POLICY AND OUTPUT
1. This Prison Service Instruction revokes all Circular Instructions, Instructions to
Governors, Advice to Governors and Standing Orders other than those listed at Annex A.

IMPACT AND RESOURCE ASSESSMENT
3. The purpose of this PSI is to fulfil the Prison Service’s obligation to implement
recommendation 60 of the Woodcock report. This will provide the Service with a single, clear set of guidelines to work to.
BACKGROUND
4. Acceptance of recommendation 60 of the Woodcock report committed the Prison
Service to replace its existing instructions machinery. This has been taken forward through the introduction of coherent and unambiguous Prison Service Standards, Orders and Instructions that will eventually cover all aspects of the Service’s operations.
5. The Prison Service has a huge legacy of instructions, many of them obsolete. The
Instructions Unit has consulted closely with Policy groups in order to determine which ones can safely be revoked. Policy groups plan to replace all those documents listed at Annex A as soon as is possible.
MANDATORY ACTION
6. By 1 December 2000, Governors must ensure that all Circular Instructions,
Instructions to Governors, Advice to Governors and Standing Orders, other than those listed in Annex A are destroyed. Some of these documents may be restricted and therefore must be destroyed through approved confidential waste management systems.
