international cooperation in non-conventional security fields.

It has been widely recognized that China's achievements in food security and poverty reduction have made huge contribution to global efforts to these ends.

Li will also attend the 10th Asia-Europe Meeting (ASEM) summit in Milan from Oct 16 to 17, at the invitation of President of the European Council Herman Van Rompuy, Italian Prime Minister Renzi and President of the European Commission Jose Manuel Barroso.

As a focus of Li's Europe tour, the ASEM summit will see more efforts by China to push for deeper cooperation and enhanced mutual trust between Asia and Europe.

This will be the first time for the Chinese premier to attend the ASEM summit since he took office last year.

Li left Moscow earlier Tuesday after holding the 19th China-Russia Prime Ministers' Regular Meeting with his counterpart Dmitry Medvedev.

Italy is the last stop of Li's three-nation Europe tour, which has taken him to Germany and Russia.

HK stability vital for development: former governor of Macao

Rocha Vieira spoke highly of a great development and autonomy in Hong Kong after its return to China in 1997. He also pointed out that it is important Hong Kong continued to play an important role as a gateway to China and as an international financial center.

Rocha Vieira served as the Governor of Macao from 1991 to 1999,

being the last Portuguese Governor of Macao. He also participated in the negotiations about the return of Macao to China.

"The idea of 'One Country, Two Systems' is a great and original ideal," he said. "Macao was given a great level of autonomy, only possible within this idea of 'One Country, Two Systems'. China has respected Macao's autonomy, its freedoms and its population's way of life."
