1.0INTRODUCTION

1.0 介绍SafetyinConstructionManagementdeservesutmostattentionespeciallyinthehydrocarbonindustry,suchasEx ploration,Refineries,PipelinesandMarketinginstallations,GasProcessingunitsetc.Constructioniswidelyrecog nisedasoneoftheaccidentproneactivities.Mostoftheaccidentsarecausedbyinadequateplanning,failureduring theconstructionprocessand/orbecauseofdesigndeficiencies.Besidespropertyloss,accidentsalsoresultininju riesandfatalitiestothepersonnel;sameneedstobeprevented.

在施工管理中的安全极其值得关注特别是在石油化工行业,如勘探、炼油厂、管道和营销设施、天燃气处理标段等的施工被广泛认为是事故易发活动之一。大部分的事故是由于规划不足、在施工过程中由于设计缺陷而导致的。除了财产损失,事故还导致人员伤亡,所以同样需要预防。

在施工活动中的事故的原因与相关行业的独特性质、人为行为、困难的现场工作条件、延长的工作时间、安全意识和训练的缺乏以及安全管理的不足有关。不安全的施工方法、设备故障和不适当的内部管理同样也会增加在施工中的事故发生率。

2.0SCOPE

Thisdocumentspecifiesbroadguidelinesonsafepracticestobeadheredtoduringconstructionactivitiesinoil industry.However,beforecommencinganyjob, specific hazards anditseffectsshouldbeassessedandnecessarycorrective/preventive actions should betakenbyallconcerned. Thedocument isintendedonlyto supplement andnottoreplaceor supersedetheprevailingstatutoryrequirements,which shalllsobefollowedasapplicableThescopeofthisdocumentdoesnotincludethedesignaspectsandqualitycheck sduringconstruction.

本文件规定了在石油工业施工过程中应当遵守的安全操作的广泛指导。然而,在开始任何工作之前,应该要评估具体地危险及其影响并且要全面考虑采取必要的改正或预防措施。本文件的目的仅仅是作为补充而

·Adequate,appropriateorsuitable areusedtodescribequalitativelyorquantitativelythemeans

ormethodusedtoprotecttheworker.

·Brace:Astructuralmemberthatholdsonepointinafixedpositionwithrespecttoanotherpoint;bracingisasystemof structuralmembersdesignedtopreventdistortionofastructure.

ii) provideandmaintainworkplaces,plant,equipment,toolsandmachineryandorganizeconstructionworksotha t,thereisnoriskofaccidentorinjurytohealthofworkers.Inparticular,constructionworkshouldbeplanned,prepar edandundertakensothat:

提供和维护工作场所、厂房、设备、工具和机械并且组织施工工作以使员工没有受伤或事故的风险。尤其是,施工工作应该要计划、准备和承担以下内容:

(a) dangers,liabletoariseattheworkplace,areprevented;

vi) Employonlythoseworkerswhoarequalified,trainedandsuitedbytheirage,physique,stateofhealthan dskill.

xii) E ducate

workersabouttheirrightandthedutyatanyworkplacetoparticipateinensuringsafeworkingconditionstotheext entoftheircontrolovertheequipmentandmethodsofworkandtoexpressviewsonworkingproceduresadopted asmayaffectsafetyandhealth.

xiii) E nsurethatexceptinanemergency,workers,unlessdulyauthorised,shouldnotinterferewith,remove,alteror displaceanysafetydeviceorotherappliancefurnishedfortheirprotectionortheprotectionofothers,orinterfere withanymethodorprocessadoptedwithaviewtoavoidingaccidentsandinjurytohealth.

xv) Ensurethatworkersdonotsleep,restorcooketcindangerousplacessuchasscaffolds,railwaytracks,ga rages,confinedspacesorinthevicinityoffires,dangerousortoxicsubstances,runningmachinesorvehicl esandheavyequipmentetc.

确保工人不会在危险的场所睡觉、休息或做饭。例如:脚手架、铁路的铁轨、车库、密闭的空间或靠

xvii) Obtainthenecessaryclearance/permitsasrequiredandspecifiedbyowner

5.0 SAFETYPRACTICES ATWORKPLACES

5.1.1 Allopeningsandotherareaslikelytoposedangertoworkers shouldbeclearlyindicated.

5.1.2 Workers&SupervisorsshouldusethesafetyhelmetandotherrequisitePersonalProtectiveEquipmentacc

ordingtojob&siterequirement.Theyshouldbetrainedtousepersonalprotectiveequipment.

工人和管理人员应该根据工作和场地的要求使用安全帽和其它必要的个人防护设备。他们应被培训使用个人防护设备。

5.1.3 Neverusesolvents,alkalisandotheroilstocleantheskin.

绝不能使用溶剂、碱和其它的油类物质来清洁皮肤。

5.1.4 Lifttheload withbackstraightandkneesbentasfaraspossible.Seekthehelpincaseofheavyload.

5.1.5 Ensuretheusageofcorrectandtestedtoolsandtackles.Don'tallowthemakeshifttoolsandtackles.

5.4.1 Precautionsshouldbetakensuchastheprovisionoffencing,look-

outmenorbarrierstoprotectanypersonagainstinjurybythefallofmaterials,ortoolsorequipmentbeingraise dorlowered.

5.4.2 Wherenecessarytopreventdanger,guys,staysorsupportsshouldbeusedorothereffectiveprecautionssh

ouldbetakentopreventthecollapseofstructuresorpartsofstructuresthatarebeingerected,maintained,re paired,dismantledordemolished.

6.1.5 Safeangleofreposewhileexcavatingtrenchesexceeding1.5mdepthupto3.0mshouldbemaintaine

d.Basedonsiteconditions,provideproperslope,usually45o,andsuitablebenchof0.5mwidthatevery1.5

mdepthofexcavationinallsoilsexcepthardrockorprovidepropershoringandstruttingtopreventcave-inorslides.

The issue of …geotechnical certification? is raised and recommendations outlined on its merits for incorporation with ground investigations and earthworks. 1. INTRODUCTION The investigation and re-use evaluation of many Irish boulder clay soils presents difficulties for both the geotechnical engineer and the road design engineer. These glacial till or boulder clay soils are mainly of low plasticity and have particle sizes ranging from clay to boulders. Most of our boulder clay soils contain varying proportions of sand, gravel, cobbles and boulders in a clay or silt matrix. The amount of fines governs their behaviour and the silt content makes it very weather susceptible. Moisture contents can be highly variable ranging from as low as 7% for the hard grey black Dublin boulder clay up to 20-25% for Midland, South-West and North-West light grey boulder clay deposits. The ability of boulder clay soils to take-in free water is well established and poor planning of earthworks often amplifies this. The fine soil constituents are generally sensitive to small increases in moisture content which often lead to loss in strength and render the soils unsuitable for re-use as engineering fill. Many of our boulder clay soils (especially those with intermediate type silts and fine sand matrix) have been rejected at the selection stage, but good planning shows that they can in fact fulfil specification requirements in terms of compaction and strength. The selection process should aim to maximise the use of locally available soils and with careful evaluation it is possible to use or incorporate …poor or marginal soils? within fill areas and embankments. Fill material needs to be placed at a moisture content such that it is neither too wet to be stable and trafficable or too dry to be properly compacted. High moisture content / low strength boulder clay soils can be suitable for use as fill in low height embankments (i.e. 2 to 2.5m) but not suitable for trafficking by earthwork plant without using a geotextile separator and granular fill capping layer. Hence, it is vital that the earthworks contractor fully understands the handling properties of the soils, as for many projects this is effectively governed by the trafficability of earthmoving equipment.

It is one of those problems where domain expertise does not help very much: whatever the number of years spent solving it, one is each time facing an intractable problem with an astronomic number of possible solutions and no real guidance on how to solve it in the best way, unless one postulates that the old way is the best way .Here we explain an apparent paradox: although many algorithms have been proposed in the past, and despite the problem’s practical importance, just one commercially available LB software currently appears to be available for application in industries such as automotive. We speculate that this may be due to a misalignment between the academic LB problem addressed by OR, and the actual problem faced by the industry. 建筑施工混凝土裂缝的主要种类 1、干缩裂缝 干缩裂缝多出现在混凝土养护结束后的一 段时间或是混凝土浇筑完毕后的一周左右。水 泥浆中水分的蒸发会产生干缩,且这种收缩是 不可逆的。干缩裂缝的产生主要是由于混凝土 内外水分蒸发程度不同而导致变形不同的结 果:混凝土受外部条件的影响,表面水分损失 过快,变形较大,内部湿度变化较小变形较小, 较大的表面干缩变形受到混凝土内部约束,产 生较大拉应力而产生裂缝。相对湿度越低,水 泥浆体干缩越大,干缩裂缝越易产生。干缩裂缝多为表面性的平行线状或网状浅细裂缝,宽度多在0.05-0.2mm 之间,大体积混凝土中平面部位多见,较薄的梁板中多沿其短向分布。干缩裂缝通常会影响混凝土的抗渗性,引起钢筋的锈蚀影响混凝土的耐久性,在水压力的作用下会产生水力劈裂影响混凝土的承载力等等。混凝土干缩主要和混凝土的水灰比、水泥的成分、水泥的用量、集料的性质和用量、外加剂的用量等有关。 2、塑性收缩裂缝 塑性收缩是指混凝土在凝结之前,表面因失水较快而产生的收缩。塑性收缩裂缝一 般在干热或大风天气出现,裂缝多呈中间宽、 两端细且长短不一,互不连贯状态。较短的 裂缝一般长20-30cm ,较长的裂缝可达2-3m , 宽1-5mm.其产生的主要原因为:混凝土在终 凝前几乎没有强度或强度很小,或者混凝土 刚刚终凝而强度很小时,受高温或较大风力 的影响,混凝土表面失水过快,造成毛细管 中产生较大的负压而使混凝土体积急剧收缩,而此时混凝土的强度又 无法抵抗其本身收缩,因此产生龟裂。影响混凝土塑性收缩开裂的主 图1、干缩裂缝 图2、塑性收缩裂缝

FOUNDATION ANALYSIS AND DESIGN FOUNDATIONSUBSOILS We are concerned with placing the foundation on either soil or rock. This material may be under water as for certain bridge and marine structures, but more commonly we will place the foundation on soil or rock near the ground surface. Soil, being a mass of irregular-shaped particles of varying sizes, will consist of the particles (or solids), voids (pores or spaces) between particles, water in some of the voids, and air taking up the remaining void space. At temperatures below freezing the pore water may freeze, with resulting particle separation (volume increase).When the ice melts particles close up (volume decrease). If the ice is permanent, the ice-soil mixture is termed permafrost It is evident that the pore water is a variable state quantity that may be in the form of water vapor, water, or ice; the amount depends on climatic conditions, recency of rainfall, or soil location with respect to the GWT of Fig. 1-1. Soil is an aggregation of particles that may range very widely in size. It is the by-product of mechanical and chemical weathering of rock. Some of these particles are given specific names according to their sizes, such as gravel, sand, silt, clay, etc., and are more completely described in Sec. 2-7. Soil may be described as residual or transported. Residual soil is formed from weathering of parent rock at the present location. It usually contains angular rock fragments of varying sizes in the soil-rock interface zone. Transported soils are those formed from rock weathered at one location and transported by wind, water, ice, or gravity to the present site. The terms residual and transported must be taken in the proper context, for many current residual soils are formed (or are being formed) from transported soil deposits of earlier geological periods, which indurated into rocks. Later uplifts have exposed these rocks to a new onset of weathering. Exposed limestone, sandstone, and shale are typical of indurated transported soil deposits of earlier geological eras that have been uplifted to undergo current weathering and decomposition back to soil to repeat the geological cycle. Residual soils are usually preferred to support foundations as they tend to have better engineering properties. Soils that have been transported—particularly by wind or water—are often of poor quality. These are typified by small grain size, large amounts of pore space, potential for the presence of large amounts of pore water, and they often are highly compressible.
