船舶防火安全培训和操作手册 说明：（此说明在SOLA公约第77页） 本手册是根据SOLAS公约的要求而制定： 1，所要求的防火安全操作手册应包含与防火安全有关的船舶安全操作和货物装卸安全操作的必要信息和应知。该手册应包括关于船员在船舶装卸货物时和航行时对船舶总体防火安全所负责任方面的信息。还应对装卸一般货物时需采取的防火安全预防措施进行解释。对于载运危险货物和易燃散货的船舶，防火安全操作手册还应相应提及《固体散装货物安全操作规则》、《国际散装化学品规则》、《国际气体运输船规则》和《国际海运危险货物规则》中有关消防和紧急货物操作的指导。 2，应在每一船员餐厅和文娱室或每个船员的住室提供防火安全操作手册。 3，防火安全手册应以船舶的工作语言写成。 4，防火安全操作规程手册可以与第15.2.3条要求的培训手册合并 对液货船的附加要求： 1，总则 本条2所述的防火安全操作手册应包括防止由于易燃蒸汽着火蔓延至货物区域的规定，并包括液货舱驱气和/或除气的程序，该程序应考虑到本条3.2的规定。2，如果船舶设有惰性气体系统，应首先按照第4.5.6条的规定进行液货舱驱气，直到液货舱内碳氢化合物蒸汽的浓度（按体积计算）降至2%以下。然后才可在液货舱甲板面上进行除气。 3，如果船舶未设有惰性气体系统，其操作应首先排除易燃气体： A，通过第4.5.3.4.条规定的透气出口； B，通过液货舱甲板面以上至少2M的出口，并且至在除气作业期间至少维持
